The human issue in Ho Chi Minh's humanistic thought is expressed in his Testament as love for all classes of people in society.
When he passed away, Uncle Ho "left behind endless love for all the people, the whole Party, the entire army, the youth and children", his whole life was dedicated to the nation.
Uncle Ho's greatest wish was to make our country completely independent, our people completely free, everyone has food to eat, clothes to wear, everyone can study. In his Will, he advised: "There must be a special policy for all classes of people who have sacrificed for the Fatherland". According to him, that is a job that must be done, no matter how difficult or complicated it is, we must try our best to do it...
Professor, Doctor Mach Quang Thang - Ho Chi Minh National Academy of Politics affirmed that it is not by chance that in Ho Chi Minh's Will he wrote "the first job is for people", Uncle Ho advised revolutionary generations to take care of people's interests and the ruling Party to have a good plan to take care of people's lives.
“Human rights are the right to life, the right to freedom and the right to pursue happiness. These are universal human values that Ho Chi Minh absorbed and applied to Vietnam, the right to national liberation. People are freed from oppression. Secondly, as Uncle Ho said, we gain independence but if the people do not have freedom, then independence is meaningless. People must live in peace, prosperity and happiness” - Professor, Doctor Mach Quang Thang analyzed.
Also originating from compassion, for the free and happy life of people, Uncle Ho's compassion was placed right on the most miserable people in society, that is, the workers and farmers.
With a heart full of love, President Ho Chi Minh understood and sympathized with the suffering caused by unjust oppression, hardships and losses during the war of working people from the lowlands to the highlands.
He proposed: "Exempt agricultural tax for one year for farmers to make them more excited and boost production after many years of continuously contributing human and material resources to the cause of national liberation struggle, gaining independence and freedom for the Fatherland."
Dr. Chu Duc Tinh - former Director of Ho Chi Minh Museum shared that in his Will to the entire Party before passing away, Uncle Ho followed the tradition of wise kings in the history of the nation and thought about the post-war story of equalizing merit, reporting merit and taking care of those who contributed to the revolution.
He understood that farmers were the most hard-working and miserable people. This was a practical concern of President Ho Chi Minh. Besides the general concern of telling our Party to care about people's lives, he practically exempted farmers from taxes for 1 year. Up to now, our Party has done this excellently.
With the wish for a prosperous and happy society for the people, in his Will, President Ho Chi Minh left a sacred testament: “The Party must have a good plan to develop the economy and culture, in order to continuously improve the people's lives”. After the war and especially during the years of implementing the country's renovation, this testament of President Ho Chi Minh became the guiding principle for the Party and State's decisions.
Associate Professor, Doctor Nguyen Trong Phuc - former Director of the Institute of Party History, Ho Chi Minh National Academy of Politics, said that the Party's overarching concern in implementing the Testament, we have tried to do our best when implementing the renovation process. We have tried our best to carry out Uncle Ho's advice to the people.
“Currently, our Party and State are doing well with people with meritorious services; implementing Resolution 8 of the Central Committee on fundamental education reform; Resolution 9 of the Central Committee on human cultural development. In my opinion, we are both concerned with the genuine interests of people and at the same time promoting the human factor in the cause of national development,” said the former Director of the Institute of Party History.

After 50 years of implementing President Ho Chi Minh's Testament, our Party has proposed and led the people to successfully implement the renovation policy, bringing our country step by step out of crisis, stabilizing and improving people's lives. The noble humanistic ideology in the Testament continues to illuminate the path of our Party, State and people towards the goal of a rich people, a strong country, and a fair, democratic and civilized society./.
