Building a work-oriented, grassroots style in Anh Son

INSPECTION AND SUPERVISION OF OFFICIALS AND CIVIL SERVANTS
For many years, Tao Son commune has had its own way of managing its staff and civil servants through the management of civil servant cards. This method has helped the locality monitor the compliance with working hours of staff and civil servants in a scientific manner.
Accordingly, the commune divides cards into 3 types, including: Cadre cards, civil servant cards and part-time cards, which are hung at the office; every day at working hours, cadres and civil servants come to receive the cards and leave the cards at the office after working hours. When cadres and civil servants go to the grassroots or on business trips, they are responsible for reporting to the commune leaders and the office. With this method, it is possible to know which cadres and civil servants are late or absent without the office staff having to go to each room to check the numbers. At the same time, the specific daily work schedules of the Party Committee Secretaries and Commune People's Committee Chairmen are also made public by the office for civil servants and people to monitor and supervise.
In addition, the office of the Chairman of the People's Committee of Anh Son District, Nguyen Huu Sang, has installed a surveillance camera system. Thanks to this device, the head of the government here can recognize and closely monitor the compliance with working hours and administrative discipline of officials and civil servants in departments and agencies as well as the security situation of the agency. The surveillance camera system was installed by the People's Committee of Anh Son District since May 2018. Up to now, there have been 25 cameras at locations in the district People's Committee office, directly connected to the mobile phone devices of district leaders, displayed anytime, anywhere.
“Installing cameras at the district People's Committee headquarters will help district leaders monitor and evaluate the attitudes and working methods of officials and civil servants. From there, timely instructions can be given, both to build trust and serve the people better, and to ensure security and order in and out of the agency. Thereby, tightening and enhancing discipline and administrative order in the agency; the exemplary nature of officials and party members at all levels will also be revealed more clearly and multi-dimensionally.”

In recent times, Anh Son district has implemented many synchronous solutions to monitor cadres and civil servants. Not only monitoring and strictly complying with working hours, Anh Son district People's Committee is the unit that maintains and effectively implements the flag salute and singing of the National Anthem associated with the weekly activities at agencies, units, communes and towns in the district. Through the activities, there are reports on the results of monitoring, evaluating and reminding the compliance with discipline, order and working hours of cadres, civil servants and public employees.
In addition, to create unity as well as closely monitor the implementation of political tasks of each department and professional office; each department and office will be responsible for commenting and summarizing each assigned task of each department in the "Weekly Duty Book", reporting to the district leaders every week. This has minimized the ease, carelessness, and overdoing things in handling professional work as well as handling administrative procedures related to the people.
In addition, the district leaders innovated management and operation methods such as establishing groups via the social network Zalo to exchange work, including groups: leaders of the district People's Committee and departments, heads of departments; Chairman and departments; Chairman of the district People's Committee with chairmen of commune People's Committees, etc., also creating their own advantages.

HIGHLIGHT THE RESPONSIBILITY OF THE HEAD
One of the clear changes in administrative reform work in Anh Son district is to promote the responsibility of heads of State administrative agencies at all levels in administrative procedure reform work. At administrative agencies in the district, administrative procedure reform work has produced encouraging results.
For example, Cao Son commune, a particularly disadvantaged locality in Anh Son district, which has benefited from the Government’s Program 135, has recently seen many clear changes in many areas. Notably, the number of poor households was over 30% before 2013, but has now dropped to 9.6%. Many welfare projects and public works with large-scale and systematic infrastructure have been built.
What is more noteworthy is that the movement to promote internal strength and contribute to the construction of electricity - roads - schools - stations among the people has been mobilized and responded to to the maximum extent.
By launching the emulation movement “Lighting up the faith”, the key of which is to light up new ideas, ways of thinking, and ways of doing things, the Party Committee and the government here have accompanied the people, bringing Cao Son commune to a new level of development. From the local reality, many popular movements have been launched and have created high consensus from the people. Because of that, even seemingly difficult tasks have yielded good results.

In Tao Son commune, implementing administrative reform, the Party Committee and the government have innovated their working style and manner in the direction of being close to the people, sticking to the grassroots, immediately resolving the needs of the people, and being ready to dialogue with the people to resolve problems arising at the grassroots level. This is also a policy that the Party Committee and the government of Tao Son commune have resolutely implemented, considering this a solution to improve the responsibility, spirit, and attitude of serving the people of cadres and civil servants.
The Party Committee of the commune has assigned members of the Party Executive Committee of the commune to monitor and assist the Party cells of the hamlets in all areas under the supervision of the Party Committee, which has brought about practical results in the leadership of the Party Committee.
“In administrative reform, local leaders always uphold their role and responsibility, directly direct, manage, deploy, and urge solutions, especially in areas directly related to the people. From there, each cadre and civil servant is required to strengthen public ethics, enhance their sense of responsibility, and awareness of serving the people.”

Chairman of Anh Son District People's Committee Nguyen Huu Sang affirmed: "Although there have been positive changes, the administrative reform work of the locality still reveals many shortcomings, requiring the drastic participation of the entire political system. On the basis of clearly recognizing the limitations, Anh Son District will focus on synchronous solutions to create strong changes, in which promoting the role and responsibility of leaders in promoting administrative reform work; towards the goal of building a clean, strong, effective administration, better serving organizations and businesses".
