On December 20 and 21, 2022, in Hanoi, the Central Inspection Commission held its 24th meeting. Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission chaired the meeting.

Overview of the meeting.

At this Session, the Central Inspection Commission (CIC) reviewed and concluded the following contents:

I- Implementing the direction of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there were signs of violations against the Party Committee of the Ministry of Foreign Affairs for the 2021-2026 term, the Central Inspection Committee found that:

The Party Executive Committee of the Ministry of Foreign Affairs violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the Ministry of Foreign Affairs and many organizations, cadres and party members to violate Party regulations and State laws in advising and organizing rescue flights to bring citizens home during the Covid-19 pandemic; some cadres and party members degraded in political ideology, lifestyle ethics, violated what party members are not allowed to do and the responsibility to set an example, were negative, accepted bribes, were prosecuted and temporarily detained.

The above violations have caused serious consequences and outrage in society; distorted the policies of the Party and State, and reduced the prestige of the Party organization and the Diplomatic Sector.

Related to the above violations are also the responsibilities of a number of Party committees and standing committees of Party committees at the following Party organizations: Ministry of Foreign Affairs; Government Office; Consular Department, Ministry of Foreign Affairs; Immigration Department, Ministry of Public Security and a number of other Party organizations and Party members.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:

- Reprimand the Standing Committee of the Party Committee of the Ministry of Foreign Affairs.

- Warning to the Party Committee of the Consular Department, Ministry of Foreign Affairs.

- Expelled from the Party the following comrades: Nguyen Hong Ha, Consul General of Vietnam in Osaka, Japan; Ly Tien Hung, former officer of the Vietnamese Embassy in Russia; Nguyen Le Ngoc Anh, officer of the Vietnamese Embassy in Malaysia; Vu Ngoc Minh, former officer of the Vietnamese Embassy in Angola.

- Remove from all positions in the Party for the 2020-2025 term comrade Tran Viet Thai, Vietnamese Ambassador to Malaysia.

- Warning to comrade Nguyen Hoang Linh, staff of the Vietnamese Embassy in Malaysia.

- Reprimanded comrades: Pham Sanh Chau, former Ambassador of Vietnam to India; Vu Binh, Consul General of Vietnam in Fukuoka, Japan; Pham Nhu Y, official of the Embassy of Vietnam in India.

The Central Inspection Commission proposed that the Politburo and the Secretariat consider and discipline the Party Committee of the Ministry of Foreign Affairs for the terms 2016 - 2021, 2021 - 2026; Comrade Bui Thanh Son, member of the Party Central Committee, Secretary of the Party Committee, Minister of Foreign Affairs and Comrade Vu Hong Nam, former Vietnamese Ambassador to Japan.

The Central Inspection Commission requested the Party Executive Committee of the Ministry of Foreign Affairs to coordinate with the Party Committee of the Ministry to promptly lead and direct the correction of violations and shortcomings that have been pointed out; review, consider responsibilities, and discipline related organizations and individuals, and report the results to the Central Inspection Commission.

The Central Inspection Commission will continue to review and handle; at the same time, request relevant responsible party organizations to review and discipline violating organizations and individuals according to regulations.

II- Reviewing the inspection results when there were signs of violations against the Party Executive Committee of the People's Committee of Thai Nguyen province for the 2016-2021 term, the Central Inspection Commission found that:

The Party Executive Committee of the Thai Nguyen Provincial People's Committee violated the principle of democratic centralism and working regulations; lacked responsibility and loosened leadership and direction, allowing the Provincial People's Committee, a number of departments, branches, People's Committees of districts, cities and towns, the Management Board of Industrial Parks and individuals to violate Party regulations and State laws in the management and implementation of public investment projects, industrial park management, and investment projects outside the state budget; management and use of land and mineral resources; a number of officials were prosecuted and temporarily detained.

The above violations have caused serious consequences; risk of loss and waste of large amounts of State money and assets; some contents are difficult to overcome; causing public outrage; reducing the prestige of the Party organization and local government.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides:

- Warning the Party Committee of Thai Nguyen Provincial People's Committee for the terms 2011 - 2016, 2016 - 2021 and comrades: Duong Ngoc Long, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; Vu Hong Bac, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Provincial People's Committee; Nhu Van Tam, former member of the Standing Committee of the Provincial Party Committee, former Deputy Secretary of the Party Committee, former Standing Vice Chairman of the Provincial People's Committee; Doan Van Tuan, former member of the Provincial Party Committee, former member of the Party Committee, former Vice Chairman of the Provincial People's Committee.

- Expel from the Party comrade Nguyen The Giang, member of the Standing Committee of the Party Committee, Deputy Director of the Department of Natural Resources and Environment.

- Reprimand the following comrades: Nguyen Khac Lam, former member of the Provincial Party Standing Committee, former Deputy Secretary of the Party Delegation, former Permanent Vice Chairman of the Provincial People's Council; Le Quang Tien, member of the Provincial Party Committee, member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Minh Quang, member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Finance; Hoang Duc Khanh, member of the Provincial Party Committee, Secretary of the Party Committee, Director of the Department of Construction; Hoang Thai Cuong, member of the Provincial Party Committee, Secretary of the Song Cong City Party Committee, former Secretary of the Party Committee, former Director of the Department of Planning and Investment; Phan Thanh Ha, member of the Provincial Party Committee, Permanent Deputy Head of the Provincial Party Committee's Inspection Committee, former Deputy Director of the Department of Natural Resources and Environment.

The Central Inspection Commission proposed that the Secretariat consider and discipline the following comrades: Nguyen Thanh Tuan, Provincial Party Committee member, Party Secretary, Director of the Department of Natural Resources and Environment; Nguyen Ngo Quyet, Provincial Party Committee member, Phu Binh District Party Committee Secretary, former Party Secretary, former Director of the Department of Industry and Trade of Thai Nguyen province.

The Central Inspection Commission requested the Standing Committee of Thai Nguyen Provincial Party Committee to seriously review and draw profound lessons; promptly lead and direct the correction of violations and shortcomings that have been pointed out; review, consider responsibilities, and discipline related organizations and individuals, and report the results to the Central Inspection Commission.

III- Implementing the conclusion of the Central Inspection Commission at the 22nd Session regarding the Standing Committee of the Party Committee of the Shipbuilding Industry Corporation; based on the Party's regulations, the Central Inspection Commission decided to take disciplinary action:

- Warning to the Standing Committee of the Party Committee of the Shipbuilding Industry Corporation for the 2010-2015 term and comrade Vu Anh Tuan, Party Committee Secretary, Chairman of the Board of Members of the Shipbuilding Industry Corporation.

- Reprimand the Standing Committee of the Party Committee of the Shipbuilding Industry Corporation for the 2015 - 2020 term and comrade Cao Thanh Dong, member of the Standing Committee of the Party Committee, member of the Board of Members, General Director of the Shipbuilding Industry Corporation.

The Central Inspection Commission proposed that the Secretariat consider and discipline comrade Nguyen Ngoc Su, former member of the Executive Committee of the Party Committee of the Central Enterprises Bloc, former Party Secretary, former Chairman of the Board of Members of the Shipbuilding Industry Corporation.

IV- Reviewing the results of the supervision, the Central Inspection Commission found that: In addition to the advantages, the Party Executive Committee of the Ministry of Natural Resources and Environment also had a number of violations and shortcomings in implementing the principles and regulations of the Party; lack of responsibility, lax leadership and direction, allowing the Ministry of Natural Resources and Environment and a number of organizations and individuals to have violations and shortcomings in personnel work; in advising, building, promulgating and organizing the implementation of institutions and policies on land, resources, minerals, and environmental protection; in implementing a number of public investment projects and in inspection and examination work.

The Central Inspection Commission requests the Party Executive Committee of the Ministry of Natural Resources and Environment to seriously review and draw profound lessons; promptly lead and direct the correction of violations and shortcomings that have been pointed out; direct the inspection, examination, review, and consideration of the responsibilities of relevant organizations and individuals; and report the results to the Central Inspection Commission.

V- Also at this session, the Central Inspection Commission reviewed and resolved party disciplinary complaints and decided on a number of other important issues./.
