From November 15, the one-stop aviation mechanism will be implemented nationwide.
The General Department of Customs said that from November 15, the national single window mechanism for aviation will be implemented at all international airports nationwide according to Decree 43/2017/ND-CP.
The aviation single window mechanism allows the person carrying out procedures to send information and electronic documents to carry out procedures of state management agencies related to aircraft exiting, entering, and transiting through the National Single Window Portal. State management agencies make customs clearance decisions through the National Single Window Portal.
Compared to before, the first and most important new point of the aviation single window mechanism is that airlines provide information electronically to Government agencies in managing air transport vehicles.

Currently, there are documents regulating the management of air transport at international airports, but they are regulated separately by different agencies, lacking uniformity. For example, in the field of customs, there are Decrees requiring and circulars guiding airlines to provide information about passengers, goods, luggage, and flights. Border security and immigration agencies require the provision of passenger information in advance. Airport authorities also require the provision of information for general management... All of this information (except for passenger information) is provided in paper form. Therefore, the sharing and use of information is very limited.
The General Department of Customs said that when the aviation single window mechanism is implemented, all relevant information will be declared electronically and linked to all management systems of state agencies at the airport.
Another difference is that for the first time, the state management agency at Vietnam's airports requires the provision of passenger reservation information to ensure aviation security, national security and prevent terrorism and drug smuggling by air. When information is sent to a state management agency, it is immediately and automatically shared with all relevant agencies, connecting all stages.
In addition, the customs agency also provides information between warehouse and airport management agencies to serve customs supervision. When relevant agencies share this information early, it will shorten customs clearance time and provide good support for logistics enterprises, transportation enterprises and enterprises operating in the field of import and export.
The aviation single window mechanism put into use helps people carrying out procedures not have to submit many sets of paper documents to state management agencies but only have to send electronic information once to the National Single Window Portal. Thereby, shortening the procedure time and saving related costs.
Management agencies have advance flight information for analysis and inspection, improving the efficiency of state management in the aviation sector, reducing time and human resources related to receiving manual paper documents.
