Handling the responsibility of the head if corruption occurs in the unit
(Baonghean.vn) - On the afternoon of December 11, the Provincial People's Committee held a Conference to summarize the work of Inspection, citizen reception, complaint and denunciation settlement and anti-corruption in 2023; deploy tasks in 2024.
Attending and directing the conference were comrades: Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Chu The Huyen - Member of the Provincial Party Executive Committee, Provincial Chief Inspector; and representatives of localities, departments and branches at the provincial level.

In 2023, the entire Inspection sector conducted 380 administrative inspections; issued conclusions on 254 inspections at 588 units. Through inspections, violations of more than VND 85.3 billion and 101,540m were discovered.2land; issued a decision to recover more than 59.8 billion VND; proposed other handling of more than 25.5 billion VND and 101,540 m2land; recommended administrative handling of 48 organizations and 222 individuals with violations; transferred 1 case to the investigation agency. To date, more than 56.9 billion VND (95.16%) has been recovered for the state budget.
Besides, the forcespecialized inspectoralso conducted 672 specialized inspections and checks in the fields of Finance, Agriculture and Rural Development, Natural Resources and Environment, Transport... Thereby, 961 organizations and individuals were discovered to have violated the law with a fine of more than 1.3 billion VND; 939 decisions on administrative sanctions were issued with a fine of more than 5.6 billion VND...

The whole industry has also conducted 129 inspections of the responsibility of leaders in implementing the law on inspection; receiving citizens; handling complaints and denunciations and preventing and combating corruption.Anti-corruption is associated with inspection of the performance of public duties and tasks of officials, civil servants and public employees. Conclusions have been issued in 106 meetings at 199 units; recommendations have been made to review and draw lessons from 48 organizations and 218 individuals with violations.
In addition, in 2023, the whole province also received 5,402 citizens coming to state administrative agencies to make complaints, denunciations, recommendations, and reflections; of which 5,995 people were received with 4,596 cases... Administrative agencies also received 9,169 petitions of all kinds; processed 9,164 petitions, of which 7,963 petitions were eligible for processing.

In particular, there were 279 complaints and denunciations arising during the period, of which, the competent authorities handled 247 cases under their jurisdiction. Thereby, the rights of 4 people were restored and ensured; 11 people (including 10 officials and civil servants) were recommended for administrative handling; 3 cases and 4 subjects were transferred to the investigation agency for further handling...
In the work of preventing and combating corruption, in 2023, the investigation agencies at all levels in the province accepted to investigate 43 cases/184 defendants, of which 29 new cases/132 defendants were discovered and prosecuted. The People's Procuracy at 2 levels also accepted to resolve 22 cases/58 defendants; the People's Courts at all levels accepted to try at first instance 30 cases/77 defendants, of which 23 cases/45 defendants were tried. The damage caused by corruption crimes was more than 7.8 billion VND; assets recovered were more than 5.6 billion VND...

At the conference, representatives of some localities and units also raised some difficulties and problems in the inspection and settlement of complaints, especially when classifying complaints for processing, there is still a situation of confusion between complaints and petitions and land disputes. The staff working on citizen reception and settlement of complaints and denunciations at the local level is still lacking; some localities have not really paid attention to organizing dialogues and have transferred files to higher levels, leading to prolonged and complicated settlement of cases. Some units have not developed a focused and spread-out inspection plan, and in some cases, the staff has not been balanced, leading to the need to adjust the inspection plan...
Speaking at the conference, comrade Le Hong Vinh suggested that the Inspectorate should continue to effectively implement the 2022 Inspection Law and its guiding documents. At the same time, continue to closely follow the Government Inspectorate's 2024 inspection orientation and the current situation, focusing on areas prone to negativity and corruption, and conduct surprise inspections when detecting signs of law violations...



The Standing Vice Chairman of the Provincial People's Committee also emphasized that inspection agencies at all levels also need to closely coordinate with agencies and units to improve the effectiveness and efficiency of inspections; increase the rate of recovering money and assets due to violations, negativity, and corruption. At the same time, focus on inspecting the responsibilities of heads of departments, branches, and localities in implementing the law on corruption prevention and control; closely coordinate with competent agencies to handle the responsibilities of heads when corruption occurs and transfer cases with signs of corruption crimes to investigation.
