From Ky Son's proposal: It is necessary to develop a project to use young intellectuals.
(Baonghean) - At the end of April 2017, Nghe An Newspaper received a petition from a number of young intellectuals in Ky Son district, stating that the recent recruitment of commune-level civil servants in this district did not fully apply policies, causing them to be disadvantaged.

There were 10 applicants in total. Among them, Lau Ba Re, Lau Ba Chu, Xong Ba Chai were young intellectuals 30a; and Ba Po, Mua Ba Cua, Va Ba Tru, Moong Van Nghia, Hoa Thi Nhong, Vu Y Tru, Moong Van Hoa were recruited students.
According to the application content, implementing Notice No. 11/TB-UBND dated February 15, 2016 of the People's Committee of Ky Son district on the recruitment of commune-level civil servants, the above-mentioned people have submitted complete applications to the recruitment agency. On March 6, 2017, the People's Committee of Ky Son district organized an interview and test.

According to the announcements, decisions and instructions of the Provincial People's Committee and relevant departments and branches on civil servant recruitment, students and young intellectuals aged 30a are eligible to be recruited directly into commune-level civil servants without having to take an exam. However, the Selection Council has not implemented these policies.
The petition also stated that after the selection round, these people wrote a petition to the district departments and agencies, but received no response. “We found that the interview and assessment round was not really transparent and fair...”.
In Ky Son district, we met two young intellectuals aged 30, Lau Ba Chu and Xong Ba Chai. They are currently land officials of Nam Can and Muong Tip communes. Chu and Chai graduated from Hanoi University of Agriculture, part-time program with a good degree. Lau Ba Chu has been working continuously since 2010, and Xong Ba Chai since 2011; their annual professional work is assessed as fulfilling their tasks.
According to Lau Ba Chu and Xong Ba Chai, the students who were selected wrote a petition asking the newspaper to verify and clarify whether the Recruitment Council of Ky Son district had properly implemented the preferential policies informed in Notice No. 11 in the selection process? Was there anything shady during the test and interview? If the Recruitment Council had done it correctly, they "also accepted it".
The district complies with regulations.
Regarding the test and interview, Chu and Chai said that there were signs of lack of transparency because "there were some cases where after the test, the test papers were taken out of the room"; and lacked objectivity because "after the test, the test officers said that basically the test scores were even, only a few people had outstanding scores...". However, after analyzing, both of them acknowledged that what they had discussed was baseless because they themselves realized that "the candidates had to draw the test papers"; "in the test room, there were 2 officers conducting the test and interview, so the candidates could not use the documents...".
Checking the test and interview results of some successful candidates (Chu and Chai provided their names, claiming they had the same qualifications but had no practical experience) also showed that the interview scores of these people were superior to all the candidates whose names were listed in the application.

To clarify the preferential policies in recruitment, it is known that at the end of 2015, Ky Son district was allowed by the province to recruit (examine) commune civil servants, with the number of 56 people (the time of examination was 62 people due to the increase of 6 police and military positions). On February 15, 2016, Ky Son district issued a public recruitment notice in the area and posted information on newspapers and radio stations according to regulations. In Notice No. 11, the full number and positions to be recruited; eligible candidates; application documents and priority in selection. Accordingly, students, ethnic minorities and young intellectuals 30a with more than 3 years of work experience are the priority subjects.
However, the priority for the above subjects is implemented according to Decision No. 24/2016/QD-UBND of the Provincial People's Committee on promulgating regulations on recruitment, reception, mobilization, transfer, number, standards, responsibilities, tasks for civil servants of communes, wards, and towns in Nghe An province and Decree No. 112/2011/ND-CP on Civil servants of communes, wards, and towns. This was also affirmed by the Department of Home Affairs in Official Dispatch No. 1484/SNV-XDCQ dated September 15, 2017 when the People's Committee of Ky Son district issued Document No. 168/TTr-UBND dated September 7, 2017 on the proposal to directly recruit civil servants at the commune level for young intellectuals to strengthen the 30a working groups.
According to Decision No. 24/QD-UBND, Article 6 (Priority in recruitment) clearly states: “The subjects and priority points in the examination or selection of commune-level civil servants are implemented according to Article 8 of Decree No. 112/2011/ND-CP on Commune, Ward and Town Civil Servants”. Article 8 (Priority in recruitment) of Decree 112/2016/ND-CP clearly states that ethnic minorities and young intellectual volunteers who have participated in rural and mountainous development for 24 months or more are all priority subjects in recruitment. In particular, for ethnic minorities, 20 points are added to the total examination or selection score; for young intellectual volunteers 30a, 10 points are added to the total examination or selection score.
Thus, the recruitment process gives priority to students and young intellectuals, but it is not direct recruitment, but only adds points. Thus, the Recruitment Council of Ky Son district (with the assistance and supervision of the Department of Home Affairs) has followed the regulations correctly; concerns about the wrong application of the policy are completely unfounded.

Building a project to use young intellectuals
Through research, Ky Son district has repeatedly proposed to the Government and the province to have policies to use young intellectuals. As Mr. Nguyen Thanh Hoang - Chairman of the People's Committee of Ky Son district discussed, through the working period, young intellectuals have proven their capacity and connection with the grassroots. For this reason, before the recruitment time, at the meeting in August 2016, the Standing Committee of the Ky Son District Party Committee had a policy to assign the District People's Committee to prepare a report, requesting the province to directly recruit young intellectuals aged 30a with university degrees or higher who are working in disadvantaged communes. The District People's Committee then made a report, but the Department of Home Affairs replied that the recruitment must comply with regulations.
“The recruitment target was 62 people, but there were over 300 applications, so Ky Son district anticipated the complexity and resolutely followed the regulations and instructions of the Department of Home Affairs to conduct the recruitment. Regarding this content, the Provincial Party Secretary also received a petition. At the online meeting between the Provincial Party Committee and districts, cities and towns, the Provincial Party Secretary also mentioned it. After listening to the report of the Ky Son District Party Secretary and the leaders of the Department of Home Affairs, the Provincial Party Secretary directed the Department of Home Affairs to develop a project to use the young intellectual team...” - Mr. Nguyen Thanh Hoang said.
Mr. Nguyen Thanh Long - Head of the Department of Government Building and Youth Affairs - Department of Home Affairs confirmed the content of the discussion with the Chairman of the People's Committee of Ky Son district. Mr. Long said that in addition to the specific report on the implementation of the selection of commune-level civil servants in Ky Son district, the Department of Home Affairs had a separate report on the content of the assessment of the results of the implementation of the policy of rotating and strengthening young cadres and intellectuals to work in communes according to Resolution 30a of the Government to the Standing Committee of the Provincial Party Committee.
In the report, the Department of Home Affairs proposed a number of contents, requesting the province to submit a written recommendation to the Government, requesting the Government to increase the number of commune-level civil servants, and allow localities to recruit young intellectuals into the civil service.
