From June 20 to 22, in Hanoi, the Central Inspection Commission held its 16th meeting under the chairmanship of comrade Tran Cam Tu - Politburo member, Party Central Committee Secretary, and Chairman of the Commission.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

I- Reviewing the inspection results when there were signs of violations against the Standing Committee of Phu Yen Provincial Party Committee for the 2015-2020 term, the Central Inspection Commission found that:

The Standing Committee of Phu Yen Provincial Party Committee violated the principle of democratic centralism and the Working Regulations; lacked responsibility, slackened leadership, direction, inspection and supervision, allowing the Party Executive Committee of the Provincial People's Committee, the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in the management and use of land and state assets, management and protection of forests and mineral resources, investment and purchase of medical equipment and supplies, and civil servant recruitment in 2017-2018; a number of cadres and Party members, including key leaders of the Provincial People's Committee, were criminally prosecuted.

The responsibility for the above violations and shortcomings belongs to the following comrades: Huynh Tan Viet, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies Bloc, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the Provincial People's Council; Tran Huu The, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Pham Dinh Cu, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; Le Van Truc, former member of the Provincial Party Standing Committee, former Deputy Secretary of the Party Committee, former Standing Vice Chairman of the Provincial People's Committee; Nguyen Chi Hien, former member of the Provincial Party Standing Committee, former Deputy Secretary of the Party Committee, former Standing Vice Chairman of the Provincial People's Committee and a number of leaders, former leaders of the Provincial People's Committee, departments, branches, agencies and units of Phu Yen province.

The above violations have caused serious consequences, great damage to State money and property, caused social outrage, negatively affected the reputation of local Party committees and authorities, to the point that disciplinary action must be considered.

Regarding the above violations, the responsibility lies with comrade Nguyen Quang Thanh, former member of the Party Executive Committee, former Deputy State Auditor General and a number of State Audit officials.

II- Reviewing the inspection results when there were signs of violations against the Party Executive Committee of the Ho Chi Minh City People's Committee for the 2016-2021 term, the Central Inspection Committee found that:

The Party Executive Committee of the Ho Chi Minh City People's Committee violated the principle of democratic centralism and the Working Regulations; lacked responsibility and slackened leadership and direction, allowing the City People's Committee and many organizations and individuals to violate Party regulations and State laws in the management of state finances and assets; many cases and incidents occurred in the city; many Party organizations and Party members were disciplined; many cadres and Party members, including key leaders of the City People's Committee and departments, branches, etc., were criminally prosecuted.

The above violations have caused serious and difficult-to-remediate consequences, causing huge losses of State assets and budgets, causing social outrage, and negatively affecting the reputation of local Party committees and authorities. Considering the content, nature, extent, and consequences of the violations; based on Party regulations, the Central Inspection Commission decided to take disciplinary action:

- WarningStanding Committee of the Party Committee of the Department of Construction and the Standing Committee of the Party Committee of the Office of the Ho Chi Minh City People's Committee for the 2015-2020 term.

-ReprimandComrade Vo Van Hoan, Member of the City Party Committee, Member of the Party Executive Committee, Vice Chairman of the City People's Committee, former Secretary of the Party Committee, former Chief of Office of the Ho Chi Minh City People's Committee.

The Central Inspection Commission proposed that the Politburo consider and discipline the Party Committee of the Ho Chi Minh City People's Committee for the 2016-2021 term and comrade Nguyen Thanh Phong, member of the Party Central Committee, Deputy Head of the Central Economic Commission, former Deputy Secretary of the City Party Committee, former Secretary of the Party Committee, former Chairman of the Ho Chi Minh City People's Committee.

The Central Inspection Committee requested the Standing Committee of the Ho Chi Minh City Party Committee to direct, review, and discipline other organizations and individuals related to the above violations.

III- Reviewing the inspection results when there were signs of violations against the Party Committee Standing Committee and a number of individuals at the Vietnam National Coal - Mineral Industries Group (Group), the Central Inspection Committee found that:

The Standing Committee of the Party Committee of the Group violated the principle of democratic centralism and the Working Regulations; lacked responsibility, slackened leadership, direction, inspection and supervision, allowing the Board of Members, a number of leaders of the Group and subordinate units to violate Party regulations and State laws in production, business, investment in a number of projects, and in the management and exploitation of coal in Quang Ninh province; many cadres and Party members were disciplined, some were criminally prosecuted.

The above violations have caused serious consequences; negatively affecting the production and business results, the reputation of the Party organization and the Group. Considering the content, nature, level, and consequences of the violations; based on the Party's regulations, the Central Inspection Committee decided to take disciplinary action:

-WarningThe Standing Committee of the Party Committee of the Vietnam National Coal and Mineral Industries Group for the terms 2015-2020, 2020-2025 and comrades: Le Minh Chuan, Member of the Executive Committee of the Party Committee of the Central Enterprises Bloc, Party Secretary, Chairman of the Board of Members; Dang Thanh Hai, Deputy Secretary of the Party Committee, Member of the Board of Members, General Director; Nguyen Ngoc Co, Deputy General Director, former Party Committee member of the Group.

-ReprimandComrade Phan Xuan Thuy, Party Committee member, Deputy General Director of the Group.

The Central Inspection Committee requested the Standing Committee of the Party Committee of the Vietnam National Coal and Mineral Industries Group to direct, review, and handle the responsibilities of other organizations and individuals related to the above violations.

IV- Reviewing the monitoring results, the Central Inspection Committee found that:

In addition to the advantages, the Standing Committee of the Provincial Party Committee and the Standing Committee of the Ca Mau Provincial Party Committee have committed a number of violations and shortcomings in the development, promulgation and implementation of the Working Regulations; lack of responsibility in leadership, direction, and lack of inspection and supervision, leading to a number of violations and shortcomings in personnel work, land management and use.

The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Standing Committee members of the Ca Mau Provincial Party Committee to seriously review and draw profound lessons; focus on leading and directing the correction of violations and shortcomings that have been pointed out; review and consider the responsibilities of relevant organizations and individuals; request the Ca Mau Provincial Party Committee Inspection Commission to inspect when there are signs of violations against the Party Committee of the Department of Natural Resources and Environment.

V- Review the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party.Regarding the Standing Committee of the Provincial Party Committee and the Provincial Party Committee's Inspection Commission; inspecting the Party's finances for the Standing Committee of the Yen Bai Provincial Party Committee, the Central Inspection Commission found that in addition to the advantages, the above Party organizations also had a number of violations, shortcomings, and limitations in leadership, direction, organization, implementation of inspection, supervision, and discipline enforcement tasks within the Party and the management and use of Party finances.

The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Inspection Committee of the Yen Bai Provincial Party Committee to promote their strengths, at the same time seriously review, draw profound lessons, promptly overcome and correct the violations, shortcomings and limitations pointed out; requested the Inspection Committee of the Provincial Party Committee to inspect when there are signs of violations against the Standing Committee of the Luc Yen District Party Committee.

VI- The Central Inspection Commission has commented on the following drafts:Inspection and supervision procedures of Party committees at all levels and Regulations on apologies and compensation for benefits for Party members who have been unjustly disciplined.

VII- Also at this session, the Central Inspection Commission reviewed and resolved party disciplinary complaints and decided on a number of other important issues.
