Land clearance problems
The project to upgrade and expand National Highway 15A through Xuan Son Commune (Do Luong) with a length of 1.5km has been basically completed. However, there are still problems with the land of 4 households in Hamlet 1, so the contractor has not continued construction.
Mr. Nguyen Dinh Thu - Chairman of the People's Committee of Xuan Son commune said: For the 4 households still having problems with site clearance due to determining the origin of the land, the locality will coordinate with departments and branches to propagate and explain to the households to hand over the site to the investor as soon as possible, and at the same time, the locality will propose the investor to urge the construction unit to promptly complete the project to ensure smooth traffic.

In Nhan Son commune (Do Luong), the project passes through the commune for 5 km, affecting more than 30 households. After a long time, the site clearance for the construction of National Highway 15A through Nhan Son commune is still stuck. Without the site, the construction is stalled, affecting the progress of the project, causing difficulties for people and vehicles participating in traffic. The reason for the delay in handing over the site here is that the locality is slow to get involved and lacks determination, although the people here always agree with the general policy.
The government is implementing the project, and the people are very supportive. The people's wish is that the locality soon agree on a compensation plan to support the people so that the project can be completed quickly, creating convenience for people to travel as well as develop the economy.
The project to upgrade and expand National Highway 15A, section Km301+500 - Km333+200, passes through 7 communes of Do Luong district, including the communes of Da Son, Lac Son, Trung Son, Xuan Son, Minh Son, Nhan Son, My Son, with a total of about 353 affected households. Of which, 141 households have residential land, 209 households have agricultural land. The agricultural land has been completed. The residential land through 4 communes: Inventory has been done, the origin of land use, time of land use has been confirmed and compensation and support for site clearance has been carried out. There are still problems with households with residential land due to unauthorized land allocation in Nhan Son and Xuan Son communes.
According to the report of the People's Committee of Do Luong district regarding resettlement work, the detailed construction planning at a scale of 1/500 has been approved by the People's Committee of the district in Decision No. 2277/QD-UBND dated August 19, 2021 with a total area of: 43,444 m2. Currently developing a compensation plan and supporting site clearance for affected subjects.

Currently, the project to upgrade and expand National Highway 15A through Do Luong district is still stuck at 3 locations where the land has not been cleared with a total length of about 600m. The reason for the problem is that the determination of the origin of local land is slow to proceed with the compensation price, while the people have a high consensus.
Regarding difficulties and problems in the section through Xuan Son commune and Nhan Son commune (residential land plots due to being assigned beyond authority), on May 12, 2022, Nghe An Provincial People's Committee issued Document No. 3352/UBND-CN on resolving difficulties in compensation and site clearance for the project to upgrade and expand National Highway 15A through Do Luong district; based on the guidance of the Provincial People's Committee and the Department of Natural Resources and Environment, the District Compensation and Site Clearance Support Council is currently completing documents to carry out compensation and site clearance support for the project to upgrade and expand National Highway 15A.
Regarding the resolution of the project's site clearance problems, Vice Chairman of the People's Committee of Do Luong District Tran Van Hien said: In the district, there are 7 projects invested by departments and branches. For the Project to Upgrade and Expand National Highway 15A passing through Do Luong District, the length is 18km.
Immediately after receiving the document from the Provincial People's Committee, the Do Luong District People's Committee issued a document directing relevant departments and localities to focus human resources to speed up the site clearance progress, and by June 30, the site will be basically handed over to the investor.

National Highway 15A through Nghe An is an important traffic artery, connecting Nam Dan, Do Luong, Tan Ky districts... In recent years, along with the socio-economic development of Nghe An province, this route has become increasingly important in the transportation and circulation of goods in and out of the province. However, due to the long history of this route, the roadway is still narrow, there are many curves along the route following residential areas, obstructing the view, posing many potential risks of traffic safety, significantly affecting the requirements of socio-economic development in the new situation.
After surveying and evaluating, the People's Committee of Nghe An province has prepared a report and submitted to the Ministry of Transport the Project to Upgrade and Expand National Highway 15A, section Km301+500 - Km333+200, in order to contribute to completing the road network, promoting the socio-economic development of the area through which the route passes, ensuring national security and defense, and meeting the needs of future traffic development.
The Investment Project to upgrade and expand National Highway 15A through Nghe An province was approved by the Ministry of Transport in Decision 268/QD-BGTVT dated January 29, 2013; approved project adjustments in Decisions No. 821/QD-BGTVT dated April 29, 2020 and Decision No. 2147/QD-BGTVT dated December 16, 2021 with the scale of a level IV plain road, Bnền = 9m, Bmat = 8m. Length 31.7km. The project has a total investment of: 721,641 million VND.

According to the report of the Provincial Traffic Project Management Board, up to now, the section Km315+700 - Km324+500 has been handed over and put into operation; Sections Km324+500 - Km327+600 and Km330 - Km333+200 have been completed, and are completing procedures for handover and put into use; Sections Km301+500 - Km315+700 and Km327+600 - Km330 have basically completed the roadbed and works on the route, and are focusing on speeding up the construction progress of the foundation and road surface items. The asphalt concrete paving is expected to be completed in June 2022; the project will be completed in 2022.
On-site project site, site clearance work is currently underway for sections Km301+500 - Km315+700 and Km327+600 - Km330; 15.83 km/16.4 km of site has been handed over, reaching 96%. Specifically: Do Luong District has handed over 13.49 km/14 km, reaching 94%; Nam Dan District has handed over 2.34 km/2.4 km, reaching 98%.
Regarding the progress of construction of resettlement areas, for Nam Dan district, up to now, Nghe An Provincial People's Committee has approved the Economic - Technical Report on investment in construction of planned infrastructure; Nam Dan District People's Committee has completed the selection of contractors. Currently, procedures for land acquisition are being carried out to implement the construction of resettlement areas. As for the resettlement area in Do Luong district, construction is currently underway.

The project has completed many important items, but the section passing through Do Luong district is still stuck with land clearance of about 600m, scattered in communes. In order for the project to upgrade and expand National Highway 15A to be completed, it is necessary to have the drastic participation of local authorities and the consensus of local households to complete compensation and site clearance work as soon as possible.
Because if the handover of the site is delayed, the construction progress and completion of the National Highway 15A upgrade and expansion project will be difficult to implement, because of the risk that the Central Government will transfer capital to other projects due to the slow disbursement of public investment capital.
