At about 4:30 p.m. on December 29, Mr. Tran Trong Hoang (born in 1993), residing in Nghi Phu commune, Vinh city, was driving a crane truck with license plate number 37N - 3314 carrying trees on National Highway 46 towards Vinh city. While passing through Kim Lien commune, Nam Dan district, driver Hoang lost control of the steering wheel while avoiding an old man who was passing in front of him and was hit straight by a truck with license plate number 37C - 09931 going in the opposite direction.
