The meeting focused on listening to and commenting on reports on the results of the implementation of the Conclusion Notices of the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee at the regular meeting in October 2018 as well as thematic working sessions in October and November 2018; Report on reviewing the direction and administration of the Provincial People's Committee in 2018, directions and tasks in 2019; Report on reviewing the direction and administration of the Provincial People's Committee in 2018, directions and tasks in 2019; Report on the implementation of the economic development plan, national defense and security in 2018; Report on the implementation of the budget revenue and expenditure estimates in 2018, and the budget allocation estimates in 2019; State budget and financial plan for 3 years 2019-2021 and draft Resolution of the Provincial People's Council approving the state budget revenue estimate in the area, local budget expenditure and local budget allocation plan in 2019; Report on foreign affairs in 2018, direction and tasks for the term of 2019
Expected 27/27 targets completed
Delegates expressed their agreement with the content of the reports and appreciated the results achieved in recent times.
2018 is a year of special significance for the province in implementing the Resolution of the Party Congresses at all levels and the 5-year Socio-Economic Development Plan 2016-2020. Despite many difficulties, under the leadership of the Provincial Party Committee, the supervision of the Provincial People's Council, the management, direction, and determination of the Provincial People's Committee, it is expected that 27/27 main targets will basically be achieved and exceeded the plan.

The total provincial product (GRDP) in the first 9 months of 2018 is estimated at 58,422 billion VND, up 8.02% over the same period. The Provincial People's Committee is focusing on directing all levels and sectors to make efforts to achieve the set growth rate of 8.56%.
Budget revenue for the first 10 months is estimated at VND 10,870.95 billion, reaching 85.7% of the estimate; Budget revenue for the whole year of 2018 is estimated at VND 12,886.6 billion, reaching 101.5% of the estimate. Budget expenditure for the first 10 months is estimated at VND 18,692 billion, reaching 78.6% of the estimate; budget expenditure for the whole year of 2018 is estimated at VND 23,817.508 billion.
At the meeting, delegates expressed concern about the low budget revenue target and pointed out a number of reasons. Accordingly, due to difficulties in business operations and the stagnant development of industrial zones; high-tech agriculture has not been clearly formed, which has affected the budget revenue target in 2018.

In order to have solutions to promote socio-economic development in 2019, delegates proposed to innovate management methods, create open corridors in project implementation; restructure models with high growth; create new directions by attracting strategic investors and have drastic policies for this group of enterprises. Thereby, it will both create a main source of revenue for the province and solve the problem of employment for workers. In addition, it is necessary to strengthen inspection of the implementation of resolving outstanding issues raised at regular meetings of the Provincial People's Committee.
Powerful application of information technology
Concluding the above contents, Chairman of the Provincial People's Committee Thai Thanh Quy requested that departments and branches clarify their advisory role to the Provincial People's Committee to have a synchronous, quick and effective management method.
The Chairman of the Provincial People's Committee frankly pointed out some shortcomings such as: the quality of meetings is not high, the meeting time is still long. In the process of managing projects, progress is still slow, not implemented, especially some projects after licensing are not implemented according to plan. "The reason is that the inspection work of local authorities is still poor, not drastic, the state management capacity is still limited" - Chairman of the Provincial People's Committee Thai Thanh Quy pointed out.

The reason related to the difficulties in attracting investment, the slow progress of project implementation, affecting the overall growth process is due to the obstacle of administrative procedures. Therefore, in the reform of administrative procedures, the Chairman of the Provincial People's Committee suggested to continue to innovate, avoid overlap and adverse effects.
Regarding the tasks of management in 2019, Chairman of the Provincial People's Committee Thai Thanh Quy requested that the Departments and branches need to focus on strongly applying IT, especially the establishment of the Provincial Public Administration Management Center; strengthen inspection, examination and supervision of project licensing to avoid errors; promote decentralization, especially at the commune and district levels.
Regarding the tasks and development directions in 2019, the Chairman of the Provincial People's Committee suggested focusing on groups of issues such as: Promoting investment attraction; seeking strategic investors; focusing on restructuring agriculture, building brands for agricultural products; developing infrastructure, especially prioritizing coastal areas and the West of the province. In addition, it is necessary to focus on ensuring security and order in the area.
