The development of a state management policy on information on the Internet is a content included in the National Assembly resolution and has been voted on and approved.
On December 4, at the headquarters of the Ministry of Information and Communications, the November State Management Meeting took place. During the meeting, there were many important reports on the Internet situation in Vietnam.
Ads appear on toxic content
According to the Department of Radio, Television and Electronic Information (Ministry of Information and Communications), for about a week now, there has been widespread information that advertising brands are concerned about their advertisements appearing next to harmful content, especially content related to children.
In addition, businesses also reported that their advertisements appeared on clips that slandered the Party and the State. Fake news sites are also appearing more and more on Facebook. To solve this problem, the agencies under the Ministry are developing a project to thoroughly block and filter out bad and toxic information originating from foreign servers.
Currently, there is a situation where some newspapers combine with social networks to “attack” businesses and brands. The Department of Radio, Television and Electronic Information said that if all of them are handled, many journalists will fall into disciplinary violations.
Building state policies on information management on the Internet
Speaking at the conference, Minister of Information and Communications Truong Minh Tuan requested units under the Ministry to strengthen state management from now until the Lunar New Year.
“The Department of Radio, Television and Electronic Information needs to study measures to manage phone cards and game cards in electronic payments and online games. In addition, it is necessary to strengthen monitoring and supervision of information provision and use on the Internet. Fight against bad and toxic information, especially information that incites violence, causes ethnic hatred, information that insults human dignity, violates privacy, and unhealthy information related to children... ”

“It is necessary to continue working with large enterprises providing cross-border services to propose solutions to handle the situation of providing false information, causing harm to national security, political security, and social order and safety. In addition, clarify the issue of journalists having articles and statements that are provocative and lack standards on social networks,” Minister Truong Minh Tuan directed.
For the work of December, the Minister requested to soon complete regulations on managing information activities on the Internet, especially cross-border services, to ensure an equal and transparent legal environment.
In addition, it is necessary to prioritize the development of the domestic digital content ecosystem. There are policies to support domestic enterprises in building basic ecosystems such as social networks, search engines, and e-commerce.
One of the issues raised is the need to develop and implement a code of conduct on social networks for service providers and social network users in Vietnam. This is aimed at building a healthy and safe social network environment. This is a requirement set forth by the National Assembly resolution.
However, Minister Truong Minh Tuan emphasized that after developing this set of rules, it is necessary to widely consult people through the press and social networks.
In addition, the Ministry of Information and Communications will develop a set of tools to collect, analyze and manage network information, violation information, tools to analyze, rank and evaluate websites according to traffic to serve as a basis for developing state management policies on information on the Internet.
