Priority is given to supporting cooperatives to invest in infrastructure development.
The Government has just issued Decree 107/2017/ND-CP amending and supplementing a number of articles of Decree No. 193/2013/ND-CP dated November 21, 2013 of the Government detailing a number of articles of the Law on Cooperatives.
In particular, regarding support and incentive policies for cooperatives and cooperative unions operating in the fields of agriculture, forestry, fishery, and salt production, additional regulations on priority support for investment in infrastructure development for cooperatives performing public services, product consumption cooperatives, and cooperatives associated with value chains are added.
In addition, amend and supplement regulations on land lease policies to serve the activities of cooperatives and cooperative unions in agriculture, forestry, fishery, and salt production.

Specifically, cooperatives and cooperative unions are entitled to policies on exemption and reduction of land and water surface rent as prescribed in Point g, Clause 1, Clause 9, Article 19 and Point a, Clause 1, Article 20 of Decree No. 46/2014/ND-CP dated May 15, 2014 of the Government regulating land and water surface rent and Clause 5, Clause 6, Clause 7, Article 3 of Decree No. 135/2016/ND-CP dated September 9, 2016 of the Government amending and supplementing a number of articles of the Decrees regulating the collection of land use fees, land and water surface rent.
Encourage members and member cooperatives to contribute capital in the form of land and water surface use rights to build headquarters, drying yards, warehouses; and build service facilities directly serving agricultural, forestry, aquaculture, and salt production of cooperatives and cooperative unions.
The People's Committees of provinces and centrally run cities shall direct the Department of Natural Resources and Environment to review the needs, conduct measurements, set up landmarks and issue certificates of land use rights, house ownership and assets on land to cooperatives and cooperative unions in the locality in accordance with the provisions of the land law.
