Provincial People's Committee resolves complaints: Mr. Tran Quoc Phuc - Vinh city, Mr. Nguyen Canh Hop, Dien Chau district
(Baonghean) -Provincial People's CommitteeResolve problems related to land allocation of Mr. Tran Quoc Phuc, residing in block 9, Doi Cung ward, Vinh city.
Considering the report and proposal of the Department of Natural Resources and Environment in Official Dispatch No. 5163/STNMT-QLDD dated October 14, 2015 on resolving difficulties related to land allocation (Planned land lot No. 34, block 14, Le Loi ward, Vinh city) to Mr. Tran Quoc Phuc, residing in Doi Cung ward, Vinh city. On November 5, 2015, the Provincial People's Committee issued Official Dispatch No. 8044/UBND-KT, the Chairman of the Provincial People's Committee commented as follows:
Agree with the direction to resolve the problems to hand over land lot No. 34, Block 14, Le Loi Ward, Vinh City to Mr. Tran Quoc Phuc according to the recommendation of the Department of Natural Resources and Environment in the above document.
+ Assign the Department of Natural Resources and Environment to: Cancel the approval result of the land allocation subject to Mr. Tran Quoc Phuc's family in 2004. Send the cancellation result to the Provincial Tax Department and Vinh City People's Committee before November 15, 2015.
+ Assign the Provincial Tax Department: After receiving the Document canceling the approval of the land allocation subject sent by the Department of Natural Resources and Environment, direct the Vinh City Tax Department to carry out procedures to cancel the decision to exempt or reduce land use fees for Mr. Tran Quoc Phuc in 2004; coordinate with relevant agencies to carry out procedures to return land use fees and registration fees that Mr. Phuc has paid to the State. Implementation time is before November 30, 2015 (the deduction method can be applied to the amount of land use fees that Mr. Phuc must pay to the State when the Vinh City People's Committee carries out procedures to transfer land lot No. 34, residential planning area, block 14, Le Loi ward to Mr. Phuc as stated in Point 3, this document).
+ Deliver to Vinh City People's Committee:
- Prepare procedures for handing over land lot number 34, in residential planning area block 14, Le Loi ward, Vinh city in the form of valuation to Mr. Tran Quoc Phuc's household.
- Financial obligations and land use fee exemption and reduction for Mr. Tran Quoc Phuc's household for land lot number 34, in residential planning area block 14, are implemented according to current regulations.
Implementation results report to the Provincial People's Committee before December 31, 2015.
+ Mr. Tran Duc Phuc's family went directly to Vinh City People's Committee to be guided on procedures for land allocation and land use fee exemption according to regulations.
*Provincial People's Committee: Response to the construction of So market by Mr. Nguyen Canh Hop, residing in Block 1, Dien Chau Town (Dien Chau District)
The Provincial People's Committee received a petition from Mr. Nguyen Canh Hop and a number of citizens residing in Dien Chau Town, Dien Chau District, requesting to rebuild So Market in the stadium area of Block 5, Dien Chau Town, Dien Chau District. After consideration, on November 5, 2015, the Provincial People's Committee issued Official Dispatch No. 8045/UBND.KT in response to the citizen's petition with the following content:
1. The request of Mr. Nguyen Canh Hop and some citizens to rebuild So market in the stadium area of block 5, Dien Chau town, Dien Chau district cannot be resolved, for the following reasons:
Regarding the planning of the market system in Dien Chau Town: According to Decision No. 5759/QD-UBND.CN dated December 27, 2011 of the Provincial People's Committee on approving the Project "Planning for the development of the market network system in Nghe An province for the period 2011 - 2020", Dien Chau District Town has 1 market, Phu Dien Market at Phu Dien Trade Center, currently in operation; there is no market planning in the stadium area of Block 5, Dien Chau Town.
- The stadium area belongs to Block 5, Dien Chau Town, near the traffic route (National Highway 1A), schools, and medical stations. Therefore, building a market in this area will cause many disadvantages in terms of traffic safety, environmental sanitation, affecting the activities of the community and school activities. The construction of a green park is reasonable and necessary, creating green space for the cultural and spiritual activities of the people as well as creating an environmental landscape for the central area of the town.
- Regarding the province's policy:
+ On November 28, 2008, the Provincial People's Committee issued Notice No. 378/TB.UBND agreeing on the policy of rebuilding Phu Dien market. During the construction period, Dien Chau District People's Committee arranged a temporary market in the stadium area of Block 5, Dien Chau Town so that households have a place to do business. When the construction is completed, the market will be relocated.
+ On October 31, 2013, the Chairman of the Provincial People's Committee issued Decision No. 5098/QD-UBND-TM to liquidate assets at Phu Dien temporary market, Dien Chau district (stadium area in block 5, Dien Chau town), dismantling all assets and ending market operations in this area. On February 6, 2015, the Provincial People's Committee issued Official Dispatch No. 809/UBND-DTXD agreeing with the policy of Dien Chau district People's Committee and assigning the Department of Planning and Investment to guide Dien Chau district People's Committee to implement the investment project to build a green park at the old football field location (block 5, town); On December 3, 2014, the Provincial People's Committee issued Document No. 649/TB.UBND announcing the conclusion of the Provincial People's Committee Chairman Nguyen Xuan Duong at the working session with the leaders of Dien Chau district, agreeing on the policy of establishing an investment project and supporting funding from the provincial budget to build a central green park in Dien Chau district town.
- Currently, in Dien Chau Town, there is Phu Dien Commercial Center Green Market, next to Phu Dien District (in Dien Thanh Commune, 80m from Green Market) and Dien Thanh Commune Afternoon Market. All 3 markets have large areas and scales, capable of meeting the business, trade, and buying and selling needs of people in the town, Dien Thanh Commune and neighboring localities today.
2. The Provincial People's Committee has assigned the Dien Chau District People's Committee to take measures to promptly transfer Dien Thanh Chieu Market to the Dien Chau Town People's Committee for management (according to the district's policy); renovate the market to ensure favorable conditions for business households. Work with the owner of Phu Dien Trade Center to take measures to renovate the area for the Green Market, ensuring the needs of business households in this field. At the same time, urgently complete the procedures for building a green park in the stadium area of Block 5, Dien Chau Town to serve the cultural, spiritual and environmental landscape needs of local people.
- The Provincial People's Committee requests citizens to strictly comply with the policies of the province and locality related to the planning of green parks and market systems in Dien Chau Town mentioned above.
