The Provincial People's Committee worked with an interdisciplinary survey team to inspect the current status of urban development in the expanded Vinh city.
(Baonghean.vn) - On the afternoon of January 22, the Provincial People's Committee organized a working session with an interdisciplinary survey team to inspect the current status of urban development in the expanded Vinh city, led by Mr. Nguyen Tuong Van - Deputy Minister of Construction.
Attending the meeting were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and People's Committees of Vinh city, Cua Lo town, Nghi Loc district.

URBAN DEVELOPMENT OF VINH CITY TOWARDS THE SEA
According to the plan to expand the administrative boundaries and urban space of Vinh city, the entire natural area and existing population size of 7 wards: Nghi Hoa, Nghi Hai, Nghi Huong, Nghi Tan, Nghi Thu, Nghi Thuy, Thu Thuy of Cua Lo town will be adjusted to be merged into Vinh city for management.
At the same time, adjust the entire natural area and existing population size of 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong of Nghi Loc district to Vinh city for management; Establish 4 wards on the basis of the original natural area and existing population size of 4 communes of Vinh city: Hung Dong, Hung Loc, Nghi Phu and Nghi Duc.

Following this plan, after adjustment, Vinh city has a natural area of 166.24 km2; a population of 575,718 people; and 36 commune-level administrative units, including 27 wards and 9 communes.
To ensure the conditions for the National Assembly Standing Committee to resolve to expand the administrative boundaries and urban space of Vinh city, the People's Committee of Nghe An province has developed a project to propose recognizing the expanded Vinh city as meeting the criteria of a type I urban area.
Through reviewing, analyzing, evaluating, and synthesizing the current status of the project research area, comparing with the 5 criteria for a type I urban area stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee on urban classification, Nghe An province assessed that the current status of urban infrastructure of the expanded Vinh city achieved 83.24/100 points.

In addition, compared with 63 standards of type I urban areas stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee on urban classification, Nghe An province assessed that the expanded Vinh city had 32 standards achieved and exceeded; 22 standards achieved points but did not reach the maximum level and 9 standards did not reach the score.
Thus, according to the criteria and standards of a type I urban area stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee amending and supplementing a number of articles of Resolution No. 1210/2016 on urban classification, the current status of the expanded Vinh city has ensured the criteria and standards of a type I urban area as prescribed.
In addition, after reviewing and evaluating the standards on the level of infrastructure development, comparing with the regulations in Resolution No. 26 of the National Assembly Standing Committee, the Provincial People's Committee assessed that the areas planned to establish wards and the wards planned to be merged into Vinh city have ensured the standards on the level of infrastructure development for the areas planned to establish wards in the city according to the standards of a type I urban area.

At the meeting, members of the survey team evaluated, discussed, and gave opinions on the contents of the plan to rearrange administrative units; on the necessity of developing a project; standards on the level of infrastructure development of the areas expected to establish wards and the wards expected to be merged into Vinh City...
REVIEW AND ASSESS THE STANDARDS CAREFULLY, CONTINUE TO IMPROVE THE PROJECT
Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that Vinh city has a long history of formation and development, but is currently "a tight shirt", not ensuring development conditions. Therefore, expanding the administrative boundaries and urban space of Vinh city is very necessary.

Emphasizing that the legal basis for expanding and developing Vinh city is clear and complete, the Chairman of the Provincial People's Committee said that in the Provincial Planning for the period 2021-2030, with a vision to 2050, Vinh city is identified as one of the two main growth drivers for the province's development in the coming time.
Over the past time, Nghe An province has made every effort and determination to meet the requirements in the process of developing the project and has made initial assessments and self-scoring. Based on the opinions of the survey team, Nghe An province has seriously accepted, continued to complete the project and implemented the following tasks.

Regarding the standards for infrastructure development levels of the areas planned to establish wards and the wards planned to be merged into Vinh City, Chairman of the Provincial People's Committee Nguyen Duc Trung hopes that the interdisciplinary survey team will continue to pay attention, support, and guide the province to complete the project, striving to achieve the goal of building Vinh City into an economic and cultural center not only of the province but also of the North Central region according to the resolutions of the Central Government and the province.
On behalf of the interdisciplinary survey team, Deputy Minister of Construction Nguyen Tuong Van said that, in terms of legal basis and political foundation, the expansion of Vinh city has been done early and in fact, Nghe An province has invested in infrastructure connecting Vinh city with Cua Lo town.

Based on the actual survey, it is found that the expansion of administrative boundaries and urban space of Vinh city involves 3 localities: Vinh city, Cua Lo town, Nghi Loc district, so the arrangement needs to be calculated comprehensively. Nghe An province needs to continue to carefully review the assessment data, including technical infrastructure indicators, such as urban construction land, roads, trees, lighting... to reflect the true situation.
Speaking at the meeting, Provincial Party Secretary Thai Thanh Quy emphasized that in terms of political awareness and attitude in implementing the Project to expand administrative boundaries and urban space of Vinh city, the province has been highly determined and resolute in implementing it and has included it in the Resolution of the 19th Provincial Party Congress, term 2020-2025.

The Steering Committee for the Project on expanding the administrative boundaries and urban space of Vinh City has agreed that the expansion plan for Vinh City will be divided into two phases: from now until 2030 and after 2030. During this process, the province will advise ministries and branches to submit to the Government to adjust the master plan of Vinh City.
The Provincial Party Secretary said that the province will complete the data to ensure the standards, as a basis for submitting to the Appraisal Council and competent authorities. Therefore, he hopes that the Ministry of Construction and the survey team will support the current viewpoints, plans and methods to help Nghe An province complete the project soon.
Regarding the issue of merging 7 wards of Cua Lo town into Vinh city, the Provincial Party Secretary said that the province will seek opinions from the National Assembly's Law Committee and relevant agencies, prepare plans to report to competent agencies and the National Assembly Standing Committee, on how Vinh city can expand to become a coastal city and achieve the goals in Resolution No. 39 of the Politburo.
