The Central Inspection Commission announced the Conclusion of the 13th session.

From March 28 to 31, in Hanoi, the Central Inspection Commission held its 13th meeting. Comrade Tran Cam Tu - Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission chaired the meeting.

At this session, the Central Inspection Commission reviewed and concluded the following contents:

I- Reviewing the inspection results when there were signs of violations against the Party Committee of the Ministry of Science and Technology and the Party Committee of the Ministry of Health for the 2016-2021 term related to the incident at Viet A Technology Joint Stock Company, the Central Inspection Committee found that:

The Party Executive Committee and the leaders of the Ministry of Science and Technology were irresponsible, lax in leadership, direction, management, and inspection, allowing a number of leaders of the Ministry and units to violate Party regulations and State laws in approving, assigning implementation, signing contracts, evaluating, accepting, transferring, managing, inspecting, supervising, and settling expenses for the scientific project on research and manufacturing COVID-19 test kits of the Military Medical Academy; in communicating, confirming, and proposing rewards for the Military Medical Academy, Viet A Technology Joint Stock Company, and a number of individuals.

The Party Executive Committee and leaders of the Ministry of Health were irresponsible, lax in leadership, direction, management, and inspection, allowing a number of leaders of the Ministry and units to violate Party regulations and State laws in professional assessment, inspection, supervision; licensing, issuance of circulation registration numbers; price negotiation and purchase of COVID-19 test kits from Viet A Technology Joint Stock Company.

Comrades: Chu Ngoc Anh - Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the Hanoi People's Committee, former Secretary of the Party Committee, former Minister of Science and Technology; Nguyen Thanh Long, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Health; Pham Cong Tac - Member of the Party Committee, Deputy Minister of Science and Technology; Nguyen Truong Son - Member of the Party Committee, Deputy Minister of Health and a number of leaders and officials of the Ministry of Science and Technology and the Ministry of Health are jointly responsible for the above violations and shortcomings; and are personally responsible for the violations and shortcomings in performing assigned duties and tasks.

The above violations have caused serious consequences, damage to State money and property, caused outrage in society, affected the reputation of the Party organization, the Ministry of Science and Technology and the Ministry of Health, to the point of requiring consideration and disciplinary action.

The responsibilities of a number of organizations and individuals under the Ministry of Finance related to the above violations will continue to be inspected and clarified.

II- Implementing the Conclusion of the Central Inspection Commission at the 12th Session on violations of the Standing Committee of the Party Committee of the Military Medical Academy for the terms 2015-2020, 2020-2025; considering the content, nature, level, and consequences of the violations; the Central Inspection Commission decided:

- Warning comrades:Lieutenant General Nguyen Viet Luong - Party Committee Secretary, Political Commissar; Colonel Nguyen Tung Linh - Party Committee member of the Academy, Party Cell Secretary, Head of Military Science Department; Major Ngo Anh Tuan - Deputy Party Cell Secretary, Head of Finance Department; Major Le Truong Minh - Party Committee member, Head of Pharmaceutical Chemistry Department, Equipment and Supplies Department, Military Medical Academy.

- Reprimand comrades:Colonel Pham Nhat Quang - Secretary of the Party Cell of General Planning and Inspection, Chief Inspector of the Academy; Colonel Chu Duc Thanh - Deputy Secretary of the Party Committee, Chief of the Academy Office; Lieutenant Nguyen Van Tam and Lieutenant Nguyen Thanh Trung, Party Cell of the Military Medical Research Institute, Military Medical Academy.

- Expelled from the Party the following comrades:Lieutenant Colonel Ho Anh Son - Party Cell Secretary, Deputy Director of the Military Medical Research Institute; Colonel Nguyen Van Hieu - Deputy Party Cell Secretary, Head of Equipment and Supplies Department, Military Medical Academy.

The Central Inspection Committee proposed that the Secretariat consider and discipline the Standing Committee of the Party Committee of the Military Medical Academy for the 2015-2020 and 2020-2025 terms and the following comrades: Lieutenant General Do Quyet - Deputy Secretary of the Party Committee, Director of the Academy; Major General Hoang Van Luong - Member of the Standing Committee of the Party Committee, Deputy Director of the Academy and Director of the Military Medical Research Institute, Military Medical Academy.

III- Reviewing the inspection results when there were signs of violations against the Party Committee of the State Securities Commission for the 2015-2020 term, the Central Inspection Committee found that:

The Party Committee of the State Securities Commission has violated the principle of democratic centralism and the Working Regulations; lacked responsibility, loosened leadership, direction, and inspection and supervision, allowing a number of organizations and individuals under the State Securities Commission to commit many violations and shortcomings in advising on the development of institutions and policies and implementing state management of securities activities and the securities market, allowing a number of organizations and individuals to violate the law, manipulate the market, and make illegal profits.

Comrades: Vu Bang, former Party Secretary, former Chairman of the State Securities Commission; Tran Van Dung, Party Secretary, Chairman of the State Securities Commission; Nguyen Thanh Long, Party Secretary of the Hanoi Stock Exchange, Chairman of the Board of Members of the Vietnam Stock Exchange, former Deputy Party Secretary, former Vice Chairman of the State Securities Commission, former Chairman of the Board of Directors of the Hanoi Stock Exchange; Le Hai Tra, Party Secretary, General Director of the Ho Chi Minh City Stock Exchange, former member in charge of the Board of Directors; Nguyen Son, Party Secretary, Chairman of the Board of Directors of the Vietnam Securities Depository Center, are jointly responsible for the violations and shortcomings of the Party Committee of the State Securities Commission, the Ho Chi Minh City Stock Exchange, the Hanoi Stock Exchange, and the Vietnam Securities Depository Center; and are personally responsible for the violations and shortcomings in performing their assigned duties and tasks.

The above violations have caused serious consequences, negatively affecting the stock market, reducing investors' confidence, the reputation of the Party organization and the State Securities Commission, causing outrage in society, to the point of requiring consideration and disciplinary action.

IV- Reviewing the inspection results when there were signs of violations against the Party Committee of the Anti-smuggling Investigation Department, General Department of Customs for the terms 2015-2020, 2020-2025 and a number of cadres and party members, the Central Inspection Committee found that:

The Party Committee of the Anti-Smuggling Investigation Department violated the principle of democratic centralism and the Working Regulations; lacked responsibility, lax leadership, direction, inspection, supervision, management, and education of Party members, allowing a number of cadres and Party members to degrade in political qualities, ethics, and lifestyle; violated Party regulations and State laws in personnel work; fought against smuggling; handled administrative violations, handled exhibits; managed and used finances and assets.

The above violations have caused serious consequences, negatively affecting the reputation of the Party organization and the Customs sector, causing outrage in society. Considering the content, nature, level and consequences of the violations, the Central Inspection Committee decided to take disciplinary action:

- Warning to the Party Committee of the Anti-smuggling Investigation Department, General Department of Customs for the terms 2015-2020, 2020-2025 and comrades:Nguyen Hung Anh, member of the Standing Committee of the Party Committee of the General Department, Secretary of the Party Committee, Director of the Anti-smuggling Investigation Department; Nguyen Phi Hung, former member of the Standing Committee of the Party Committee of the General Department, former Secretary of the Party Committee, former Director of the Anti-smuggling Investigation Department; Nguyen Van On, member of the Party Committee, Deputy Director of the Anti-smuggling Investigation Department, General Department of Customs.

- Expelled from the Partyfor comrade Ngo Van Thuy, former Party Cell Secretary, former Team Leader of Team 3, Anti-smuggling Investigation Department, General Department of Customs.

V- Considering the results of handling the denunciation of comrade Tran Hong Quang, Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Delegation, Chairman of the People's Council of Ninh Binh province, the Central Inspection Committee found that:

Comrade Tran Hong Quang violated the principle of democratic centralism, Working Regulations, regulations on what Party members are not allowed to do and responsibilities to set an example; violated Party regulations and State laws in investment management, construction and personnel work.

The Standing Committee of the Provincial Party Committee, the Party Delegation of the Provincial People's Council, the Party Executive Committee of the Provincial People's Committee and a number of related organizations and individuals are responsible for the above violations and shortcomings.

Considering the content, nature, level and consequences of the violations, the Central Inspection Committee decided to issue a disciplinary warning to comrade Tran Hong Quang and comrade Trinh Xuan Hong, former Provincial Party Committee member, former Party Committee member, former Chief of Office of the People's Council of Ninh Binh province.

The Central Inspection Commission will continue to review and handle the responsibilities of a number of related individuals; request the Standing Committee of the Ninh Binh Provincial Party Committee to seriously review, learn from experience, direct the inspection, review and handle the responsibilities of other related organizations and individuals.

VI- Reviewing the monitoring results, the Central Inspection Commission found that:

In addition to the advantages, the Standing Committee of the Ha Tinh Provincial Party Committee for the 2015-2020 term also had a number of violations and shortcomings in the development and implementation of working regulations; personnel work and in leadership, direction, inspection and supervision of land management and use, and construction investment.

The Central Inspection Commission requested the Standing Committee of the Ha Tinh Provincial Party Committee to seriously review, learn from experience, promptly overcome and correct violations and shortcomings; inspect, consider and handle the responsibilities of relevant organizations and individuals; and report the results to the Central Inspection Commission.

VII- Reviewing the results of the inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party, and the inspection of Party financial work, the Central Inspection Commission found that:

In addition to the advantages, the Standing Committee of the Provincial Party Committee and the Inspection Committee of the An Giang Provincial Party Committee also have a number of violations, shortcomings, and limitations in leadership, direction, organization, implementation of inspection, supervision, and disciplinary enforcement tasks within the Party; the Standing Committee of the Provincial Party Committee has a number of violations and shortcomings in leadership, direction, management, and use of Party finances and assets.

The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Inspection Commission of An Giang Provincial Party Committee to seriously review, learn from experience, and promptly overcome the violations, shortcomings, and limitations that have been pointed out.
