At the specialized meeting of the Provincial People's Committee on the morning of November 12, delegates listened to the Department of Home Affairs present a draft Resolution amending and supplementing a number of contents of Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the People's Council of Nghe An province on the number, titles, allowance levels, policies and regimes for non-professional workers and other subjects in communes, wards, towns and hamlets, blocks and villages in Nghe An province.
Pursuant to Decree 34/2019/ND-CP dated April 24, 2019 of the Government, the People's Council of Nghe An province issued Resolution No. 22/2019/NQ-HDND dated December 12, 2019 on the number, titles, allowance levels, policies and regimes for part-time workers and other subjects in communes, wards, towns, hamlets, blocks and villages in Nghe An province.
After nearly 2 years of implementation, the Resolution has been well implemented by localities, arranging the correct number, allowances and timely resolving policies for redundant people who have quit their jobs. Resolution No. 22/2019/NQ-HDND has reduced many positions of non-professional workers, ensuring proper implementation of the provisions of Decree 34/2019/ND-CP dated April 24, 2019 of the Government.
However, during the implementation process, the Provincial People's Committee received a number of feedbacks from voters, People's Council delegates at all levels and a number of departments, branches, and People's Committees of districts, cities, and towns about the difficulties and problems of Resolution No. 22/2019/NQ-HDND.

Implementing the direction of the Provincial Party Standing Committee in Notice No. 338-TB/TU dated August 6, 2021 on adjusting Conclusion No. 134-KL/TU dated March 5, 2019 of the Provincial Party Standing Committee, the Provincial People's Committee directed the Department of Home Affairs to report difficulties and problems, summarize recommendations proposed by districts, cities, towns and departments, branches and sectors related to the implementation of Resolution No. 22/2019/NQ-HDND.
According to reports from the Department of Agriculture and Rural Development and a number of districts, cities and towns, the reduction of Veterinary and Plant Protection positions has caused difficulties in disseminating and implementing Party and State policies on veterinary medicine and plant protection at the commune level; diseases in livestock and poultry are slow to be detected and handled promptly; some localities cannot hire service providers because of low hiring rates.
Based on the difficulties and obstacles, the Provincial People's Committee proposed to add a number of non-professional positions at the commune level: Veterinary; Plant protection - Agricultural extension - Forestry extension - Fisheries extension. At the same time, the District People's Committee was assigned to select and arrange positions based on the proposal of the Commune People's Committee to suit the practical situation in the locality, but not exceeding the number prescribed in Resolution No. 22/2019 of the Provincial People's Council and ensuring that it does not exceed the allowance fund prescribed in Decree No. 34/2019 of the Government.
Regarding the regulation on allowances for people directly participating in the work of hamlets, blocks, and villages according to monthly allowances, the Provincial People's Committee proposed that instead of annual allowances as in Resolution 22/2019/NQ-HDND, it is now proposed to amend it to monthly allowances for the following subjects: Heads of socio-political organizations, Heads of the Elderly Association of hamlets, blocks, and villages.
Specifically, for the Heads of socio-political organizations and the Heads of the Elderly Association: Hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order according to the decision of competent authorities; hamlets and villages in border communes: 400,000 VND/month. The remaining hamlets, blocks and villages: 350,000 VND/month.

Aboutoperating expenses for the mass mobilization group of the block, hamlet, and village,The Provincial People's Committee proposed to separate the budget for the activities of the Mass Mobilization Teams in hamlets, blocks, and villages into a separate item. Specifically, support of VND 2,500,000 and VND 2,000,000/year depending on the type of hamlet, block, and village, equal to the support level in Resolution No. 151/2014/NQ-HDND dated December 12, 2014 of the Provincial People's Council previously issued. The remaining budget when implementing this separation of sources will be supplemented by the Provincial Budget.
Concluding this content, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh requested the Department of Home Affairs to absorb the opinions of the delegates and complete the draft Resolution before submitting it to the Provincial People's Council for consideration and approval./.
