Prosecution of garage manager for spreading disease
Nguyen Thanh Hai knew that people returning from Ho Chi Minh City to other localities had to declare and quarantine themselves at home according to regulations, but he did not do so. After that, Hai spread COVID-19 to many people.
On February 27, information from the People's Procuracy of Buon Ma Thuot City, Dak Lak Province said that the unit had issued an indictment to prosecute the defendant Nguyen Thanh Hai (37 years old, residing in Tan Loi Ward, Buon Ma Thuot City) for the crime of "Spreading dangerous infectious diseases to people", according to the provisions of Point c, Clause 1, Article 240, Penal Code.
According to the indictment, Nguyen Thanh Hai is the main manager at Tien Oanh Cargo Office (address 134 Hai Ba Trung, Buon Ma Thuot City, belonging to Tien Oanh Transport Tourism Company Limited headquartered in Ho Chi Minh City). At about 9:30 p.m. on July 8, 2021, due to the large amount of goods sent to Ho Chi Minh City, Hai and 2 truck drivers of the office from Buon Ma Thuot City went to the company's headquarters in Ho Chi Minh City to support others in their work.

While working at the company headquarters, Hai came into contact with a number of bus company employees and about 40-50 people who came to send and pick up goods. At around 10:00 p.m. on July 10, 2021, Hai took a truck with 2 drivers from Ho Chi Minh City back to Buon Ma Thuot City. At around 6:00 a.m. on July 11, 2021, Hai returned to the Tien Oanh bus company office at 134 Hai Ba Trung, Buon Ma Thuot City to work.
Before and after returning to Buon Ma Thuot City, through mass media and news updates, Hai clearly knew that people returning from Ho Chi Minh City must make mandatory full health declarations, must self-isolate at home for a certain period of time to self-monitor their health or get tested for COVID-19 to monitor their health, if they are infected with COVID-19, to avoid spreading the disease to others.

However, after returning to Buon Ma Thuot City from Ho Chi Minh City, Hai did not declare his health status at the nearest health station to receive instructions on mandatory health declaration, and did not self-isolate at home for 7 days. Not stopping there, after showing signs of fever, Hai went to a hospital in the city for a medical examination but made a false health declaration, and did not take a COVID-19 test to monitor his health and whether he had been infected with COVID-19 or not.
In particular, from July 11, 2021 to July 17, 2021, Hai went to many places and came into contact with many people in Buon Ma Thuot City. As a result, Hai himself spread the disease to 11 close contacts (F1) and created a chain of SARS-CoV-2 infection for others in Buon Ma Thuot City. According to the Dak Lak Provincial Department of Health, the total cost of damage related to the chain of infection caused by Hai is more than 1.6 billion VND.
