Timely handling of cases of re-encroachment on traffic safety corridor on National Highway 1A

(Baonghean.vn) - Voters in some localities requested the Provincial People's Committee to promptly resolve the compensation issues for households that have not yet received compensation in the land acquisition and clearance project to upgrade and expand National Highway 1A and take measures to deal with households that re-encroach on the traffic safety corridor.

Regarding this issue, the Provincial People's Committee responded as follows:

The project to upgrade and expand National Highway 1 through Nghe An province has a total length of 73.8km. The project has been completed and handed over for use. The People's Committees and the Land Acquisition Councils of Nghi Loc, Dien Chau, Quynh Luu districts, Vinh city, and Hoang Mai town have established and approved the compensation and support values, completed the land acquisition work, and promptly handed it over to the construction unit. However, currently, there are many households petitioning and complaining about compensation for land, mostly for land in the corridor and land cleared over the periods.

Regarding complaints and recommendations, the Provincial People's Committee has assigned the Department of Natural Resources and Environment to preside over the establishment of an interdisciplinary inspection team to inspect and advise the Provincial People's Committee on resolution.

National Highway 1A is expanded

Currently, based on the advice of the Department of Natural Resources and Environment, the Chairman of the Provincial People's Committee has issued a decision to resolve complaints for 46 cases in Nghi Long commune (Decision No. 2221/QD.UBND.KT dated May 22, 2016); 5 cases in Nghi Yen commune, Nghi Loc district (Decision No. 1502/QD.UBND.KT dated April 8, 2016).

For 6 households in Dien Hong commune, Dien Chau district (in case the local government assigned a part of the land area within the road construction boundary, with land use fees collected, the households were granted land use certificates according to regulations), the Provincial People's Committee directed the People's Committee of Dien Chau district to consider and work with citizens to propose a solution to ensure the rights of people whose land was recovered according to the provisions of law (Document No. 4086/UBND.BTD dated June 11, 2016).

For the remaining petitions, the Provincial People's Committee has directed localities to inspect and review to respond to citizens according to regulations.

In many sections of National Highway 1A passing through Dien Chau commune, people arbitrarily removed the anti-glare shields on the median strip.

Regarding administrative lawsuits, after being resolved by the People's Committees of districts, cities and towns for the first time, but the households did not agree with the settlement results, they continued to file lawsuits in court and currently the People's Court of Dien Chau and Quynh Luu districts has accepted the citizens' lawsuits.

For households that re-encroach, the People's Committees of districts and communes where National Highway 1 passes through have closely coordinated with the Road Management Department II (the unit that manages and operates National Highway 1) to promptly detect and handle. After the project to upgrade and renovate National Highway 1A was completed, the appearance of the main road changed completely, creating favorable conditions for vehicles to participate in traffic. There are barriers along the entire length of National Highway 1A.
