(Baonghean.vn) - That was the direction of Chairman of the Provincial People's Committee Thai Thanh Quy in the November 2019 thematic meeting of the Provincial People's Committee held on the afternoon of November 12, the part to evaluate the results of the implementation of the National Target Program (NTP) on new rural construction (NTM) in 2019 and discuss the plan and tasks for 2020.

Basically achieved the set target
In 2019, Nghe An implemented the program under extremely difficult conditions, due to the complicated developments of African swine fever, the mobilization of people as the main subject in building new rural areas decreased significantly... The Government assigned increased targets for Nghe An: 1 more new rural district, 39 more new rural communes.
However, Nghe An basically achieved the set goals and tasks. By the end of October, 12 more communes had been assessed by the Provincial Appraisal Council, of which 7 communes had been recognized as meeting the standards by the Chairman of the Provincial People's Committee.
It is expected that by the end of this year, there will be 40-42 more communes meeting the new rural standards, exceeding the target assigned by the Provincial People's Council Resolution. Yen Thanh district has been assessed by the province as meeting the new rural standards and is completing the dossier to submit to the Central Government for assessment and recognition of the district meeting the new rural standards in 2019.
It is expected that by the end of the year, the average number of criteria in the whole province will reach 16.1 criteria/commune, the average income per capita will reach over 28.5 million VND/person/year, and the accumulated amount of cement to support the construction of new rural areas will be over 1,000 billion VND...

In addition, the Department of Agriculture and Rural Development frankly acknowledged that there are still significant limitations in the process of building new rural areas, namely the rural economic structure has not changed significantly; the development of cooperative models according to the Law on Cooperatives, joint venture models, associations and attracting enterprises is still limited, the connection between industry and services with agricultural production is not tight and not sustainable; the mechanism and policies to encourage land accumulation to create commodity production models are not strong enough; the connection in production, processing, consumption of agricultural products, the application of science and technology in agricultural production is still limited. Investment capital from the State budget has not met the requirements; Rural environmental pollution is posing many challenges.
In addition, the emulation movement and results of new rural construction among regions, districts in the province, between communes in the district and between sectors are not uniform. There are no specific mechanisms and policies for the 3 model new rural communes and new rural villages. The reporting of implementation results by localities to the Coordination Office of the National Target Program on New Rural Construction is not regular and continuous.

Building new rural areas is a long-term, regular job.
Agreeing to approve the draft report presented by the Department of Agriculture and Rural Development at the meeting, the leaders of the Provincial People's Committee also assigned the department to receive valid comments at the conference, including the proposal of Vice Chairman of the Provincial People's Committee Le Hong Vinh that it is necessary to pay attention to creating jobs and increasing income for people.
The Chairman of the Provincial People's Committee emphasized that sectors and localities need to thoroughly understand that building a new rural area is a long-term, regular task, something that must be done and paid close attention to, so that the quality of life in rural areas can be improved, even better than in urban areas in terms of environment, village sentiment, neighborhood sentiment, etc.
For the whole country in general and Nghe An in particular, summarizing 10 years of building new rural areas is an opportunity to summarize experiences and lessons, emphasizing important criteria. Communes that have been recognized as meeting new rural standards need to continue to strive to meet advanced new rural standards, model new rural standards; improve the quality of life of rural residents; create many production models associated with stable jobs for people...
"The Provincial New Rural Area Coordination Office must constantly mobilize, accumulate, and summarize at the grassroots level to advise the province to launch small but meaningful activities that reach the people's hearts," Comrade Thai Thanh Quy directed, and at the same time recommended actively consulting and learning good and effective practices in building new rural areas in other localities across the country.
Goals for 2020:
- The whole province has 25 more communes meeting the standards, bringing the total number of communes meeting the standards to 282 communes, equivalent to 65.4%. The average income per capita in rural areas by 2020 will reach 36 million VND/person/year or more.
- Number of criteria, average for the whole province is 16.8 criteria/commune or more.
- Building a model new rural commune.
- Strive for each district to have 1-2 residential areas meeting the standards according to the provincial criteria.
- Build 60 more new rural standard garden models, increasing the number of new rural standard gardens in the province to 95, creating places for sightseeing, learning and sharing experiences.
- Build 100 more villages/hamlets in extremely disadvantaged communes to meet the standards according to the Criteria 2337/QD-UBND of the province (villages/hamlets in communes not included in the plan to meet new rural standards in the period 2016-2020).
