The Central Inspection Commission has just issued a communiqué on the 13th session of this agency. The session took place on April 12 and 13, 2017, in Hanoi under the chairmanship of Politburo member, Party Central Committee Secretary, and Chairman of the Central Inspection Commission Tran Quoc Vuong.
At this session, the Central Inspection Committee reviewed and concluded many contents, including the disciplinary action against the Party Committee of the Ministry of Natural Resources and Environment and the disciplinary action against the Party Secretary, Chairman of the Vietnam Cooperative Alliance, former Provincial Party Secretary, former Party Committee Secretary, former Chairman of the People's Committee of Ha Tinh province Vo Kim Cu.
Specifically, regarding the first content, disciplinary action against the Party Executive Committee of the Ministry of Natural Resources and Environment and a number of related individuals., The Central Inspection Committee determined that the Party Executive Committee (CPC) of the Ministry of Natural Resources and Environment for the 2011-2016 term was irresponsible, lax in leadership and direction of inspection, examination and supervision work, allowing the Ministry of Natural Resources and Environment and a number of individuals to commit many violations in state management of environmental protection and water resources management related to the Formosa Ha Tinh project, leading to serious consequences.
According to the Central Inspection Committee, Mr. Nguyen Minh Quang - former member of the Party Central Committee, former Secretary of the Party Committee, former Minister of Natural Resources and Environment is responsible as the head for the violations and shortcomings of the Party Committee for the 2011-2016 term.
Regarding Mr. Bui Cach Tuyen, former member of the Party Executive Committee, former Deputy Minister of the Ministry of Natural Resources and Environment, former Director General of the General Department of Environment, the Party inspection agency said that he must share responsibility for the violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment for the 2011-2016 term.
Mr. Tuyen was irresponsible when signing and approving Environmental Impact Assessment (EIA) Reports, ignoring warnings about environmental impacts; and was lax in leading, directing, inspecting, and supervising the construction of environmental protection projects of Formosa Company.
Mr. Nguyen Thai Lai, former member of the Party Executive Committee and former Deputy Minister of the Ministry of Natural Resources and Environment, is jointly responsible for the violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment for the 2011-2016 term for its lack of responsibility in assessing and signing the wastewater discharge license for Formosa Company.
Mr. Luong Duy Hanh, Director of the Department of Environmental Protection Control, Ministry of Natural Resources and Environment, was irresponsible when he was the head of the inspection team for the Formosa project; he did not advise and supervise the implementation of environmental protection works during the construction and trial operation phases.
During his tenure as Director of the Department of Environmental Impact Assessment and Appraisal, Mr. Mai Thanh Dung was irresponsible in advising the General Department of Environment to submit to the Ministry of Natural Resources and Environment for approval of changes to the content of the Environmental Impact Assessment Report.
Determining that the violations of the Party Executive Committee of the Ministry of Natural Resources and Environment and the above individuals are serious, based on Regulation No. 263-QD/TW and Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party organizations and Party members, the Central Inspection Committee decided to take disciplinary action by removing Mr. Luong Duy Hanh from all positions in the Party.
The Central Inspection Committee also requested the Secretariat to consider and discipline the Party Executive Committee of the Ministry of Natural Resources and Environment, Mr. Nguyen Minh Quang, Mr. Bui Cach Tuyen and Mr. Nguyen Thai Lai according to regulations.
In the case of Mr. Mai Thanh Dung, the Party Committee of the Ministry of Natural Resources and Environment has disciplined him by removing him from the position of Member of the Standing Committee of the Party Committee of the General Department of Environment; the Ministry of Natural Resources and Environment has disciplined him by demoting him from the position of Deputy General Director of the General Department of Environment.
Second content, about disciplinary action against Mr. Vo Kim Cu- Secretary of the Party Committee, Chairman of the Vietnam Cooperative Alliance, former Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Ha Tinh province and Mr. Ho Anh Tuan, former member of the Provincial Party Committee, former Secretary of the Party Committee, former Head of the Management Board of the Economic Zone of Ha Tinh province, the Central Inspection Committee also had specific comments on responsibility.

Mr. Vo Kim Cu must bear primary responsibility for the violations and shortcomings of the Party Committee of the Provincial People's Committee and the Provincial People's Committee in the period of 2008-2016 and the Management Board of the Ha Tinh Economic Zone in the period from 2008 to 2010. He directly signed many documents against regulations, such as: granting investment certificates, leasing sea surface outside the Economic Zone; agreeing in principle to allow Formosa Company to self-clear the land to build a wastewater discharge pipeline...; lacking responsibility in directing, inspecting and supervising the project implementation process.
Mr. Ho Anh Tuan must bear primary responsibility for the violations of the Ha Tinh Economic Zone Management Board from 2010 to 2016. The Central Inspection Committee determined that Mr. Tuan had committed violations and shortcomings: signing a number of documents against regulations; allowing Formosa Company to start construction of the Project's construction items first, and completing the procedures later.
The violations of Mr. Vo Kim Cu and Mr. Ho Anh Tuan are considered serious.
Pursuant to Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party members, the Central Inspection Committee decided to take disciplinary action by removing Mr. Ho Anh Tuan from the position of Secretary of the Party Committee of the Ha Tinh Provincial Economic Zone Management Board for the 2005-2010 and 2010-2015 terms.
The Central Inspection Committee also requested the Secretariat to consider and discipline comrade Vo Kim Cu according to regulations.
Regarding the violations and shortcomings of the Party Executive Committee of the People's Committee of Ha Tinh province and related individuals, the Central Inspection Committee requests the Standing Committee of the Ha Tinh Provincial Party Committee to seriously consider and enforce disciplinary measures according to their authority.
In addition, at this session, the Central Inspection Committee also reviewed and concluded a number of denunciations and complaints within its authority.
