Notably, the successful propaganda and organization of the 13th National Party Congress and the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; associated with the implementation and implementation of the resolutions of the 13th National Party Congress and Party congresses at all levels into life.

The propaganda system at all levels also stepped up the fight against and refuted the wrong viewpoints and distorted arguments of various forces; protected the Party's ideological foundation, and fought against self-evolution and self-transformation within the Party.

Besides positive changes, through the report on propaganda work in the first 6 months of the year of the Central Propaganda Department and discussion opinions at the connecting points of provinces and cities across the country, propaganda work is still raising a number of concerns that need timely solutions.

Of particular concern are measures and solutions to effectively disseminate policies, resolutions and directives of the Party at all levels to cadres, party members, especially the people in the context of the complicated developments of the Covid-19 pandemic.

Along with that, the propaganda, information orientation, and public opinion on some sensitive and complicated issues are not timely, leading to the situation where social networks are ahead, causing information interference, creating confusion and agitation among the masses.

Some electronic newspapers and magazines are exploiting too deeply the limitations and shortcomings and pushing the issues up, causing negative psychology in society.

Raise political responsibility of heads of press agencies

Concluding the conference, comrade Nguyen Trong Nghia - Secretary of the Party Central Committee, Head of the Central Propaganda Department analyzed a number of world and domestic situations that impacted and influenced social ideology and psychology and set requirements for the Propaganda system at all levels to proactively propagate, do a good job of ideological work, create trust and high consensus in the entire Party, the entire army, and the entire people to successfully implement the Resolutions of Party Congresses at all levels and the "dual" tasks.

Regarding each specific task, the Head of the Central Propaganda Department requires the Propaganda system to thoroughly grasp and study the Resolution of the 13th National Party Congress to ensure that it is both broad and profound. Thoroughly grasping and studying Conclusion No. 01-KL/TW of the 13th Politburo for the entire term, the 13th National Party Congress, and the 2021 theme must pay attention to "following" and setting an example for cadres, party members and the people. This is an important task and solution in Party building work along with the Resolutions of the 4th Central Committee (11th and 12th tenures) and the Party's regulations.

The Propaganda system at all levels needs to step up propaganda and promote the implementation of the "dual" task; in which, propaganda on Covid-19 prevention and control needs to focus on propaganda, creating consensus among the people to implement prevention and control measures and support the vaccination policy, propaganda to create solidarity and share difficulties with people and localities facing difficulties due to the Covid-19 epidemic.

Regarding the issue of overcoming the situation of press agencies propagating false principles and purposes and reporting false news, comrade Nguyen Trong Nghia requested that press agencies, especially the heads of press agencies, need to promote their role and political responsibility in the face of international issues, complex issues and information conveyed on the media. Along with that, propaganda agencies at all levels need to closely monitor and coordinate with competent agencies to strictly and promptly handle press agencies and journalists who violate the law.
