Lac Son Commune (Do Luong): Towards building a model rural commune

(Baonghean) - Lac Son Commune (Do Luong) entered the new rural area construction at a low starting point, people's lives were uneven, after review, it only met 6/19 criteria. After more than 5 years of striving, with the determination of the Party Committee, government and people, the commune has completed 19/19 criteria and was recognized as meeting new rural standards in 2016.

Clearly identifying infrastructure construction as a task that spans many criteria and requires the concentration of large investment resources, the commune focuses on attracting investment resources from many sides such as state budget capital, integrated target programs, enterprise capital and other integrated capital sources.

In particular, the people have highly agreed and contributed tens of thousands of working days and hundreds of billions of VND to build infrastructure. In the past 5 years, the whole commune has mobilized over 152 billion VND to build the new rural area, of which the people have contributed over 106 billion VND, accounting for 70%. Thanks to this source of funding, dozens of large and small projects have been invested in, more than 25 km of asphalt roads, nearly 30 km of concrete canals and inner-field ditches have been invested. In addition, the commune has invested in building new and upgrading schools, offices, upgrading 9 hamlet cultural houses and playgrounds of 9 hamlets to meet standards.

Coming back to Lac Son today, I can clearly feel the development spirit and the new rural appearance. The village roads and alleys are spacious and the houses are bustling. Ms. Hoang Thi Mai - Head of Hamlet 9, excitedly said: Hamlet 9 has upgraded the cultural house, dug and built more than 2,000m2 of stadium, and concreted 1.3km of standard traffic roads. Thanks to convenient traffic, the hamlet has developed 3 economic models with an income of 150 - 250 million VND/year; the average income per capita in the hamlet has reached 30 million VND/year, an increase of 5 million VND compared to 2010.

The synchronous investment in technical infrastructure has created momentum for economic development and increased income for people. To achieve efficiency in economic restructuring, after completing the land consolidation and plot exchange, the commune has put into the fields nearly 300 mechanized machines of various types, built large model fields to effectively produce high-quality AC5 rice, and 45 economic models for stable income.

In addition, the commune has also promoted the development of service industries and occupations such as over 200 households engaged in milling, animal feed processing, small-scale trading, carpentry, automobile transportation, and services. Thanks to that, the average income per capita of the whole commune by 2016 is estimated to reach nearly 30 million VND, an increase of 6 million VND compared to 2010; the poverty rate has decreased to 2.82%.

The social sector has been properly invested and cared for. Up to now, 100% of households have audio-visual equipment and 70% of households have Internet connection. The village road system has electricity, 9/9 hamlets have cultural houses, the rate of cultural families is over 85%/year, 7/9 hamlets have achieved the title of cultural hamlet. The quality of teaching and learning has been increasingly improved, both schools currently meet national standards. Medical work and primary health care for the people have been taken care of. The medical station has been invested in and upgraded, the commune meets national standards in health; 98% of households have access to clean and hygienic water. The political security situation and social order and safety are maintained.

The socio-political system has been built comprehensively and firmly. The commune Party Committee currently has 335 members operating in 11 Party cells. The staff and civil servants are capable, qualified, and have a high sense of responsibility. The Party Committee, government, Fatherland Front and member organizations are annually ranked as good and excellent.

After more than 5 years of implementing new rural construction, the Party Committee and people of Lac Son commune have enthusiastically competed and actively responded to the movement, with a way of doing things from easy to difficult, focusing on mobilizing internal resources and taking advantage of the Central's target programs, the policies and mechanisms of the province and district to attract investment resources, contributing to building a new rural appearance in the commune every day.

Ms. Truong Thi Tuyet - Chairman of Lac Son Commune People's Committee excitedly shared: To achieve such proud results is thanks to the high political determination of the Party Committee, the drastic participation of the entire political system. The locality has well implemented the democratic regulations, transparency and publicity to create trust and high consensus among the people; flexibly utilized resources, encouraged and created favorable conditions for businesses to join the locality in building the new rural area.

Being recognized as a national NTM standard is a premise and motivation to give more strength to cadres, party members and people of Lac Son commune to continue to unite, strive harder and improve the quality of the criteria. From there, a new roadmap for appropriate steps to meet the common development needs, build an increasingly prosperous homeland, and aim to build a model rural commune of the district.
