The Chief of the Office of the Central Organizing Committee emphasized that the Conclusion of the Secretariat helps personnel work become more orderly, strict, and in accordance with regulations.

In Conclusion No. 71-KL/TW on handling violations in the recruitment of cadres, civil servants and public employees, the Secretariat requested Party committees, Party organizations, and leaders of relevant agencies and units to strengthen leadership, direction, inspection, supervision and prevention of negativity in personnel work in general and in the recruitment of cadres, civil servants and public employees in particular.

Timely detect, rectify and handle according to authority the party organizations, agencies and affiliated units that have not properly implemented the regulations on recruitment of cadres, civil servants and public employees.

The Secretariat also requested the revocation of recruitment decisions for cases where there are conclusions of violations in the recruitment of cadres, civil servants and public employees by competent agencies; at the same time, review, clarify responsibilities and strictly handle according to Party regulations and State laws for Party committees, Party organizations, agencies, units, collective leaders and related individuals.

In cases of recruitment of cadres, civil servants and public employees after December 28, 2017 that do not ensure standards, conditions, processes and procedures, the recruitment decision will be revoked.

Speaking to reporters, Mr. Hoang Trong Hung - Chief of Office of the Central Organizing Committee emphasized that the Conclusion of the Secretariat helps personnel work to be orderly, strict, and in accordance with regulations and procedures.

Conclusion 71 is implemented according to Conclusion Notice No. 43 dated December 28, 2017 of the Politburo. In fact, in recent times, due to many reasons, there are still errors and deficiencies in personnel work regarding conditions, standards, processes and procedures, so they must be submitted to competent authorities for consideration and handling.

In particular, there are still difficulties, inadequacies, and disagreements in handling violations related to the recruitment of cadres, civil servants, and public employees, including cases that have been appointed to leadership and management positions or are personnel expected to participate in the Party Committee for the 2020-2025 term.

Therefore, to ensure consistency and unity in handling violations in the recruitment of cadres, civil servants and public employees, the Secretariat issued Conclusion 71 requesting Party committees, Party organizations, and leaders of relevant agencies and units to perform a number of tasks, focusing on thoroughly handling cases of violations that have been discovered.

“Conclusion 71, along with many other documents on personnel work, aims to limit, overcome, and handle errors, ensuring that personnel work is public, democratic, and meets standards, conditions, processes, and procedures. In particular, in recent years, the Central Organizing Committee has advised the Politburo and the Secretariat on many documents on personnel work, including Conclusion 71, to handle cases of errors and shortcomings. If this Conclusion is well implemented, personnel work will certainly be better, meeting requirements, especially from the 2020-2025 term, personnel work will no longer have errors, and personnel introductions will be guaranteed,” said Mr. Hoang Trong Hung.

Discussing this issue, Mr. Thang Van Phuc - former Deputy Minister of the Ministry of Home Affairs emphasized that personnel work is a key step in Party building and a decisive factor in the success of the revolution. To select the right and qualified cadres, it is necessary to go through many intertwined and continuous stages, including recruitment, arrangement, use, evaluation, planning, training, fostering, mobilization, rotation and appointment of cadres.

However, in reality, there have been many sad stories such as the case of a female hairdresser using her sister's high school diploma to get promoted to the position of Department Head in Dak Lak, or the Head of the Economic Police Department of a province using a fake high school diploma; signing the appointment decision of a relative even though he did not meet the conditions and standards... and many other cases have been exposed showing that in the work of cadres, there are still loopholes and problems that need to be eliminated.

The occurrence of the above cases shows that the supervision and inspection process of Party committees at all levels and the role of agencies are not strict, allowing some cadres who do not have the capacity, qualities, and qualifications to slip into the apparatus. At times and in some places, the principle of democratic centralism has not been strictly followed, and in some cases, the principle has been exploited to legitimize personal intentions and goals.

There are even cases where when a cadre commits a mistake or receives a complaint, or even violates the law, the Party Committee that manages that cadre only finds out. From this painful reality, it is necessary to have solutions to prevent, combat, and have a basis to handle cases where cadres are arranged and appointed who do not meet standards, or violate regulations on appointing cadres at all levels.

According to Mr. Thang Van Phuc, from the Conclusion of the Secretariat together with other regulations, localities, agencies and units have the conditions to review the quality of the staff, civil servants, public employees as well as the staff introduced to join the Party committees at all levels. This helps to prepare the staff at all levels in the new term to meet the requirements of capacity, quality and qualifications that have been set.

“This is also an opportunity to review the quality of the cadres recommended to join the Party Committees at all levels. In preparation for the Party Congresses at all levels towards the 13th National Party Congress, in addition to the political report, it is important to have a Party Committee leadership team that ensures quality standards and the requirements of the new period,” Mr. Thang Van Phuc shared./.
