At the above time, Mr. Hoang Cong Su, residing in Hamlet 8, Nghi Truong Commune, Nghi Loc District, was driving a motorbike on Nguyen Van Cu Street (Vinh City). When he reached 175 Nguyen Van Cu, he suddenly crossed the street and crashed into a car traveling in front.
