At 3:30 p.m. on December 14, 2021, on a 72m road in Hung Loc commune, Vinh city, the patrol team handling teenagers gathering to drive motorbikes violating traffic safety order under the Traffic Police Team of Vinh City Police discovered 2 young men doing a "wheelie" on a motorbike.
At the time of the violation, both people were riding a motorbike with the license plate removed and were not wearing helmets.

At the police station, the two young offenders declared that they both reside in Vinh city, specifically NVY (born in 2002), residing in Hung Dung ward, the motorcyclist, and D.MQ (born in 2003), residing in Hung Loc commune.
Both young men admitted to the violation, adding that they often made appointments at 3 a.m. to practice "wheelie" on motorbikes on the 72m road.
