The Central Inspection Commission disciplined and proposed to discipline many officials.

Comrade Tran Cam Tu - Secretary of the Party Central Committee, Head of the Central Inspection Commission chaired the meeting.

At this session, the Central Inspection Commission (CICC) reviewed and concluded the following contents:

1. Inspect when there are signs of violations against the Standing Committee of the Party Committee of the Vietnam National Petroleum Group

- The Standing Committee of the Party Committee of the Vietnam National Petroleum Group was irresponsible, lax in leadership, direction, inspection and supervision, allowing the Group to commit many violations of Party regulations and State laws in personnel work; in management, use, preservation and development of capital and assets; petroleum business activities; equitization, restructuring, divestment of state capital and implementation of a number of construction investment projects, causing serious consequences and great losses of State money and assets.

- Comrade Bui Ngoc Bao - former member of the Standing Committee of the Party Committee of the Central Enterprises Bloc, former Secretary of the Party Committee, former Chairman of the Board of Directors, former General Director is primarily responsible for the violations and shortcomings of the Standing Committee of the Party Committee of the Group; comrades: Tran Van Thinh - former Deputy Secretary of the Party Committee, former Member of the Board of Directors, former General Director, Tran Minh Hai - Standing Deputy Secretary of the Party Committee, Nguyen Thanh Son - Member of the Standing Committee of the Party Committee, Member of the Board of Directors, Nguyen Quang Tuan - former Party Committee member, former Secretary of the Party Cell, former Chairman and Director of Petrolimex Singapore Company are jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee of the Group and personal responsibility in performing assigned duties and tasks.

The violations of the Standing Committee of the Party Committee of the Vietnam National Petroleum Group and the above-mentioned comrades have negatively affected the reputation of the Party organization and the Vietnam National Petroleum Group, to the point that disciplinary action must be considered.

2. Consider and discipline the Standing Committee of Khanh Hoa Provincial Party Committee and a number of individuals for violations concluded at the 38th session of the Central Inspection Commission.

Consider the content, nature, level and consequences of the violation;based on the Party's regulations on disciplinary action against Party organizations and Party members:

- The Central Inspection Commission proposed that the Secretariat consider and discipline the Standing Committee of Khanh Hoa Provincial Party Committee for the terms 2010 - 2015, 2015 - 2020, the Party Committee of Khanh Hoa Provincial People's Committee for the terms 2011 - 2016, 2016 - 2021 and comrade Nguyen Chien Thang - former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; comrade Le Duc Vinh - Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee and comrade Dao Cong Thien - Member of the Provincial Party Committee, Member of the Party Committee, Vice Chairman of the Khanh Hoa Provincial People's Committee.

- The Central Inspection Commission decided to discipline comrade Tran Son Hai - former member of the Provincial Party Standing Committee, former Deputy Secretary of the Party Committee, former Vice Chairman of the Khanh Hoa Provincial People's Committee with a warning.

- Comrade Le Thanh Quang - Member of the Party Central Committee, Secretary of Khanh Hoa Provincial Party Committee committed very serious violations and shortcomings. However, Comrade Le Thanh Quang is suffering from a serious illness, the Central Inspection Committee has not yet considered and disciplined him according to regulations.

3. Based on the Party's regulations on disciplining Party members, the Central Inspection Commission proposed that the Politburo and the Central Executive Committee consider and implement disciplinary action by expelling from the Party the former member of the 10th Party Central Committee and former Deputy Head of the Central Propaganda Department.Nguyen Bac Sonand Member of the Party Central Committee, Deputy Head of the Central Propaganda Department, former Secretary of the Party Committee, former Minister of Information and CommunicationsTruong Minh Tuanwas prosecuted and temporarily detained in the criminal case of Mobifone Telecommunications Corporation buying 95% of shares of Global Audiovisual Corporation (AVG).

4. Review and enforce disciplinecomradeBui Trong Dac- Provincial Party Committee member, Party Committee Secretary, Director of the Department of Education and Training, Permanent Deputy Head of the Steering Committee, Chairman of the 2018 National High School Examination Council of Hoa Binh province and comradeVu Van Su- Former member of the Provincial Party Committee, former member of the Party Executive Committee of the Provincial Agencies, former Secretary of the Party Committee, former Director of the Department of Education and Training, former Deputy Head of the Standing Committee of the Steering Committee, former Chairman of the 2018 National High School Examination Council of Ha Giang province, due to lack of responsibility, lax leadership, direction, management, lack of inspection and supervision, allowing serious violations to occur in the organization of the national high school examination in Hoa Binh and Ha Giang provinces, negatively affecting the reputation of the local Party Committees, authorities and the Education sector, causing outrage in society, leading to many related officials and Party members being criminally prosecuted.

Pursuant to the Party's regulations on disciplining Party members, the Central Inspection Commission proposed that the Secretariat consider and take disciplinary action against comrade Bui Trong Dac and comrade Vu Van Su.

5Pursuant to the Party's regulations on disciplining Party members, the Central Inspection Committee decided to expel from the Party the former Director of Hoa Binh Provincial General Hospital.Truong Quy Duongfor committing the crime of negligence, causing very serious consequences in the case of involuntary manslaughter that occurred at Hoa Binh Provincial General Hospital in 2017.

6. Also at this sessionThe Central Inspection Commission reviewed the results of supervision; checked the implementation of inspection, supervision, enforcement of party discipline and settlement of party disciplinary complaints against a number of party organizations and party members.
