During the discussion, many opinions mentioned the VNEN model for the education sector. Head of the Provincial Party Committee's Mass Mobilization Committee Le Ba Hung, a delegate of the Yen Thanh District Provincial People's Council, suggested that the education sector should clarify and provide more information about the VNEN model because voters have many opinions about the implementation of this model.

Explaining the delegates' opinions, Deputy Director of the Department of Education and Training Thai Huy Vinh said that for primary school level, the Department has organized a summary of the model; at the same time, according to the evaluation results of an independent company hired by the Ministry of Education and Training, it is affirmed that this model has many advantages.

However, the representative of the Department of Education and Training also admitted that there are concerns about the application due to the lack of information, evaluation, and student perception. On the other hand, teachers have to work harder to teach VNEN, so if teachers have limited capacity and lack responsibility, it will affect the quality of teaching. Along with that, large class sizes lead to difficulty in management; facilities for group learning are difficult, and written materials are inadequate.

Based on that reality, in Nghe An, at the primary level, 73 pilot schools continue to implement and replicate for the remaining 470 schools according to 4 modules: self-management council, innovation in teaching and learning methods, organization of professional activities of schools and school clusters; community development.

As for the secondary school level, the representative of the Department of Education and Training said that the VNEN model is being piloted under the direction of the Ministry of Education and Training in 33 schools, but not all classes are piloting. In reality, applying this model to the secondary school level is more difficult than to the primary school level.

After listening to the response from the representative of the Department of Education and Training, Head of the Provincial Party Committee's Mass Mobilization Commission Le Ba Hung suggested that the Department should have an opposite view of the problem, that is, it is necessary to proactively do a good job of propaganda to inform parents and people about the pros and cons of the VNEN model, and not let people find out information on their own.

This viewpoint was agreed by Deputy Head of the Provincial Culture and Social Affairs Committee Nguyen Thi Thanh An. However, this delegate expressed concern about the pilot application of the VNEN model for secondary schools. Because according to the survey of the Provincial People's Council, the implementation of the new school model in secondary schools has many shortcomings.

The Education sector implemented the model in the spirit of the Ministry's direction, accordingly, it must ensure the enrollment regulations and be based on the voluntary basis of parents. "However, through the survey, there are schools in the process of registering for primary enrollment, most parents choose not to let their children study according to the VNEN model but still implement it, while the school leaders said that it is implemented according to the industry's tasks" - delegate Thanh An expressed his doubts.

Also related to the field of education, delegate Thanh An expressed concern about the situation of school violence, especially the recent cases of violence caused by female students in the province. "I request the education sector to pay attention to this issue, build friendly schools, and active students."

Vice President of the Women's Union Nguyen Thi Quynh Hoa - a delegate from Yen Thanh district, expressed her opinion that voters reflected that the management of high-rise apartment building construction raised many concerns, when construction was carried out without a license.

On the other hand, this delegate expressed his opinion that Vinh City's arrangement to build many small apartment buildings in residential areas affects security and order, does not ensure urban aesthetics, causing public concern about the issue of basic construction management.
