Vietnam's position after 39 years of joining the United Nations

(Baonghean.vn) - 39 years ago (September 20, 1977 - September 20, 2016), Vietnam officially joined the United Nations. This event opened a new chapter for Vietnam's policy of "multilateralization" and "diversification" of foreign relations.

On January 14, 1946, President Ho Chi Minh, on behalf of the Democratic Republic of Vietnam, submitted an application to join the United Nations. Due to the balance of power in the United Nations and the fact that at that time Vietnam had not been recognized by any country in the world, joining the United Nations could not be done.

With the desire to become an official member of the United Nations, right from the early days of the country's founding, multilateral diplomacy has been given attention and importance by our Party and State as a sharp attack on the comprehensive front of the struggle for national independence. President Ho Chi Minh sent many letters and telegrams to the President of the United Nations General Assembly, representatives of the United States, the former Soviet Union, China, the United Kingdom... "requesting that you recognize that independence and accept us into the United Nations Council".

Although political and historical factors have not yet allowed Vietnam to join the United Nations soon, the just and heroic struggle of the Vietnamese people for independence, freedom and national unification, along with Vietnam's great contributions to the movement for peace, democracy and social progress in the world, has created for Vietnam great and widespread support around the world.

After Vietnam was unified, in July 1975, two delegations from North and South Vietnam went to New York to lobby for participation in the United Nations. All countries supported the two regions of Vietnam in joining the United Nations, but at the Security Council, the United States used its veto power as a permanent member of the Security Council to prevent Vietnam from joining the United Nations.

In January 1977, when US President Jimmy Carter took office, he eased the embargo and agreed to let Vietnam join the United Nations.

At the 32nd session of the United Nations General Assembly on September 20, 1977, Vietnam was officially recognized as the 149th member of the world's largest multilateral organization. This event opened a new era for Vietnam's multilateral diplomacy with important contributions to the success of the renovation, construction and protection of the Fatherland, contributing to enhancing Vietnam's position in the international arena, culminating in Vietnam's excellent performance as a non-permanent member of the United Nations Security Council for the 2008-2009 term.

The United Nations is an important organization in international life and is especially important to Vietnam. Through the United Nations, Vietnam not only gains material and spiritual support from the world, but it is also a forum for Vietnam to enhance its role and position in the international arena.

On October 16, 2007, with 183/190 votes in favor, the United Nations General Assembly elected Vietnam as a non-permanent member of the Security Council for the 2008-2009 term. This event marked a very important and meaningful milestone in our country's proactive and active international integration process.

Over the past 39 years, Vietnam has always pursued an independent, self-reliant, peaceful, open foreign policy, "multilateralizing" and "diversifying" international relations; friends see Vietnam as a friend and a trustworthy partner, responsible to the international community.

Creatively applying Ho Chi Minh's diplomatic ideology of "making more friends, fewer enemies" and the Party's foreign policy of "expanding cooperation and gaining international support", relations with the UN have helped break the siege and embargo, contributing to consolidating the peaceful and secure environment, while mobilizing resources to promote socio-economic development.

Since the 1990s, based on the Party's policy, Vietnam has actively and proactively participated in the work at the United Nations, contributing to enhancing its international position and fighting to protect Vietnam's vital interests, especially on issues of security, sovereignty, and territorial integrity, including the principles of respecting independence, sovereignty, and territorial integrity, peacefully resolving disputes, and ensuring the legitimate interests of all members, especially underdeveloped countries.

Vietnam's senior leaders have attended and made many important contributions to the UN's directions and priorities at UN forums. Vietnam has also welcomed many high-level UN delegations, including UN Secretary Generals such as Mr. Kofi Annan (2006), Mr. Ban Ki-moon (2010 and 2015), thereby contributing to further tightening the Vietnam - UN relationship.

Recognizing Vietnam's multifaceted contributions to the work of the United Nations, member countries have elected Vietnam as a non-permanent member of the UN Security Council for the 2008-2009 term, which was highly appreciated by the UN Secretary General and member countries, contributing to enhancing Vietnam's prestige and international position.

Thus, with Vietnam's open foreign policy, over 39 years of Vietnam - UN relations with remarkable developments in all aspects and at many different levels, Vietnam's position in politics has been constantly enhanced, contributing significantly to maintaining peace, stability and development in the region and the world, bringing pride to the Vietnamese people in the largest organization on the planet.

Important events marking Vietnam's position in the United Nations were Vietnam's candidacy and election as Vice President of the United Nations General Assembly in 1997; its election to the United Nations Economic and Social Council (ECOSOC); its membership in the Board of Governors of the International Atomic Energy Agency (IAEA) for the 1997-1999 term; its election to the United Nations Commission for Social Development and the United Nations Commission on Human Rights in May 2000; its election to the Executive Board of the United Nations Educational, Scientific and Cultural Organization (UNESCO) in October 2001; its unanimous election by 137 member countries to the position of Member of the Board of Governors of the International Atomic Energy Agency in 2003 in Austria. Vietnam is also a member of the Executive Board of the United Nations Development Program and Population Fund (UND/UNFPA).

On October 21, 2015 (New York time, USA), the 70th session of the United Nations General Assembly voted to elect 18 new member countries of the United Nations Economic and Social Council (ECOSOC) for the 2016-2018 term. Vietnam was elected with 182 votes in favor out of a total of 187 votes.
