Mr. Hoang Van Hoa in Van An commune, Nghe An province asked: According to the provisions of Decree 168/2024/ND-CP, how will the driving of cars, tractors and similar vehicles violating environmental protection regulations when participating in traffic be handled?
Reply:
According to the Ministry of Public Security: Article 17 of Decree 168/2024/ND-CP dated December 26, 2024 stipulates "Penalties and deduction of driving license points for drivers of cars, tractors and similar vehicles violating environmental protection regulations when participating in traffic" as follows:
1. A fine of 500,000 VND to 1,000,000 VND shall be imposed for driving a vehicle that does not meet the requirements for urban traffic hygiene.

2. A fine of between VND 2,000,000 and VND 4,000,000 shall be imposed for one of the following violations:
a) Transporting soil, rock, waste, or loose goods without a cover or tarpaulin, or with a cover or tarpaulin but still letting them fall; causing goods to fall on the road; transporting goods or waste so that water flows onto the road surface, causing traffic insecurity;
b) Dragging mud, soil, sand, raw materials, materials or other waste onto the road, causing traffic insecurity.
3. A fine of between VND 4,000,000 and VND 6,000,000 shall be imposed on drivers who illegally dump garbage, soil, sand, rocks, materials, and waste within the land area reserved for roads on extra-urban roads.
4. A fine of between VND 10,000,000 and VND 15,000,000 shall be imposed on drivers who illegally dump garbage, soil, sand, rocks, materials, and waste on the streets.
5. In addition to being subject to penalties, drivers (when driving cars) who commit violations specified in Clause 3 and Clause 4 of this Article will also have their driving license deducted 02 points.
