A model new rural commune has at least one smart village model.

According to regulations, the model new rural commune in the period 2021 - 2025 is the commune:

1- Achieving advanced new rural standards in the 2021 - 2025 period; for communes that have been recognized as meeting advanced new rural standards in the 2018 - 2020 period, it is necessary to focus on reviewing, directing implementation, and fully meeting the standard level according to the requirements of the National Criteria for Advanced New Rural Communes in the 2021 - 2025 period.

2- The average income per capita of the commune at the time of consideration and recognition as a model new rural commune must be 10% or higher than the average income per capita applied according to regulations for advanced new rural communes at the same time.

3- There is at least one smart village model, specifically regulated by the Provincial People's Committee.

4- Meet the criteria for a model new rural commune in at least one of the most outstanding areas (production, education, culture, tourism, environmental landscape, security and order, digital transformation, etc.) with typical local values, issued by the Provincial People's Committee.

The Prime Minister assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant ministries and branches to urge the People's Committees of provinces and centrally run cities to implement the construction of new-style rural communes in the 2021-2025 period for evaluation and replication. In the process of urging and guiding localities to implement the criteria and targets of the above-mentioned set of criteria, if any new issues arise, the Ministry of Agriculture and Rural Development shall preside over and coordinate with relevant ministries, agencies and localities to promptly study, review, complete and advise the Prime Minister to consider, adjust and supplement the above-mentioned set of criteria, ensuring that they are suitable to practical conditions.

The People's Committees of provinces and centrally run cities, based on the actual conditions and characteristics of the locality, shall issue criteria for model new rural communes for the period 2021 - 2025 according to the most prominent fields (production, education, culture, tourism, environmental landscape, security and order, digital transformation, etc.) with typical local values ​​and smart village criteria, and direct and guide implementation in the area.
