The socio-economic situation has seen many positive developments.
Quynh Son commune was established by merging three former communes: Ngoc Son, Quynh Lam, and Quynh Son, which were previously part of Quynh Luu district. After the merger, the entire commune covers an area of 61.21 square kilometers.2and a population of 36,834 people. The Party Committee of Quynh Son commune has 55 subordinate branches with 1,033 party members. During the 2020-2025 term, despite facing many difficulties and challenges, thanks to closely following the directives of the higher levels and the practical situation, the Party Committees of the former communes have led the political system and the people in unity to successfully implement the goals and tasks set forth in the Congress Resolution.
The total value of products in the entire commune (at 2010 constant prices) is estimated to reach VND 1,298.6 billion in 2025; the average growth rate of total product value over the 5-year period from 2020 to 2025 is estimated at 8.45%. Average per capita income in 2025 is estimated at VND 57.26 million. The economic structure is shifting in a positive direction: Agriculture, forestry, and fisheries are estimated at 44.64%; industry and construction at 23.25%; and services at 32.11%.
Agricultural, forestry, and fisheries production is considered a strength of Quynh Son commune. The total cultivated area in the commune is projected to reach 3,243 hectares by 2025; food production is estimated at 12,900 tons. The average value of agricultural production per hectare is estimated at 115.3 million VND/year. To improve productivity and product value, people are gradually applying high technology in agricultural production, achieving initial good results such as the model of growing vegetables, flowers, and fruits in greenhouses in Quynh Son commune, and the production of vegetables under product buyback agreements in Ngoc Son commune (formerly). The use of rice transplanters and drones for spraying pesticides is practiced in Quynh Lam commune (formerly), and seed sowing is also implemented in Quynh Son commune. The total annual aquaculture area reaches 403.1 hectares; aquaculture production in 2025 is estimated at 749 tons. Livestock farming continues to shift towards the formation of concentrated farms.
Industrial production, small-scale handicrafts, and rural industries have developed fairly evenly and diversely; the total value of products in 2025 is estimated to reach VND 536.29 billion. Economic and social infrastructure has been invested in a comprehensive and modern manner, creating a new breakthrough compared to the beginning of the term. Many key infrastructure development projects have been implemented. Over the past five years, more than VND 618.29 billion has been attracted to invest in infrastructure construction to meet development requirements, such as roads, schools, irrigation works serving production and people's lives, and other supporting works.
Currently, the commune has received approval from the Prime Minister for the construction planning of 2 industrial clusters (Quynh My Industrial Cluster, 68ha; Quynh Hoa Industrial Cluster, 12.5ha) and 1 industrial park (Ngoc Chau Industrial Park, with an estimated area of 300ha by 2030 and an estimated area of 1,000ha after 2030)...
Trade and service activities have developed diversely, making a significant contribution to economic growth, social development, and the expansion of goods exchange. Services have developed quite rapidly, and the locality has focused on managing service prices, food safety, and environmental hygiene, especially in key areas. The New Rural Development Program has achieved many important results. Of the four communes before the merger, three have met the new rural development standards, and one commune (Ngoc Son commune) will meet the advanced new rural development standards in 2024. The appearance of rural areas has changed significantly, and the material and spiritual lives of the people have improved.
The socio-cultural sector continues to experience many positive changes, playing a crucial role in the harmonious and sustainable development of the locality. Education and training are comprehensively developed, and the quality of education is improving. The "All People Unite to Build a Culturally Rich Life" movement is widely implemented. Social welfare work is implemented synchronously and promptly. Families of policy beneficiaries, meritorious individuals, and social welfare recipients receive attentive care. National security and defense are strengthened, and political security and social order are ensured.

Building upon the significant achievements of the past term, the Party Committee of Quynh Son commune is embarking on a new phase of development with an important role and mission, integrating itself into the era of strong national progress. The focus is on striving to make Quynh Son a relatively prosperous commune in the province by 2030; with rapidly and sustainably developing industrial, agricultural, and service infrastructure; a synchronous infrastructure system that effectively adapts to climate change; continuously improving the material, spiritual, and health lives of the people; preserving and promoting cultural, historical, and traditional values; and maintaining national defense and security.
To realize the set goals, Quynh Son commune strives to effectively implement five main groups of solutions, prioritizing the development and promotion of investment attraction for key projects in industrial parks and clusters, with a focus on attracting investors to build infrastructure. Attracting investment in integrated industrial park and cluster projects in the area; concentrating on developing advantageous industrial sectors such as building materials production, forest product processing, etc., creating favorable conditions for the Trang Phuoc Chau garment factory (Quynh Hoa)... to operate effectively. Encouraging the development of new products using modern technology for export. Promoting the development of small-scale industries and rural crafts, aiming to shift the rural economic structure towards industrialization and modernization.
With the motto "Unity - Democracy - Breakthrough - Development," the Party Committee of Quynh Son commune has set forth 5 key tasks and 3 breakthroughs for the next term. At the same time, it is determined to strive to complete and exceed all 28 key targets in the areas of economy, culture and society, environment, national defense and security; and Party building and the political system.

Attract investment resources to complete key projects such as: the road leading to the T-tech solid waste treatment plant in Ngoc Son commune, the road leading to the Quynh Hoa Industrial Cluster...
Develop a modern, efficient, and sustainable agricultural sector that is green, clean, ecological, circular, and adaptable to climate change. Develop commerce in a civilized, modern, and rapidly growing and sustainable manner; focusing on planning commune markets, rectifying the situation of spontaneous markets in residential areas, and prioritizing the construction of shopping centers and mini-supermarkets.
Focus on attracting investors to build infrastructure and conduct production and business in Ngoc Chau Industrial Park, Quynh My Industrial Cluster, Quynh Hoa Industrial Cluster, etc.; urge the removal of difficulties for projects that have already been implemented to start operating soon.
Prioritize investment in renovating and upgrading school facilities and equipment, especially investing in building a sufficient number of classrooms at all levels, ensuring compliance with prescribed standards. Strive for 75-80% of schools to meet national standards, with at least one school achieving national standard level 2.
Attracting investment, preserving and promoting the value of heritage sites, especially the Ho Hung Dat Temple and the Cua Gan Temple, in conjunction with the development of spiritual tourism. Focusing on developing human resources to meet the development requirements of the commune; improving the quality and effectiveness of vocational training in the area...
