(Baonghean.vn) - The Central Inspection Committee has just issued Document No. 08-HD/UBKTTW on guidance on personnel work of the inspection committee at party congresses at all levels, towards the 13th National Congress of the Party.
According to this instruction, the structure and number of members of the inspection committee are specifically regulated as follows:
Inspection Committee of Provincial Party Committees and Municipal Party Committees directly under the Central Government:The number of members is from 9 to 11, including 2 part-time members; the Hanoi Party Committee and Ho Chi Minh City Party Committee have from 13 to 15 members; the Thanh Hoa Provincial Party Committee and Nghe An Provincial Party Committee have from 11 to 13 members (decided by the provincial and city Party Committees).
Full-time members include: Chairman, from 02 to 03 vice chairmen and a number of members (in particular, the Hanoi Party Committee's Inspection Committee and the Ho Chi Minh City Party Committee's Inspection Committee have no more than 5 vice chairmen; the Thanh Hoa Provincial Party Committee's Inspection Committee and the Nghe An Provincial Party Committee's Inspection Committee have no more than 4 vice chairmen). Of which, 1 member of the Standing Committee of the Party Committee acts as Chairman and 1 member of the Party Committee at the same level acts as permanent deputy chairman.
Part-time members include: The head or deputy head of the organization board of the Party Committee is a member of the Party Committee at the same level and the chief inspector of the province or centrally-run city.
Inspection Committee of the Party Committee of the Central Agencies Bloc:The number of members is from 9 to 11 (decided by the Party Committee of the Bloc). Full-time members include: Chairman, from 2 to 3 vice chairmen and from 3 to 5 members; in which, 1 member of the Standing Committee of the Party Committee of the Bloc is the Chairman and 1 member of the same level is the Permanent Vice Chairman. Part-time members are the members in charge of organizational work, members in charge of other work, secretaries or deputy secretaries, and heads of the Party Committee Inspection Committee directly under the Party Committee of the Bloc.
Inspection Committee of the Central Business Bloc Party Committee:The number of members is from 11 to 13 (decided by the Party Committee of the Bloc). Full-time members include: Chairman, from 2 to 3 vice chairmen and from 4 to 6 members; in which, 1 member of the Standing Committee of the Party Committee of the Bloc is the Chairman and 1 member of the same level is the permanent vice chairman. Part-time members are the members in charge of organizational work, secretaries or deputy secretaries, and heads of the Party Committee Inspection Committee directly under the Party Committee of the Bloc.
Central Military Commission Inspection Commission:The number of members is from 11 to 13 (decided by the Central Military Commission), including 2 members of the same level or higher. Full-time members include: 1 permanent deputy director, 3 deputy directors and 4 members. Part-time members are from 3 to 5 comrades including: Director is the Director of the General Department of Politics; Deputy Minister of National Defense; Director of the Organization Department; Director of the Personnel Department; Chief Inspector of the Ministry of National Defense.
Central Public Security Party Committee Inspection Commission:The number of members is from 11 to 13 (decided by the Central Public Security Party Committee), including 2 members of the same level or higher. Full-time members include: 1 permanent deputy director who is a member of the Central Public Security Party Committee, 3 deputy directors and 4 to 6 members. Part-time members include: Director who is Deputy Secretary or member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security; Director of the Department of Organization - Personnel and Chief Inspector of the Ministry of Public Security.
Inspection committee of the Party Committee directly under the Provincial Party Committee and City Party Committee:The number of members is from 7 to 9 (decided by the Party Committee). Full-time members include: The Chairman is a member of the Standing Committee of the Party Committee, from 1 to 2 Vice Chairmen (the permanent Vice Chairmen are Party Committee members) and a number of full-time members. Part-time members include the head or deputy head of the Organization Committee who is a Party Committee member and the Chief Inspector of the same level (where there is no Chief Inspector of the same level, the Deputy Secretary of the subordinate Party Committee is the member).
Inspection committee of the grassroots party committee:The number of members is from 5 to 7 (decided by the superior Party Committee), in which the Chairman is a member of the Standing Committee of the Party Committee, there are from 1 to 2 Vice Chairmen (the permanent Vice Chairmen are full-time) and a number of full-time members. Part-time members include: The Head or Deputy Head of the Organization Committee is a member of the Party Committee and the Chief Inspector of the same level; the Deputy Secretary or Head of the Inspection Committee of the subordinate Party Committee for places where there is no Chief Inspector of the same level.
Grassroots Party Committee Inspection Committee:The number of members is from 3 to 5 (decided by the grassroots party committee), in which the chairman is the deputy secretary or member of the standing committee, the standing committee of the party committee; the deputy chairman is a committee member or party member. Other members are committee members or party members in charge of mass organization work, party cell secretaries, and people's inspectors. The inspection committee of the grassroots party committee of communes, wards, and towns; Party organizations in agencies and enterprises with 300 or more party members shall arrange for a full-time member to be the deputy chairman.
Party committee of department and branch:The Party Committee of the department and the Party cell do not establish an inspection committee; the Party Committee and the Party cell collectively carry out the inspection and supervision work and assign one Party Committee member to be in charge. In addition, it is possible to choose to assign a number of Party members to assist the Party Committee member in charge of the inspection and supervision work. For the inspection committee of the Party Committee at the grassroots level and the grassroots Party Committee of the Party Committee of the Army, the Party Committee of the Central Public Security, and the Party Committee of the Central Agencies, there are separate instructions.
For places piloting the unification of titles or consolidation of inspection and examination committees at provincial and district levels:In places where the pilot unification of the position of head of the inspection committee and chief inspector is carried out, the number of inspection committee members remains the same as prescribed above; the structure of part-time members of the inspection committee includes the head or deputy head of the organization committee as a Party Committee member and the deputy chief inspector of the same level. In places where the pilot unification of the two agencies of the inspection committee and inspectorate is carried out, the number of inspection committee members remains the same as prescribed above; the head of the inspection committee is also the chief inspector and the structure of part-time members of the inspection committee is the head or deputy head of the organization committee of the Party Committee at the same level as a Party Committee member.
Standards for members of inspection committees at all levels
The standards for members of inspection committees at all levels are applied according to the standards for members of the same level as prescribed in Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo on party congresses at all levels, towards the 13th National Congress of the Party; at the same time, it is necessary to pay attention to the following standards:
Have political courage, moral qualities, capacity, complete assigned tasks well, have experience in Party building work, have professional skills, expertise and understanding of the Party's inspection, supervision and discipline work. Do not include in the inspection committee those who are not politically steadfast; have reduced qualities, capacity and prestige; lack of exemplary role models, disunity, localism, factionalism, opportunism, do not defend what is right, do not dare to fight what is wrong; show signs of degradation in ideology, politics, morality, lifestyle, "self-evolution", "self-transformation"; seek positions, seek power, corruption, negativity, "group interests"; violate the principle of democratic centralism, current regulations and rules of the Party, State, political standards and things that Party members are not allowed to do; bureaucracy, authoritarianism, lack of close attachment to the people; The person himself/herself or his/her spouse or children violates Party regulations, State policies and laws, affecting the reputation of the agency, unit, or the officer himself/herself; the results of performing tasks are not high.

Implement the same age of participation in the Party Committee at the same level; ensure succession, have female cadres, young cadres, ethnic minorities, based on the specific situation, the Party Committees at all levels apply appropriate arrangements. Specifically as follows:
(i) Comrades participating in the inspection committee for the first time: The age requirement is the same as for first time participating in the same level Party Committee.
(ii) Comrades nominated for re-election: For cases expected to be nominated for re-election as chairman or permanent vice chairman of the new Party Committee, the implementation shall be as prescribed by the Party Committee in Directive No. 35-CT/TW dated May 30, 2019 of the Politburo and Instruction No. 26-HD/BTCTW dated October 18, 2019 of the Central Organizing Committee. For vice chairmen (including vice chairmen who are Party Committee members, no longer old enough to participate in the new Party Committee) and members of the Inspection Committee, if they are still old enough to work for 24 months or more (calculated from the time of organizing the congress of each level to the month of retirement). The time to calculate the age to participate in the Inspection Committee at all levels is: Grassroots level in April 2020; district level and equivalent in June 2020; and Central level in September 2020.
Stop adding members to the inspection committee of the Party Committee for the 2015-2020 term 6 months before the Party Congress at each level. Special cases will be considered and decided by the competent authority.
(iii) Regarding the age for re-election of the inspection committee for some special cases: Deputy Chairman, full-time member of the inspection committee of the Party Committee in the Party Committee of the Party agency, the Fatherland Front, political-social organizations, administration, and public service units; inspection committee of the Party Committee in the Party Committee of the army, police (province, district) and the Party Committee of the provincial border guard; inspection committee of the Party Committee in the Party Committee of corporations, general companies, financial institutions and state-owned commercial banks (or those with controlling shares in the State) with 1 year (12 months) or more of working age, if having sufficient qualities, capacity, prestige, health, completing tasks well or better and being approved by the competent authority, can be considered to continue participating in the inspection committee for the 2020-2025 term until retirement age.
(iv) For members of the inspection committee who are not old enough to be re-elected for a new term, the same regime and policies as for members of the Party Committee who are not re-elected for a new term shall be applied according to Directive No. 35-CT/TW, dated May 30, 2019 of the Politburo and Instruction No. 26-HD/BTCTW, dated October 18, 2019 of the Central Organizing Committee.
