Strictly handle officials who harass and demand "grease" when making red books

That is the direction in the official dispatch of the Ministry of Natural Resources and Environment sent to the Chairmen of the People's Committees of provinces and centrally-run cities on the morning of April 23.
Specifically, regarding the information related to 44% of red books having to pay bribes, the Ministry of Natural Resources requested the Chairmen of the People's Committees of provinces and centrally-run cities to direct the inspection and clarification of these issues.
At the same time, organize public service inspections, detect corrupt and negative officials and civil servants in performing their duties of issuing Certificates; strictly handle related individuals and organizations.
In addition, review administrative procedures on land that have been issued and announced according to regulations; publicize fees and charges that land users and owners of assets attached to land must pay when carrying out procedures for granting Certificates at the place of receiving documents and returning results according to regulations.
In addition, establish and widely publicize on mass media a hotline to receive, reflect and make recommendations on violations of land laws and harassment in the process of implementing administrative procedures related to the issuance of Certificates at the local level.
The Ministry of Natural Resources and Environment requires localities to report results before May 16, 2016.
