'Happy water' drugs appear in Nghe An
Nghe An Provincial Police have just dismantled a drug ring from abroad into Vietnam.
Thereby, 2 subjects were arrested, 10 heroin cakes, 10 bags of "happy water" drugs, 3 kg of crystal meth, 2 kg of ketamine drugs and some other related evidence were seized.
In March 2024, through the work of grasping the situation, the Drug Crime Investigation Police Department discovered that Cao Van Tung (born in 1974), residing in block 12, Ben Thuy ward, Vinh city, was the mastermind, colluding with foreigners to transport drugs to Nghe An and then sell them, mainly outside the province.
It is worth mentioning that Cao Van Tung has two previous convictions for drug crimes. During his criminal activities, Tung was armed with “hot” weapons and was ready to fight back when discovered and arrested.

Identifying this as an extremely dangerous and reckless subject, operating between districts and provinces, the Drug Crime Investigation Police Department reported and asked for direction from the provincial police leaders to establish a special project; co-chaired with the police of Nghi Loc, Anh Son, Thanh Chuong districts; coordinated with professional departments to fight and eradicate.
After a period of persistent monitoring and synchronous use of professional measures, on the morning of August 27, 2024, the Task Force discovered Cao Van Tung and Bui Hai Trung (born in 1987), residing in Yen Truong block, Trung Do ward, Vinh city, receiving "goods" in the border area of Tan Ky and Anh Son districts.

After that, Tung drove a motorbike, disguised as a bulky cargo carrier to transport a large quantity of drugs, while Trung went ahead to scout the way and keep watch. Realizing that the opportunity had come, at about 9:45 a.m. the same day, at Km48, National Highway 7, in the area of Village 8, Khai Son Commune, Anh Son District, the Task Force deployed forces to control Bui Hai Trung; then, caught Cao Van Tung red-handed for the act of illegally buying, selling and transporting drugs.
At the scene, the task force seized 10 bags of "happy water" drugs, 4 heroin cakes, 2 kg of crystal meth, and 1 kg of ketamine.

Expanding the investigation, the Police Agency determined that, previously, Tung and the subjects had repeatedly transported and illegally traded drugs in large quantities. In addition to the amount of drugs seized when catching the subjects red-handed, the Police Agency also seized 6 heroin cakes, 1 kg of ketamine, and 1 kg of crystal meth, the amount of drugs that Tung and the subjects in the ring transported and traded on June 29, 2024.
Up to now, the total amount of evidence seized by the police includes: 10 heroin cakes, 10 bags of "happy water" drugs, 3 kg of crystal meth, 2 kg of ketamine, 1 car, 1 motorbike, 3 mobile phones and many other important pieces of evidence.
The case is currently being investigated and expanded.
"Happy water" and "happy water" are new drugs mixed from many synthetic drugs such as Methylenedioxyl - Methamphetamine (MDMA) or also known as ecstasy; Ketamine; Diazepam. This type of drug can be dissolved in water like soft drinks, when drunk it will cause strong hallucinations, psychosis, and can even be life-threatening if used too much.
"Happy water" affects brain activity through 3 main chemicals: Dopamine, Norepinephrine and Serotonin; inhibits the motor and respiratory nerve centers, causes muscle dystonia, confusion, convulsions, and coma.
