Tay Thanh Commune (Yen Thanh): Building a bright spot in mountainous rural areas

(Baonghean) - As a commune in a difficult mountainous area, by promoting the spirit of solidarity and striving, in the 2010 - 2020 term, Tay Thanh commune (Yen Thanh) has achieved many achievements in all areas of development, and people's lives have been significantly improved.

In terms of economy, the total production value is estimated at 152.5 billion VND, reaching 102% compared to the congress resolution; the average growth rate is 17.5% (Resolution 17-17.5%); the average income per capita is 21.5 million VND/year (Resolution 21.3 million VND)... The commune promotes the transformation of crop and livestock structure towards commodities. Combining the application of science and technology in agricultural production to increase production value, rice, sugarcane and cassava have stable areas, focusing on exploiting the potential for developing farms and ranches; currently the total herd of buffaloes and cows is 2,250; the aquaculture area is 36.8 hectares, the output is 30 tons; the concentrated forestation area during the term is over 600 hectares, the harvested and newly planted area is from 100 to 150 hectares each year; the estimated income value is 10-12 billion VND/year.

Small-scale handicraft industries have been gradually formed and put into effective production. Internal resources have been promoted, many investment projects have been attracted to build welfare works to serve economic development associated with rural development: rural traffic has been cleared according to the planning for over 53 km, irrigation works, schools, medical stations have been upgraded, the power grid system has been transferred, ...; the southern kindergarten cluster has been completed, the 2-storey secondary school building has been built, the commune administrative office building is being promoted, the clean water plant and a number of medium and small irrigation works with a total value of hundreds of billions of VND are being built... The locality has also done a good job of collecting and treating waste, up to now, over 90% of households in the commune have garbage pits at home.

Taking care of the cultural and social fields, investing in facilities to meet teaching and learning needs, the quality of education is increasingly improved; the rate of students passing the entrance exams to high schools every year reaches over 95%; the rate of students passing the graduation exams at all levels reaches an average of over 98% every year; the rate of excellent students at the school, district and province levels increases every year (83 students in the 2010-2011 school year, 136 students in the 2013-2014 school year). 2/3 of the schools meet the national standards in phase 1. The commune has met the national standards in phase 1 in health care. Regarding job creation, up to now, 1,200 workers have completed procedures to work stably at home and abroad. The poverty rate in 2010 was 30.9%, and in 2015 it dropped to 15.4% (Resolution 10%). The commune also implements well the policy for people with meritorious services and social protection regimes, and maintains stable national defense and security.

Party building work has been strengthened, the Party Committee has focused on directing the good implementation of political and ideological education for cadres and Party members, organizing the implementation, studying and thoroughly understanding the Party's guidelines, policies and resolutions to cadres and Party members; creating high unity in ideology and action throughout the Party Committee and all classes of people.

Entering the new term 2015-2020, Tay Thanh commune strives for: Average economic growth rate: 7.5 - 8%; average income per capita: 34 - 40 million VND/year; striving to build 2 vermicelli and cake craft villages in Le Lai, Don Ken; creating prestige for Tay Thanh agricultural products such as: clean coffee in Tien Quang, An Tien, An Quang, Thanh Son hamlets...; expanding the area of ​​​​flowers and valuable ornamental plants in all hamlets. Promoting the socialization of health care and education. Stabilizing the infrastructure of medical stations and schools to improve the quality of medical examination and treatment and the quality of teaching and learning. Continue to encourage the expansion of occupations such as repair, processing, construction, carpentry, welding, construction material production, vocational training center development, have policies and mechanisms, create legal conditions for the establishment of cooperatives, production groups, and expand other types of economic development.

Regarding basic construction, each hamlet has at least 1 to 1.5 km of hardened road, cleared roads have canals, upgrade the existing dam and canal system, and at the same time establish a project to call for investment in building 20 - 22 km of irrigation canals at Lo Sa dam, Cao Son dam, Khe Cho dam, Khe Giang... Strengthen national defense and security work, build a national defense posture, minimize social evils to ensure political security - social order and safety in the area. Innovate leadership methods, improve the capacity and fighting strength of party organizations, the pioneering and exemplary role of party members, do a good job of administrative reform, build a team of cadres with professional qualifications to meet new requirements; build a clean and strong political system in all aspects.

Tay Thanh is determined to promote the combined strength to successfully implement the project of building new rural areas in mountainous areas to become increasingly rich, beautiful and civilized.
