Trial of construction company director who swindled projects and appropriated billions of dong

Nguyen Van Binh is the director of a construction company. To have money to spend, Binh uses his ability to "talk big" and "brag" about knowing many people in positions of power. Binh also boasts about his ability to apply for construction projects, apply to study at police and military schools, apply to work in the police force, military telecommunications corporations... making many victims believe him.

For the crime of Fraudulent appropriation of property, in December 2011, Nguyen Van Binh was sentenced to 30 months in prison with a suspended sentence and 55 months probation. During the suspended sentence, Binh continued to commit fraud.
The investigation agency determined that between May 22, 2008 and May 12, 2014, Nguyen Van Binh appropriated a total of more than 1.5 billion VND from 8 victims.
Among them, the person who was cheated the most was Mr. Hoang Van H. (residing in Hung Tien commune, Hung Nguyen district) with 500 million VND to run the project. However, Binh could not get the construction project for Mr. H. as promised. At the investigation agency, Binh did not cooperate so it was not determined how Binh used the money he had embezzled from Mr. H.
At the trial, the defendant initially denied the crime but later admitted to fraud.
The panel of judges determined that the defendant’s actions were particularly dangerous to society, and that the defendant committed a crime that was classified as a repeat offender. However, the defendant also had some mitigating circumstances, so the panel sentenced Nguyen Van Binh to 8 years in prison for fraud and appropriation of property. The 30-month suspended sentence of the previous sentence was converted into imprisonment. The defendant was ordered to serve a total sentence of 10 years and 6 months in prison.
