Propaganda on Covid-19 prevention and control according to each level of disease spread

Accordingly, in order for the propaganda work on Covid-19 prevention and control in the province to be increasingly effective, creating consensus, companionship, support, and compliance with implementation of Party committees, authorities, and people at all levels; determined to prevent, control, and soon repel the epidemic, the Provincial Party Committee's Propaganda Department recommends that localities and units in the whole province focus on propaganda at 2 levels as follows:

Level 1: Organize propaganda activities in a state where there is no Covid-19 epidemic in the area or when the epidemic has been temporarily controlled and ended:Regularly and continuously disseminate and update directive documents of the Party, Government, Central Steering Committee, Ministry of Health, Provincial Party Committee, Provincial People's Committee, Steering Committee for Covid-19 Prevention and Control of Nghe An province, Department of Health, local Party committees and authorities on strengthening epidemic prevention and control measures to promptly and seriously implement them, in order to prevent and limit the spread of the epidemic.

Proactively develop scenarios and plans for disease prevention and control according to each level of disease spread, avoiding passivity and surprise; clearly define responsibilities, assign specific tasks to agencies and units with the highest determination in disease prevention and control: From preparing facilities for prevention, isolation, and treatment; preparing medical equipment, medicines, and protective gear for people; ensuring funding and human resources for on-site prevention and control; controlling, managing, and handling violations of speculation and price increases of essential goods.

Actively propagate and replicate good practices and effective models of localities, units, enterprises, factories, households and individuals in production and business in a state of "living together" with the epidemic, to ensure the implementation of the "dual goal", both effectively preventing and fighting the epidemic and maintaining economic development, ensuring social security, security and national defense of the province.

Propagating, educating, raising awareness and responsibility of people in proactively and complying with epidemic prevention and control measures, especially the "5K" requirement of the Ministry of Health to protect personal and community health, with the motto of self-prevention as the main. Focus on propagating the monitoring and supervision of people traveling to and from epidemic areas, people at high risk of infection to self-declare their health, go to medical facilities for examination and treatment when having symptoms of the disease; implement scientific isolation measures, avoid showing discrimination and shunning of infected or at risk of infection. Combine propaganda on epidemic prevention and control with propaganda and dissemination of the Law on Prevention and Control of Infectious Diseases; Law on Exit and Entry of Vietnamese Citizens; Law on Medical Examination and Treatment; propagate forms, measures, and cases of handling violations to deter and warn society.

Promote the voluntary and supervisory role of the masses, accompany and coordinate with the authorities in promptly detecting and combating subjective, negligent, and insensitive manifestations of people's health and lives; promptly detect, criticize, handle, and correct acts of taking advantage of the epidemic for personal gain; acts of concealing information, especially dishonest medical declarations that negatively affect epidemic prevention and control work. Proactively grasp the situation, promptly combat, and strictly handle before the law false information about the epidemic that causes panic among the masses and destabilizes society.

Focus on propaganda to raise awareness and responsibility of each citizen, especially the sense of honesty and self-awareness in complying with regulations on epidemic prevention and control, clearly understanding the basic contents of Directive 15, Directive 16, Directive 19 of the Government on urgent measures to prevent and control the Covid-19 epidemic so that when applying, they will strictly comply from the beginning, avoiding confusion and negligence. At the same time, propagate the installation of the Bluezone application on phones, the medical declaration of all citizens, this is a mandatory regulation in epidemic prevention and control.

Direct the establishment of a propaganda team for Covid-19 prevention and control at the district level, headed by the leader of the Propaganda Department, with members including representatives from the following sectors: Propaganda; Mass Mobilization; Fatherland Front Committee and district-level organizations and unions; Health Department; Medical Center; Department of Culture - Information; Center for Culture - Sports and Communications; District Police, to regularly advise the Party Committee and authorities on propaganda work, update and provide official information to guide public opinion, and combat fake information related to Covid-19 prevention and control in the area.

Promote models, typical examples, noble actions and gestures in organizing epidemic prevention and control work of the people, to promptly encourage people to join hands to support the "COVID-19 Prevention and Control Fund" of the province; support and encourage forces on the front lines of epidemic prevention and control; support families in difficult circumstances. At the same time, criticize and remind acts of violating policies and regulations on epidemic prevention and control.

Strengthen propaganda about the benefits, meanings, and effects of vaccination to help people understand, feel secure, trust, and carry out Covid-19 vaccination when there is a policy from the authorities.

Level 2:Organize propaganda when an epidemic occurs in the area:In addition to regularly disseminating content at level 1, it is necessary to focus on disseminating the following content: Regular and continuous propaganda on all types of provincial press; propaganda system at all levels: Reporters, propagandists, social opinion collaborators, internal notices, through social networks, grassroots loudspeakers... Regularly provide and update directive documents, complete, accurate and timely information on the epidemic situation so that sectors, levels and all people know, proactively prevent, combat and promptly localize the epidemic. Propaganda work needs to be highly focused throughout the entire political system and all classes of people, creating consensus, companionship, support, compliance, determination to control, prevent and promptly repel the epidemic in the area.

Propagating the strict implementation of epidemic prevention and control measures, especially the implementation of the Ministry of Health's "5K" in the whole province, especially at medical facilities, schools, offices, production facilities, industrial parks, markets, supermarkets, bus stations, on public transport, religious places of worship... absolutely not allowing negligence and subjectivity to occur. At the same time, promptly propagating and orienting so that people have absolute trust in the Party Committee, government, and functional sectors in epidemic prevention and control work, always mastering all situations that occur; not letting people panic and fear.

Strengthening propaganda on administrative management, tightening discipline and order in epidemic prevention and control work at all levels, sectors, localities and units, attaching responsibility to leaders, absolutely not being negligent or subjective; strictly handling cases of violating the blockade and social isolation orders to prevent and control the epidemic.

Propaganda to mobilize the combined strength of the entire political system and the entire population to participate in the "4 on-site" motto; coordinate to rapidly trace F0, F1, F2 without missing any cases to quickly isolate and suppress the epidemic. In particular, promote the role of the residential community, inter-family groups, hamlets, and residential groups in preventing and fighting the epidemic according to the motto "family keeps family, inter-family groups keep inter-family groups"; "go to every alley, knock on every door, check every subject".

Promote the role of the Fatherland Front Committee and organizations and unions to strongly participate in propaganda work, mobilize all cadres, union members, association members and people of all walks of life to spread messages and regulations on epidemic prevention and control such as the "5K" regulations of the Ministry of Health, install the Bluezone application...; volunteer to take the lead in supporting and helping forces on the front lines of epidemic prevention and control, especially at checkpoints, stations, quarantine areas, screening and tracing F0, F1, F2; urge and guide the activities of self-management groups, closely monitor and supervise people coming from and going to epidemic areas in residential areas; actively mobilize, help and support families in difficult circumstances. Promote the role of each cadre, union member and association member as a propagandist in orienting public opinion and grasping information from the grassroots.

Propagating the strengthening of regular inspection and supervision of centralized quarantine facilities and home quarantine facilities; the implementation of blockades and social isolation... to ensure strict compliance with epidemic prevention and control measures to prevent cross-infection in quarantine areas and spread in the community. In particular, promoting people's awareness and responsibility in epidemic prevention and control; promoting the role of each person in monitoring and managing people in home quarantine, people traveling to and from epidemic areas; encouraging people to provide information and report those who intentionally hide information and make dishonest medical declarations.

Strengthen, consolidate, and enhance the activities of Covid-19 tracing teams, urge the activities of self-management teams; establish Zalo, Messenger groups... from the district level down to communes, wards, towns, villages, hamlets, inter-family groups... to promptly direct, orient, and update information on disease prevention and control propaganda.

Focus on propaganda for people at high risk of infection to proactively declare their health honestly and take samples for testing to promptly detect, isolate and treat if the disease is detected, to avoid spreading to the community. At the same time, it is necessary to strengthen propaganda about typical examples of good people, good deeds, good and effective models in disease prevention and control; especially, spreading the spirit of solidarity, love, mutual support and assistance in the community determined to repel the epidemic; promptly help, support, cheer, encourage and demonstrate the forces on the front line of Covid-19 prevention and control.

At the same time, the Provincial Party Committee's Propaganda Department specifically guides the rich and diverse forms and measures of propaganda to help cadres, party members and people in the whole province have a correct understanding of the situation, dangerous nature and spread of the Covid-19 epidemic; affirm the efforts and determination of all levels and sectors in the work of epidemic prevention and control; thereby, raising the awareness and responsibility of each person to proactively and actively prevent, combat and control the epidemic, protect their own health and the community, contributing to promoting the combined strength of the entire political system and the whole society in the work of epidemic prevention and control; determined to control the epidemic, not let it spread, and at the same time well implement the dual goal of both socio-economic development and effective epidemic prevention and control.
