Building New Rural Areas in Xuan Hoa (Nam Dan)

The Party Committee and People's Committee of Xuan Hoa commune have based on the instructions of the superiors to specify the contents, and at the same time established the Steering Committee, Management Board, Village Development Board, and support team in building the new rural areas. The commune organized the implementation of the project with an easy criteria roadmap, low cost of implementation, while strengthening propaganda and mobilizing people to participate in implementing the remaining criteria. With the motto of relying mainly on the internal strength of the people; ensuring the motto "People need, people know, people discuss, people contribute, people do, people inspect, people manage and people benefit", after more than 4 years (since 2011) from only 8/19 criteria, 22/39 contents, up to now Xuan Hoa has achieved 19/19 criteria and 39/39 contents in the set of criteria for building new rural areas, all of which originated from the high consensus and solidarity of the people.

From the central budget and counterpart funds from the people, in the period of 2012 - 2015, Xuan Hoa commune supported models of developing plant varieties, aquaculture, livestock and poultry farming; supported investment in machinery and equipment for farmers' production; supported the development of rural industries...

In the period of 2013 - 2014, the provincial budget also supported more than 400 million VND for 350 households to develop production and increase income. Along with that, land consolidation and plot exchange have overcome the situation of fragmented land and small-scale production. The redesign of fields and upgrading of irrigation systems have created favorable conditions for people to apply mechanization in production, have conditions to organize commodity agricultural production, and plan concentrated production areas; from which many models of high-value crop varieties have appeared and been put into production in concentrated commodity production areas. These models are: GS9 hybrid rice 16 hectares, soybean 3.2 hectares, maintaining and developing safe vegetable areas of over 12 hectares, maintaining and expanding the area of ​​fish breeding 7 hectares, growing flowers 4 hectares...

Thanks to land conversion, Xuan Hoa commune has planned a livestock farm system with high economic efficiency.

This is one of the important steps of Xuan Hoa commune in developing agriculture towards commodity production; the average growth rate of the commune in the past 5 years reached 12%/year, of which agriculture - aquaculture increased by an average of 30.7%/year, industry - handicrafts - construction increased by an average of 39.4%/year, trade - services increased by 29.9%/year. The total food output in the period of 2011 - 2015 reached 4,808 tons, increasing the income for people by the end of 2015 to 27.5 million VND/person/year. In 2014 alone, Hamlet 6, Xuan Hoa commune was recognized by the province as a civil carpentry village, at the same time adding many new jobs. Currently, the whole commune has 8 enterprises and over 426 establishments and individual business households operating in the field of trade and services that are operating effectively.

Also in the past 4 years, with support funds from all levels, sectors and mobilizing people in the commune to invest in upgrading 12 dilapidated temporary houses for policy families and poor households. Up to now, there are no temporary or dilapidated houses in the commune. The rate of households with houses meeting the standards of the Ministry of Construction is 1,442/1,602 households, reaching 90%; the poor households are only 4%.

The new rural appearance has improved, people are in agreement, united, and trust the local Party Committee and government - That is a solid foundation for the Party Committee and people of Xuan Hoa to continue building a more prosperous and beautiful homeland in the coming years.
