(Baonghean.vn) - At the discussion session of group 7 in the 8th session of the 17th People's Council on the afternoon of December 10, many delegates of the People's Councils of Dien Chau and Quynh Luu districts mentioned the shortcomings in merging commune and hamlet levels according to the spirit of Resolution 6 of the Central Committee.

At the discussion session of group 7, delegates focused on discussing issues related to socio-economic development in all fields. Delegates assessed the implementation of socio-economic tasks in 2018; draft resolutions submitted to the session; activities of the Provincial People's Council and the direction and administration of the Provincial People's Committee...

Delegate To Van Thu - Vice Chairman of the People's Council of Quynh Luu district assessed that although all levels and sectors have had many solutions in vocational training and job creation for workers, in reality, they have not yet met the demand. Nghe An workers in general still have to "leave their homeland" to go to other provinces, even export to find jobs. Meanwhile, the methods of managing exported workers still have many shortcomings, there is still a situation of workers going abroad illegally, facing many risks.

Also attending the discussion at Group 7 were delegates of the Provincial People's Council in the constituencies of Dien Chau and Quynh Luu districts; departments and branches: Finance; Agriculture and Rural Development; Home Affairs; Culture and Sports; Provincial People's Court; Provincial Fatherland Front Committee; Department of Statistics; Provincial Cooperative Union; Provincial Red Cross.

Concerned about the merger of agencies and units in the spirit of Resolution 6 of the Central Committee, Vice Chairman of the People's Council of Quynh Luu district suggested that this process should be accelerated, but there should be a mechanism for cadres after the merger.

Also related to the issue of merging communes and hamlets, delegate Nguyen Nhu Khoi - Member of the Provincial Party Committee, Director of the Provincial Radio and Television Station, said that merging communes and wards is not an easy process, especially related to the construction of new rural areas. Citing an example in Dien Chau district, the delegate said that currently, according to the criteria of area and population, there are 3 communes in the district that need to be merged. From here, the issue of concern arises in the waste of completed cultural institutions for communes that have reached the new rural finish line, and communes that are hesitant in building new rural areas.

Delegate Nguyen Nhu Khoi commented that after the merger, it will be difficult to determine the commune center. The hamlet chosen as the center will also face difficulties, exceeding its "capacity" when the number of households may increase from 400-500 households, unable to meet the common living needs. Not only that, the surplus of cadres after the merger is also an issue that needs attention.

Delegate Tran Quoc Dung (Department of Home Affairs) said that the Ministry of Home Affairs has decided to temporarily suspend the merger of administrative agencies at the provincial and district levels. The merger is carried out in the spirit of Resolution 6 of the Central Committee on streamlining the apparatus, however, the Government has not yet issued a Law to provide specific and consistent guidance.

Regarding the merger of communes and hamlets, it is carried out according to Regulation 1211 of the National Assembly Standing Committee. The delegate said that among all the merger criteria, there are two criteria that play a primary role: area and population. Accordingly, communes that lack less than 50% of these two criteria will be merged. Thus, by 2021, Nghe An will merge 22 communes according to the above criteria. However, the Provincial Party Committee and the People's Committee have agreed that the merger must be done cautiously, not hastily, and with a clear roadmap, in line with reality.

In addition, at the discussion, delegates also mentioned issues such as: The resolution of issues raised by voters is still slow; businesses are only allowed to operate when occupational safety and hygiene and fire prevention and fighting items are accepted; and regulations on extra teaching and learning are adjusted;Review project plans, especially suspended projects, projects with no resources and no feasibility, to avoid affecting people's lives and wasting land resources; the method of managing exported labor still has many shortcomings, there is still a situation of unofficially exported labor, facing many risks.

Speaking at the discussion session, Ms. Cao Thi Hien - Vice Chairwoman of the Provincial People's Council acknowledged the opinions of the delegates, who had a high sense of responsibility, closely following the issues of concern to voters at the grassroots level. Noting that from the grassroots level, voters are interested in the issue of administrative reform. This is the content that the Party Committees and authorities at all levels have taken drastic direction.

Regarding the settlement of voters' petitions, the Vice Chairman of the Provincial People's Council said that it is necessary to have a roadmap, prioritizing urgent issues, answering clearly, thoroughly, and focusing on the main points.

Concluding the discussion session, Mr. Nguyen Nhu Khoi acknowledged the contributions of the delegates and fully summarized them to reflect in the next working session of the Provincial People's Council.
