Determine the plan to arrange the apparatus in the merged commune
(Baonghean) - Implementing the arrangement of commune-level administrative units, Nghe An is expected to have 184 redundant cadres and 198 civil servants. While waiting for the National Assembly Standing Committee to issue a Resolution approving the Commune Merger Project of Nghe An, relevant localities need to develop a plan to arrange and reorganize the cadre team, which is considered one of the most important steps.
PROACTIVE AT COMMUNE LEVEL
According to the Project, in Hung Nguyen district, Hung Phu commune will merge with Hung Khanh commune to form Hung Thanh commune. Through discussions with commune leaders, it is known that, implementing the merger policy, among the commune cadres, there are comrades who have proactively learned about the policies and applied for early retirement, such as comrade Nguyen Canh Hoa - Chairman of the Fatherland Front Committee of Hung Phu commune. Having held many positions in the locality from Chairman of the Farmers' Association to the Party Standing Committee and taking on the position of Chairman of the Fatherland Front Committee of the commune from 2017 to present, comrade Hoa has made many contributions to the movement and carried out the political tasks of the locality. In the context of the merger, although there are still a few years left before retirement age and according to regulations, he is still within the age range to be re-elected to the new term's Party Committee, comrade Hoa has proactively expressed his wishes and has learned from the District Party Committee's Organization Board to carry out the procedures for early retirement according to regulations.

“Through research, I learned that the State’s support policy for cadres retiring before the age is appropriate. Besides, I also want to create conditions for young cadres to mature and contribute through the commune merger, so I wish to apply for early retirement.”
Also in Hung Phu commune, comrade Ngo Minh Ha - Secretary of the commune Party Committee said that comrade Pham The Khoa (born in 1963), Chairman of the Commune Veterans Association, after learning about the policies, completed the procedures to apply for early retirement according to Decree No. 113/2018/ND-CP on streamlining the payroll.
In Thanh Chuong district, Thanh Tuong, Thanh Hung and Thanh Van communes will also merge to form a new commune named Dai Dong according to the plan. Attending the recent expanded meeting of Thanh Tuong Commune People's Committee, it was seen that the commune leaders and officials had very frank discussions and had strong directions on preparation work such as inventorying public assets, finance, especially reviewing personnel work. Currently, Thanh Tuong commune has 21 cadres and civil servants, of which 10 are cadres and 11 are civil servants. Besides developing personnel plans, the commune also focuses on ideological work for the cadres and civil servants.
Comrade Luu Van Hoa - Chairman of Thanh Tuong Commune People's Committee said that among the total number of commune cadres, there will be a Party Secretary who is old enough to retire and comrade Nguyen Quang Hung - Commander of the Commune Military Command who has submitted a request to the Department of Internal Affairs and the District People's Committee to retire early according to Decree 113/2018/ND-CP on streamlining the payroll, although there are still nearly 4 years left.

Comrade Hung is an exemplary cadre and party member, a typical example of studying and following Ho Chi Minh's moral example and was awarded a Certificate of Merit by the province. Having held one of the key leadership positions of the commune for many years, especially as Commander of the Military Command for decades, Comrade Hung has made practical contributions to the development of the locality in carrying out military and defense tasks and in building new rural areas in the hamlet when assigned to take charge. Sharing about the decision that surprised many people, Comrade Nguyen Quang Hung shared that based on the practical situation and his own conditions, and also wanting to create conditions for young cadres, he proactively wrote a resignation letter.
DISTRICT LEVEL FINAL
Returning to Hung Nguyen district, the area with the largest number of merged communes this time with 10 communes. Accordingly, the total number of cadres in the 10 communes is 94 comrades, the total number of civil servants is 103 comrades. However, by 2020, only 16 cadres and 1 civil servant will retire, while the number of cadres and civil servants of the 5 new communes after the merger according to regulations is arranged to be 50 cadres and 50 civil servants.
Currently, according to the leader of the Organizing Committee of Hung Nguyen District Party Committee, the district has established a Steering Committee and related sub-committees to proactively carry out the process of rearranging communes. In particular, the Organizing Committee of the District Party Committee is developing a Project to perfect the organizational structure, arrange and assign cadres and civil servants of communes after merging commune-level administrative units in the district; thereby clearly indicating the orientation of arrangement, assignment and resolution of policies for cadres and civil servants of commune-level administrative units.

Through research in related districts and towns, plans have been developed and worked with communes to be proactive in arranging cadres, civil servants and non-professional workers, as well as solving problems related to facilities and finance when merging commune-level administrative units. At the online meeting between the Standing Committee of the Provincial Party Committee and the Standing Committees of districts, cities, towns and affiliated Party Committees on the implementation of tasks in the third quarter and the implementation of key tasks in the fourth quarter of 2019, comrade Tran Quoc Chung - Deputy Director of the Department of Home Affairs said that the Central Appraisal Council chaired by the Ministry of Home Affairs has appraised and agreed on the plan to merge communes in Nghe An. According to the roadmap after consideration, the Government will submit it to the Standing Committee of the National Assembly at the end of October or early November for consideration and resolution to approve the merger of communes.
“In December 2019, there may be a resolution and the merger will begin. According to regulations, after the resolution of the National Assembly Standing Committee is issued, the merger must be organized within 60 days.”
The Department of Home Affairs also requested the province to direct the relevant district and commune-level Party committees and authorities to review all job positions, cadres, titles, qualifications, ages, etc. during this time. Then, it is planned to arrange redundant cadres and cadres, transfer them to other jobs, and appropriate positions, etc. From there, the Department of Home Affairs will be notified to advise the Provincial People's Committee, and at the same time coordinate with the Provincial Party Committee's Organization Board to arrange an appropriate number of cadres.

Regarding this content, Nghe An Provincial Party Secretary Nguyen Dac Vinh requested the Department of Home Affairs to advise the Provincial People's Committee during the implementation process to ensure the fastest possible progress. The relevant district level should proactively develop plans for commune-level administrative units expected to merge, so that after the resolution is issued by the National Assembly Standing Committee, it can be implemented immediately.
According to the Project, the total number of commune-level administrative units to be rearranged in the province is 39 units; after the rearrangement, there are 19 commune-level administrative units remaining (16 new units, 3 units with changes in natural area, population size and administrative boundaries), a decrease of 20 units. The current status of the staff of 36 communes, wards and towns; excluding 3 communes with the same number of staff, namely Tam Thai, Xa Luong (Tuong Duong) and Tien Phong (Que Phong), there are 732 people (344 staff, 388 civil servants). According to the calculation of the Department of Home Affairs, it is expected to continue to arrange 350 staff and civil servants (160 staff, 190 civil servants). After the arrangement, there are 184 surplus staff and 198 civil servants.
