Building a strict and practical operating regulation for the People's Council

(Baonghean.vn) - On the morning of July 21, the Standing Committee of the Provincial People's Council examined a number of draft resolutions promulgating the operating regulations and conditions to ensure the operation of the Provincial People's Council, term XVII, 2016 - 2021.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

Attending the inspection were members of the Provincial Party Standing Committee: Cao Thi Hien - Vice Chairman of the Provincial People's Council, Ho Phuc Hop - Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Society Department; Le Hong Vinh - Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Economic - Budget Department; and members of the Provincial Party Committee: Hoang Viet Duong - Vice Chairman of the Provincial People's Council and Phan Duc Dong - Head of the Internal Affairs Department, Head of the Provincial People's Council's Legal Department; representatives of a number of relevant departments and branches.

Regarding the draft Resolution regulating a number of spending regimes to ensure the operations of People's Councils at all levels in Nghe An province, there are many spending items and basic spending norms remaining the same according to Resolution No. 135/NQ-HDND, dated July 16, 2014 of the Provincial People's Council.

Many opinions participating in the review said that the principle of issuing the spending regime is not to exceed the prescribed framework and to ensure conditions for the People's Councils at all levels to operate effectively. Some opinions suggested paying attention to supplementing the spending regime for some contents for the activities of the People's Councils at the commune level; providing internet connection equipment for full-time People's Council delegates at the district and commune levels; increasing the meeting and accommodation expenditure norms for People's Council delegates at all levels to meet the reality.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council expressed his opinion that it is necessary to clearly define the functions, tasks, and operating principles of the Provincial People's Council, the Standing Committee, the Committees, and the delegates of the Provincial People's Council.

The Draft Resolution promulgating the operating regulations of the Provincial People's Council, term XVII, 2016 - 2021, consists of 11 chapters and 66 articles. Accordingly, the regulations provide detailed and specific regulations on the People's Council sessions; functions, tasks, powers, and operating principles of the Provincial People's Council, the Standing Committee, the Committees, and delegates of the Provincial People's Council; the relationship between the Standing Committee and the Committees of the Provincial People's Council with the People's Committee, the Provincial Fatherland Front, and socio-political organizations; and conditions to ensure the operation of the Provincial People's Council. This regulation is built on the basis of the Law on Organization of Local Government 2015, which is the legal basis to create favorable conditions for the Provincial People's Council, term XII, 2016 - 2021 to operate effectively.

Comrade Hoang Viet Duong - Provincial Party Committee member, Vice Chairman of the Provincial People's Council requested clarification of issues with different opinions on the operating regulations.

Comrade Phan Duc Dong - Member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Committee, Head of the Provincial People's Council's Legal Committee gave his opinion on supplementing the operating regulations of the Provincial People's Council.

Concluding the review, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: The operating regulations of the Provincial People's Council will regulate all activities and quality of the Provincial People's Council throughout the 2016 - 2021 term, so the requirement must be built strictly on the basis of adhering to the provisions of the law and the practical operation of the People's Council.

Regarding the structure of the regulations, it is necessary to be strict from the organizational structure to the activities of the Provincial People's Council, the Standing Committee and the Committees, and the Provincial People's Council delegates, including meeting with voters, receiving citizens, monitoring activities, and organizing meetings. Regarding the operational relationship between the Standing Committee, the Committees of the Provincial People's Council and organizations, unions, agencies, and units, in addition to implementing the provisions of the law, it is necessary to base on reality and operational needs to expand the relationships to ensure improving the quality and effectiveness of the Provincial People's Council's operations...

The Legal Committee of the 16th Provincial People's Council, term 2011 - 2016, supervises the implementation of notarization at private civil servant offices.

Comrade Nguyen Xuan Son requested the Standing Committee of the Provincial People's Council to absorb the opinions of the delegates to edit and supplement before submitting to the Provincial People's Council for comments at the second session, scheduled to be held in early August 2016.
