Discussing the term reports, on the morning of March 29, Delegate Bui Van Phuong - Deputy Head of the National Assembly Delegation in Ninh Binh said that in general, voters acknowledged the efforts of the President, Government, Prime Minister, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy in the country's development achievements during the term.
Regarding shortcomings and problems, the reports also seriously reviewed, were open-minded, acknowledged subjective causes and did not blame too much on objective causes.
Discussing the President's term report, delegate Phuong said that Mr. Truong Tan Sang personally demonstrated his dedication and devotion to serving the Fatherland and the people. "But the President himself has seen and we have seen that there are limitations, that is, in his position as head of state, his contribution to the results of directing the implementation of socio-economic tasks, and the important issues of national security and people's livelihood are not clear," Mr. Phuong said and gave specific examples such as international debt borrowing, monitoring the use of loans, public debt safety and the ability to repay national debt...
“The role of commanding the armed forces is stipulated in the Constitution, but how is it implemented in practice? It is only in the promotion and demotion of military ranks, but the role of deciding on building the force, proposing investment in financial resources and equipping technical equipment to serve national defense and security is also unclear,” Mr. Phuong added.
Emphasizing that the 2013 Constitution clearly stipulates the powers of the President, but the legal documents for the President to exercise the powers of the head of state are unclear, leading to confusion in implementation because the legal corridor is not complete.
“People have high expectations. This is an opportunity to summarize the term, point out limitations to find causes and find solutions, so I recommend that the upcoming National Assembly focus on perfecting the institution so that the President can properly and fully perform his responsibilities, worthy of the people's trust in the head of state,” Mr. Phuong suggested.
Giving his opinion on the President's term report, delegate Truong Trong Nghia (HCMC delegation) also said that voters evaluated Mr. Truong Tan Sang as exemplary in his lifestyle and work, having a high sense of responsibility and working tirelessly for the people and the country.
In particular, in his role as Head of the Central Judicial Reform Committee, the President has made many contributions to the innovation of the legal system in general and the judicial system in particular.
The President is always close to voters, maintains revolutionary sentiments with the people; and has a resolute attitude in protecting territorial sovereignty and integrity.
According to the 2013 Constitution, the President has the right to attend meetings of the National Assembly Standing Committee and the Government, and request the Government to meet on issues that the President deems necessary. However, this has not been done so far, so delegate Truong Trong Nghia emphasized that in the next term, as head of state, the President can contribute more in many aspects, especially in national defense and diplomacy./.
