The Provincial People's Council approved the draft Resolution on the Urban Development Program and proposed to recognize the expanded Vinh City as meeting the criteria of a Type I urban area.
(Baonghean.vn) - The urban development program of Vinh City to 2030, with a vision to 2050, identifies 3 development areas: the entire expanded Vinh City area; the Quan Hanh town area and communes of Nghi Loc district; the town area and communes of Hung Nguyen district.
On the afternoon of October 27, in Vinh City, the 18th Nghe An Provincial People's Council held its 16th Session (Special Session).

At the meeting, the Provincial People's Council approved the draft Resolution on approving the Vinh City Urban Development Program to 2030, with a vision to 2050.
According to the Report of the Provincial People's Committee, Vinh city has a particularly important strategic position in Nghe An province and the North Central region, being the political, economic and cultural center of Nghe An province. After more than 12 years of being recognized as a class I urban area, under the leadership and direction of the Provincial Party Committee and the People's Committee of Nghe An province, the Party Committee, the People's Committee and the people of Vinh city have made efforts in building urban infrastructure and achieved high results in the socio-economic fields.
In order to continue promoting the achievements in recent years and develop Vinh city into an economic and cultural center of the North Central region in the spirit of Resolution No. 39 of the Politburo, and at the same time serve as a basis for submitting for approval the Project to expand the administrative boundaries of Vinh city, the development of the Vinh urban development program to 2030 and vision to 2050 is an inevitable and urgent requirement.

The Vinh urban development program is the basis for functional agencies to plan and deploy to attract resources, invest in developing social and technical infrastructure systems, connect functional areas in the urban area and connect Vinh urban area with the urban system in Nghe An province as well as in the region.
The objective of the Program is to specify the urban development orientation of Vinh city according to the General Plan of Vinh city, Nghe An province to 2030, with a vision to 2050 approved by the Prime Minister in Decision 52 in 2015.
Develop urban development targets for each 5-year and 10-year period; specify each year in the first 5-year period of the program (Vinh city expands to meet the criteria of a type I urban area, a smart urban area).
Develop plans and roadmaps for urban infrastructure development according to the planning, have plans and promote available advantages in accordance with the approved urban master plan. Effectively and economically exploit resources...

According to the urban development program, the population of Vinh city by 2030 will be about 900,000 people, of which the urban population accounts for 90%, with an increase rate of 2.8% - 3.3%/year from 2020 - 2030.
The projected workforce by 2030 is about 450,000 people, accounting for 50% of the population. Of which, 22,000 people will be employed in the agriculture, forestry and fishery sector, accounting for 5%; 180,000 people will be employed in the industry and construction sector, accounting for 40%; and 248,000 people will be employed in the service sector, accounting for 55%.
Land size: Civil land about 114,319 km2including Vinh - Hung Nguyen area: 69,468 km2, Cua Lo: 27,574 km2, Quan Hanh - Southeast Economic Zone: 15,411 km2,rural area 1,866 km2. Non-civil land about 69,419 km2including Vinh - Hung Nguyen area: 40,805 km2, Cua Lo: 14.42 km2, Quan Hanh - Southeast Economic Zone: 9,963 km2; rural area 4.23 km2; Other land about 66.27 km2.

Based on the adjustment of the Vinh City Master Plan to 2030, vision to 2050 and the current urban development situation, the urban space of the Planning area is divided into 3 development zones, specifically:
Region 1: The entire existing Vinh city (including 16 wards and 9 communes); the entire Cua Lo town (including 7 wards and 4 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong in Nghi Loc district). Total area: 166.24 km2, population of about 575,718 people. After adjustment, Vinh city will have 32 administrative units, including 27 wards.
Functions as the center of the North Central region in terms of economy, culture, education and science and technology; is the driving force for economic growth of the province; is an important traffic hub and gateway of the North Central region, the whole country and internationally; Has an important position in terms of national and international defense and security.
Second area: Quan Hanh town area and communes of Nghi Loc district, including the entire Quan Hanh town; communes: Nghi Van, Nghi Trung, Nghi Truong, Nghi Thach, Khanh Hop, Nghi Thinh, Nghi Long and part of Nghi Xa commune of Nghi Loc district; total area of about 66.64 km2, population of about 59,545 people. Function as an industrial center and freight transport hub, developing new urban areas, green buffer zones connecting the dynamic poles of Vinh city.

Region 3: Town area and communes of Hung Nguyen district, including the entire Hung Tay commune; part of Hung Nguyen town; part of Hung My, Hung Thinh, Hung Dao communes, total area of about 27.59 km2, population about 22,700 people. Function is the suburb of Vinh city expansion, the Southeast Economic Zone expansion area develops a mixed industrial, urban and service area.
The Resolution also defines the roadmap for implementing the construction of urban development areas, including: Phase 2023-2025: Promoting investment in urban infrastructure to overcome unmet standards of type I urban areas.
Deploying the construction of urban development areas in the first region (Vinh city expansion area), specifically: Commune area planned to establish wards; Area on both sides of Cua Lo - Vinh Avenue; Existing Cua Lo urban area and expansion to the West in Nghi Loc district (University urban area).
Phase 2026-2030: Continue to promote investment in urban infrastructure to complete the standards of Vinh city's type I urban area; Quan Hanh town and Hung Nguyen town meet the criteria of type V urban area. Deploy the construction of urban development areas in the regions, including:
Zone 1: Vinh city expansion area (Projects to renovate and improve existing wards). Zone 2 - Nghi Loc district area: Quan Hanh urban area and Southeast Economic Zone.

Phase 2031-2050: Deploying the construction of urban development areas in the sub-regions: Hung Nguyen and urban areas, industrial parks in the sub-region; Areas: Buffer zones in rural areas and suburban areas of development sub-regions.
To implement the Program, it is expected to allocate more than VND 20,443 billion to invest in technical infrastructure works, social infrastructure works, key programs and projects to develop Vinh city sustainably and complete urban standards.
At the meeting, the Provincial People's Council also unanimously approved the draft Resolution approving the Project proposing to recognize the expanded Vinh city as meeting the criteria of a type I urban area. After the expansion, Vinh city will include 16 wards and 9 existing communes; all 7 wards of Cua Lo town and 4 communes of Nghi Loc district.
Compared with the 5 criteria for type I urban areas stipulated in Resolution No. 26/2022 of the National Assembly Standing Committee on urban classification, the current status of Vinh city's urban infrastructure after expansion reached 83.24/100 points and is eligible to propose recognition as a type I urban area according to regulations.
