Tru Son II Primary School, Do Luong district, where the incident occurred. |
According to school statistics, currently, out of 341 students, 154 are absent and all are children of parishioners of Luu My Parish. Currently, the whole school has only 10 Catholic students attending school regularly. Why is this happening?
It is known that from September 6 to 8, 2016, Luu My Parish organized a procession of the Holy Cross from Thanh Tan Parish in Hien Son Commune to Luu My Parish in Tru Son Commune. During that time, Tru Son 2 Primary School still organized teaching according to plan, but the number of students who were children of parishioners was absent from school was high. Of which, the highest number was on September 6, 2016, with 133 students absent. By the afternoon of September 7, there were 111 students and on the afternoon of September 8, there were 97 students absent. It is worth mentioning that among the students absent from school, very few had permission slips, so some teachers punished and reminded students about being absent from school without permission.

Three days after the incident, on September 12, 2016, some people who said they were members of the parish Pastoral Council (PBC) and parents came to the school to submit a petition to denounce Ms. Nguyen Thi Thuy and Mr. Pham Xuan Hau. The petition stated that Ms. Thuy and Mr. Hau violated the ethics of teachers, committed acts of school violence, discriminated against religion, and insulted human dignity, human rights, and freedom of belief. At the same time, they requested that Ms. Thuy be suspended from teaching.
Immediately upon receiving the information, the Department of Education and Training of Do Luong district requested the Principal of Tru Son 2 Primary School to report the incident, directly investigate and discuss with students of class 3B, headed by Ms. Thuy, and class 5C, headed by Mr. Hau, to verify the incident.
In response to the complaint, the Board of Directors of Tru Son II Primary School conducted verification, investigated the incident, met with relevant individuals (teachers, students, parents), on the morning of September 14, 2016, the school established a council to consider disciplining teacher Nguyen Thi Thuy and teacher Pham Xuan Hau. Based on the actual incident, the regulations and rules on the roles and responsibilities of teachers and students in teaching and learning. The council seriously reviewed, required Ms. Nguyen Thi Thuy and Mr. Pham Xuan Hau to gain profound experience in the process of using teaching methods and announced to the whole school.
Decree No. 27/2012/ND-CP dated April 6, 2012 of the Government on handling and disciplining civil servants stipulates: Reprimand in case of: Failure to comply with professional procedures, regulations, professional ethics and codes of conduct while performing professional activities, having been reminded in writing by a competent person (Article 10). Warning in case of: Failure to comply with professional procedures, regulations, professional ethics and codes of conduct while performing professional activities causing serious consequences (Article 11). Forced to quit job in case of: Being sentenced to imprisonment without suspension or being convicted by the Court for corruption |
On the afternoon of September 15, 2016, the school's Board of Directors and Ms. Nguyen Thi Thuy directly met with the parish priest, Father Luu My Nguyen Duy Khanh, to send a written response to the petition. At the same time, the school representative also discussed with the priest that they would organize make-up classes for students who missed school and had organized a serious review of the inappropriate teaching methods used by teachers.
From September 15 to 20, 2016, all students in the school still attended school, and at the parent meetings at the beginning of the school year, no parents expressed any opinions on the above issue.
However, on September 21, parish priest Nguyen Duy Khanh sent a petition to the Department of Education and the People's Committee of Do Luong district requesting the dismissal of teacher Nguyen Thi Thuy. While the People's Committee of Do Luong district was verifying the incident to respond to Father Nguyen Duy Khanh's petition, on the morning of October 3, 154 students of Luu My parish simultaneously stopped going to school.
According to the relevant parties (teachers, school administrators and students), it is true that teachers punished students for not attending school. Specifically, teacher Nguyen Thi Thuy, head teacher of class 3B, called 6 students who were absent from school to stand in line on the podium, punished them and used a ruler to hit their buttocks and hands. According to Ms. Thuy, the purpose of the punishment was to remind and educate them about not attending school without permission and not studying seriously. Teacher Pham Xuan Hau, head teacher of class 5C, did not punish students from September 6-8, but before that, he twisted the ears of a few students to remind them on September 3.
