Completely handle the situation of oversized and overloaded vehicles on the road

(Baonghean.vn) - Nghe An voters reported that there are still oversized and overloaded vehicles on the road, damaging the traffic system. They requested the government to direct ministries and branches to have solutions to completely handle the above situation, and at the same time have solutions to manage weighing stations to ensure transparency and efficiency.

Regarding this issue (in Official Dispatch No. 3138/BGTVT-ATGT), the Ministry of Transport responded as follows:

In recent years, the work of ensuring traffic safety and order (TSA) has always received attention from the Party, the National Assembly, the Government, ministries, localities and the whole society; many urgent and long-term solutions to ensure TSA have been implemented drastically and synchronously nationwide.

Regarding the control of vehicle weight, implementing the Prime Minister's Official Dispatch No. 95 and Official Dispatch No. 1966/CD-TTg on rectifying the situation of road transport vehicles violating the overloading regulations and strengthening the control of vehicle weight on the road, on November 21, 2013, the Ministry of Public Security - Ministry of Transport issued Plan No. 12593 on coordination in implementing control and handling of violations of overloading of automobiles, simultaneously implemented from April 1, 2014 nationwide. After more than 02 years of implementation (up to August 1, 2016), the situation of violations of vehicle weight nationwide has been controlled, decreasing by over 92% compared to the time before implementing Plan 12593/KHPH-BGTVT-BCA.

Regarding the work of controlling vehicle load in Nghe An province, with the close attention and direction of the Provincial Party Committee, the Provincial People's Committee and the drastic participation of local authorities, the work of controlling vehicle load in Nghe An province has had positive changes, most businesses and vehicle owners have proactively cut off the extended side of the vehicle body, carrying the correct load.

According to the report of Nghe An Department of Transport, in 2016 and the first 3 months of 2017, the functional forces in Nghe An province handled 11,154 cases of vehicles violating regulations on overloading, oversize, and cargo bed size; imposed fines and paid nearly 52 billion VND to the state treasury, and temporarily revoked driving licenses in more than 5,000 cases.


However, as reflected by voters, the situation of means of transport violating the size of the vehicle body and overloading the permitted weight in some provinces and cities is becoming more complicated and tends to recur; there are still some cadres and civil servants assigned to inspect, examine and control but showing negative signs, condoning and covering up violators...

To promptly rectify the above situation and improve the effectiveness of vehicle load control, the Prime Minister issued Directive No. 32/CT-TTg dated November 25, 2016 on strengthening the control of vehicle load. Implementing the direction of the Prime Minister, the Ministry of Transport issued plans No. 12885/KH-BGTVT dated November 1, 2016; Document No. 15235/BGTVT-ATGT dated December 20, 2016 on strengthening the control of vehicle load to implement Directive No. 32/CTTg of the Prime Minister; Coordinate with the National Traffic Safety Committee to organize Inspection Teams for the control of road vehicle load in a number of localities; Coordinate with the Traffic Safety Committees of provinces (including the Traffic Safety Committee of Nghe An province) to implement the following contents:

- Propose that the Provincial Party Committee and City Party Committees of provinces and cities issue Directives on continuing to implement Directive No. 18-CT/TW of the Secretariat on "Strengthening the Party's leadership in ensuring order and safety of road, railway, inland waterway traffic and overcoming traffic congestion", including the task of controlling vehicle load.

- Advise and report to the People's Committees of provinces and cities on the implementation of Directive No. 32/CT-TTg dated November 25, 2016 of the Prime Minister on strengthening the control of vehicle load, in which assigning and defining specific responsibilities of the Police, Transport and Local Authorities at all levels, in conjunction with the responsibilities of the heads.

- Directing the Department of Transport:

+ Manage and operate the Vehicle Weight Inspection Stations equipped by the Ministry of Transport; consolidate and reorganize the operations of the Vehicle Weight Inspection Stations in accordance with the local situation; consolidate and improve the capacity of the Traffic Inspectorate force;

+ Re-sign commitments (according to the new form) on not transporting overloaded goods, not loading goods onto vehicles exceeding the permitted load of enterprises, at the same time strengthen inspection and supervision of the implementation of signed commitments and strictly handle transport units and cargo hubs that violate the commitment on loading goods onto vehicles not exceeding the permitted load.

- Directing the Police of provinces and cities:

+ Closely coordinate with agencies of the Transport sector in implementing vehicle load control in the area; implement for all roads passing through the local area;

+ Prevent and strictly handle protectionism, negativity and "bribery" in handling violations of legal regulations on ensuring road traffic safety and order, especially vehicle load control;

+ Direct the Police forces to promptly and fully exchange information on administrative sanctions in transportation activities, especially vehicle load control activities, with the competent authorities of the Transport sector to serve the management and handling of violations.
