The National Assembly Standing Committee questioned the issue of overcoming overlapping legal documents and 'blue army - red army' in land auctions.
(Baonghean.vn) - The question and answer session of the Minister of Justice had 28 National Assembly deputies asking questions on 43 issues in 3 groups of content related to law-making, inspection of legal documents; asset auction work; and judicial appraisal work.

On the morning of August 15, at the National Assembly House, the National Assembly Standing Committee conducted a question-and-answer session in the fields of Justice and Agriculture and Rural Development. The question-and-answer session was held in both in-person and online formats with 62 National Assembly delegations in provinces and centrally-run cities nationwide.
The question and answer session was chaired by National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly: Tran Thanh Man, Nguyen Khac Dinh, Tran Quang Phuong, Nguyen Duc Hai. Attending the question and answer session directly at the National Assembly House were President Vo Van Thuong; Deputy Prime Minister Tran Hong Ha and Ministers.
On the Nghe An province side, comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired the online meeting. Attending the online meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Committee Executive Committee, Vice Chairman of the Provincial People's Council; National Assembly delegates; leaders of the Provincial People's Council committees and the Department of Justice, Department of Agriculture and Rural Development.

Comrade Vuong Dinh Hue - Politburo member, Chairman of the National Assembly delivered the opening speech at the question and answer session, emphasizing: This is the 4th question and answer session held at the meeting of the Standing Committee of the 15th National Assembly.
Based on the synthesis of information sources and proposals from National Assembly delegations, balancing the areas that have been and are being supervised by the National Assembly and the National Assembly Standing Committee, based on the actual situation and statistics of responses to questions during the term of the 15th National Assembly, the National Assembly Standing Committee has decided to select questions for groups of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development at this session.

National Assembly Chairman Vuong Dinh Hue requested: With the questioning time of only 1 day, the groups of questions being questioned have a wide scope, many issues are of deep concern to public opinion; National Assembly deputies are requested to ask questions briefly, clearly, go straight to the point, debate frankly, responsibly, and constructively according to the working regulations of the National Assembly and the National Assembly Standing Committee; Each question must not exceed 1 minute, the debate time must not exceed 2 minutes.
Ministers need to uphold their sense of responsibility, answer briefly and to the point, clarify the issues raised by National Assembly deputies, and at the same time, propose practical, effective and feasible solutions, ensuring timely and effective overcoming of immediate weaknesses and limitations, while creating substantial, fundamental and long-term changes for each content of the questioning, contributing to improving the effectiveness and efficiency of the management field, meeting the requirements and expectations of voters and people nationwide.
"At the end of the questioning session, the National Assembly Standing Committee will issue a resolution to serve as a basis for implementation and supervision," emphasized National Assembly Chairman Vuong Dinh Hue.
In the morning session, based on the orientation speech of National Assembly Chairman Vuong Dinh Hue and the direct direction of National Assembly Vice Chairman Nguyen Khac Dinh, 28 National Assembly deputies questioned Minister of Justice Le Thanh Long on 43 issues in 3 groups of contents related to law-making, inspection of legal documents; asset auction work; and judicial appraisal work.
At the meeting, 5 National Assembly deputies spoke to debate the answers of Minister of Justice Le Thanh Long to questions raised by National Assembly deputies at the meeting.


The issue that many National Assembly deputies questioned was the slow issuance of legal documents in the law-making process, specifically stating that the current Law on Environmental Protection has not yet issued sub-law documents for implementation, causing congestion for localities; solutions to control group interests in legal documents; and conflicts and overlaps between legal documents.
Affirming the impacts on the rights and interests of the State and the people in the delay in promulgating legal documents, the Minister of Justice proposed comprehensive and specific solutions, from promulgating documents to designing laws to be feasible, suitable, meeting the conditions, standards, and promulgation time to have the same effect as the law.

Responding to questions from National Assembly deputies about limitations and shortcomings in asset auctions related to prices not being close to the market; the situation of auctioneers violating the law, colluding to lower prices, “blue team - red team”, limited professional skills and capacity; the Minister of Justice informed that in the draft Law on Asset Auction and other draft laws, there are studies to amend to resolve the problems and situations raised by National Assembly deputies.
Regarding the contradictions and overlaps between legal documents, Minister Le Thanh Long emphasized that the most basic thing is to continue institutionalizing the provisions of the Constitution and each document in specialized fields, while at the same time tightening discipline and order.

Along with the questioning of the Minister of Justice, at the questioning session, Minister of Natural Resources and Environment Dang Quoc Khanh answered questions related to the "debt" of issuing documents in the sector; Minister of Home Affairs Pham Thanh Tra answered questions related to resources in the judicial sector, regimes and policies for legal practitioners and appraisers, the situation of officials being afraid of responsibility, avoiding, shirking, decentralization and delegation of power in state management; Chief Justice of the Supreme People's Procuracy Le Minh Tri answered questions related to the specific case raised by the delegates.

In this afternoon's session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, National Assembly deputies will question the Minister of Agriculture and Rural Development on the following groups of issues: Solutions to remove difficulties for agricultural exports; activities of exploiting, protecting and developing aquatic resources; solutions to remove the "yellow card" of the European Commission (EC) for aquatic products; conversion of land use purposes, recovery of rice-growing land areas, ensuring food security and rice export in the current period.
