From the barbershop incident, revealing a model to help ensure security and order in rural villages
Just a few days after a serious assault occurred at a barber shop in Con Market (Xuan Lam Commune), the police quickly identified the suspect thanks to images from the security camera system in the area. The incident not only shows the role of technology in crime prevention and control, but also clearly demonstrates the effectiveness of the "Self-managed Residential Group" model that is being widely deployed in many rural areas of Nghe An.
Security camera system development
The daring assault that occurred at a barber shop in Con market, Xuan Duong commune (now Xuan Lam commune) on the afternoon of May 22 shocked the local public. The victim, Ms. Y., the owner of the barber shop, was attacked by a stranger who quickly fled the scene.
After only a few days of investigation, thanks to images recorded from the security camera system in the area, the police quickly identified the suspect as Nguyen Dinh Cuong (born in 1985), residing in Hung Tay commune, old Hung Nguyen district (now Hung Nguyen commune). Not only is it important evidence to help solve the case, the video from the security camera also shows the increasingly clear role of technology and the participation of people in maintaining security and order at the grassroots level.
“Without cameras, it would be difficult to know who did it. Now, it is very necessary for every village to install cameras, both to protect the people and to deter bad guys,” said Nguyen Van Hien, a resident.

In fact, 4 years ago, when the “Self-managed Residential Group” model began to be implemented, many people still could not imagine the actual effectiveness. However, today, in many rural areas here, people have clearly seen changes from their lifestyle, security to landscape, environment...

Head of Village 3, Kim Bang Commune, Mr. Nguyen Sy Hong, who has been the village head for many years, could not hide his excitement when mentioning the effectiveness of the model. “In the past, petty theft or conflicts with neighbors were not rare, but since the self-management group was established, everyone has become more aware. Everyone understands that maintaining security is for themselves and their children,” he shared.
Ms. Tran Thi Hoa, in Dai Dong commune, said that the model has helped the residential area not only become safer but also more orderly. “The self-management group regularly propagates and reminds each household about environmental hygiene, not to dry rice on the street, and not to discharge wastewater indiscriminately. With each person contributing, the village is cleaner, more beautiful, and more civilized than before,” she said.
Notably, not only playing a pivotal role in maintaining security and order, self-managed residential groups also play an important role in developing production and supporting each other in life. Group meetings become a place for people to exchange experiences in farming and raising livestock, remind each other to vaccinate livestock, and build garden-pond-barn economic models. The atmosphere of solidarity and intimacy between families is therefore more cohesive.
Expanding the model
In fact, after 4 years of implementation since June 2021, up to now, in the communes of Cat Ngan, Tam Dong, Hanh Lam, Son Lam, Hoa Quan, Kim Bang, Bich Hao, Dai Dong and Xuan Lam, 2,344 self-managed residential groups have been built, covering 234 blocks, hamlets and villages. With the consensus and active participation of the people, the model has achieved very specific results.
In the field of security and order, the self-managed residential group model has played a key role. Up to now, 100% of groups have maintained good self-defense and self-management, preventing superstitious activities and illegal proselytizing. About 87% of groups have no lawbreakers, 69% of groups have not allowed new drug addicts or other social evils to arise.
From information provided by the people through the self-management group, the police force has solved dozens of cases, clarifying many violations of the law. The security camera system installed in 1,254 groups, with 1,540 devices, has supported the verification and handling of 78 cases of property theft (recovering property for people worth more than 800 million VND), 30 cases of intentional injury, 25 cases of public disorder; arrested and handled 58 cases of drug-related crimes and violations; detected, handled and clarified 40 cases of accidents, violations of traffic safety...
In terms of building cultural life, all groups meet the "3 no" criteria: no students dropping out of school; no domestic violence; no people posting bad or toxic information on social networks. Weddings and funerals are organized in a civilized and concise manner, minimizing impacts on local security and order. In the field of community development, self-managed residential groups also play an active role. People have contributed more than 142 billion VND to renovate over 578 km of rural roads, nearly 22 billion VND for the lighting system and thousands of billions of VND for other public works. Many groups also organize humanitarian activities, encourage learning, support poor households, especially during holidays and Tet, contributing to increasingly strong community ties.
In the production sector, the groups also achieved many remarkable results: 94.5% of the groups met the criteria for the structure of crop varieties according to the local plan; 100% of the groups completed vaccination for livestock and poultry. In addition, more than 2,500 meetings and exchanges of production experiences were organized, attracting more than 127,000 participants.
It is worth mentioning that the self-management groups have reminded members to actively respond to the movement "Say no to dirty food" with specific actions such as not producing, processing, or trading foods that use banned substances or use preservatives or additives in excess of prescribed doses, vegetables sprayed with chemicals that have not yet expired from quarantine, and slaughtering sick livestock and poultry for sale...

The practical implementation of the "Self-managed residential group" model shows that the above results are thanks to the synchronous participation of the entire political system, in which the grassroots police force plays a core role; the people-centered approach is suitable to the characteristics of each region; at the same time, effectively combining security work with cultural and social movements, promoting the strength of the entire people in maintaining order and developing the locality.
The “Self-managed residential group” model not only helps improve the effectiveness of social management and ensure security from the grassroots level, but is also a testament to innovative thinking and adherence to reality in building new rural areas. With its obvious effectiveness in practice, the model has been highly appreciated, commended and selected by the Ministry of Public Security to be replicated nationwide as a suitable direction in building a safe, civilized and sustainably developed community.
After operating a two-level government, like other localities, Dai Dong commune will continue to maintain, consolidate and expand the model of "Self-managed residential groups". This is not only a solution to maintain security from the grassroots, but also the foundation for building a great national unity bloc, improving the quality of cultural life in residential areas.
