Nghe An Provincial People's Committee directed to find solutions to remove obstacles for 4-wheel electric vehicle activities in Cua Lo ward.
The request of the People's Committee of Nghe An province is that the solution to remove obstacles for the operation of 4-wheel electric vehicles in Cua Lo ward must ensure the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government.
On July 3, 2025, the Provincial People's Committee issued Document No. 6403/UBND-CN on "proposing a number of contents related to the operation of 4-wheeled motor vehicles in Cua Lo ward and surrounding areas" to the Department of Construction, Provincial Police andPeople's Committee of Cua Lo Ward.

Full text of Document No. 6403/UBND-CN is as follows:
“Considering Document No. 191/BC-UBND dated June 30, 2025 of Vinh City People's Committee on reporting on the management of passenger 4-wheel motor vehicles in Vinh City (attached),
Vice Chairman of the Provincial People's Committee Hoang Phu Hien commented as follows:

The Department of Construction shall preside over and coordinate with the Provincial Police, relevant departments, branches, units and the People's Committee of Cua Lo Ward to study and consider handling according to their authority or make recommendations, in which, specifically determine the role and necessity of the operation of 4-wheeled vehicles with engines, the specific traffic situation and the impact on local tourism activities, refer to the practices of similar provinces (such as Thanh Hoa, Quang Nam, ...) to have solutions to remove obstacles while ensuring the provisions of Decree No. 165/2024/ND-CP dated December 26, 2025 of the Government and suitable for practical implementation in localities".
Regarding the content of Document No. 191/BC-UBND dated June 30, 2025 of Vinh City People's Committee (1 day before the end of operation), which was transmitted by Nghe An Newspaper and Radio and Television on July 2, 2025 in the article on baonghean.vn "The latest proposal studies a specific mechanism for four-wheeled electric vehicles to serve tourists in Cua Lo ward.
Accordingly, through Document No. 191/BC-UBND dated June 30, 2025, Vinh City People's Committee reported comprehensively on management work, emphasizing the benefits and importance of 4-wheel electric vehicles in serving tourism in Cua Lo ward.
Regarding difficulties and obstacles, according to the above document, currently, the pilot operation of 4-wheel electric vehicles carrying tourists has ended; from January 1, 2025, the business of transporting passengers by 4-wheel electric vehicles with engines is carried out according to the provisions of the Law on Road Traffic Order and Safety and the Road Law, Decree No. 158/2024/ND-CP dated December 18, 2024 and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government. Clause 2, Article 24 of Decree 165/2024/ND-CP stipulates: "From February 15, 2025: For 4-wheeled motor vehicles, only operate on routes with signs indicating a maximum operating speed of 30 km/h, applicable to all vehicles participating in traffic".
Meanwhile, on the routes where 4-wheeled motor vehicles are allowed to circulate in the old town of Cua Lo, synchronous investment and construction have been made, with a maximum speed design of 50 km/h for motor vehicles, and no route has a maximum operating speed of 30 km/h for all types of vehicles participating in traffic.

Due to problems, from May 9, 2025, the People's Committee of Vinh City (old) established an interdisciplinary working group to organize a field inspection to advise on solutions (including representatives of the Department of Construction, Traffic Police Department - Provincial Police, and Provincial Traffic Safety Committee participating).
Based on the proposal of the Working Group, the People's Committee of Vinh City (old) has guided the associations and branches of electric vehicles to establish the Cua Lo Tourism Cooperative with the participation of 278 electric vehicle owners as members. At the same time, the Cooperative has been guided to complete legal procedures to be eligible for transportation business activities. Surveyed and zoned, arranged parking spots for 4-wheeled vehicles with engines for passenger transport business combined with free parking lots in the existing park area east of Binh Minh Street. At the same time, researched the marking, stopping and parking on roads with a width of 30m or more.
However, to ensure the operation of 4-wheeled motor vehicles carrying tourists in Cua Lo and surrounding areas, the People's Committee of Vinh City (old) has proposed that the Provincial People's Committee consider a number of contents related to the following mechanisms and policies:

1. The Provincial People's Committee directs relevant departments, branches, sectors and units to facilitate guidance and support on documents and administrative procedures so that Cua Lo Travel Cooperative is qualified to operate 4-wheeled motor vehicles to transport tourists. At the same time, request Cua Lo Travel Cooperative to proactively regulate the number of vehicles to suit the reality, meet the needs of tourists, and ensure the infrastructure of Cua Lo ward.
2. Research on specific and separate mechanisms to remove difficulties for the operation of 4-wheeled motor vehicles serving tourists in Cua Lo ward.
3. Propose that the People's Committee of Cua Lo ward proactively coordinate with relevant departments, branches and units to study and propose solutions and mechanisms to have plans to remove difficulties for the operation of 4-wheeled motor vehicles serving tourists.
