Looking back at 2023, the Nghe An National Assembly Delegation had a year of active and effective activities, leaving many impressions on the parliament and on voters. The delegation fully and seriously participated in 5 National Assembly sessions (3 thematic sessions, 2 regular sessions) with a high sense of responsibility in plenary sessions and group discussions.

Through 2 regular sessions, the Nghe An National Assembly Delegation had 19 delegates participating in discussions at the hall on the following contents: Supreme supervision of the implementation of the National Assembly's Resolution on 3 National Target Programs; General Education Program 2018; State budget implementation in 2023, State budget estimates, Central budget allocation plan in 2024; giving opinions on the Land Law (amended); 73 delegates' opinions participated in discussions in groups, 12 opinions sent in writing to participate in submissions, draft laws, draft resolutions and reports on socio-economic issues, State budget, important issues under the authority of the National Assembly.

Special,through recommendationsThe National Assembly Delegation of Nghe An has contributed to resolving major obstacles of the province with the support and sharing of many National Assembly deputies and the National Assembly has unanimously approved. Accordingly, the National Assembly has agreed to add 1,275 billion VND in investment expenditure for Nghe An province from the increased revenue of the Central budget in 2022, to resolve the compensation for site clearance of the National Highway 1 expansion projects through the province, which is the expenditure task of the Central budget arising after the project has been finalized.

The National Assembly also assigned the Government to consider and decide on the allocation of capital from the central budget reserve in 2023 forNam Mo River embankment project, section through block 4, block 5, Muong Xen town, Ky Son district, although this content was not previously included in the draft Resolution on the State budget estimate for 2024; but after the comments of the National Assembly Delegation of Nghe An, the National Assembly Deputies, the agencies submitting and reviewing the Resolution had a better understanding of the urgent reality of the project, so it was added to the draft Resolution and when submitted to the National Assembly, there was high consensus.

At the recent summary conference, the National Assembly Delegation of Nghe An province summarized 4 outstanding marks in its activities: Solidarity, unity, sharing, and attachment on the basis of properly implementing the principles, regulations, and authority of the National Assembly Delegation; responsible, active, and effective activities in all fields; detecting and recommending issues from local practices in a very responsible and meaningful manner; and affirming the image and voice of the delegation.

Accompanying the implementation of the province's political tasks

Entering 2024, the National Assembly Delegation of Nghe An province determined to continue to seriously and effectively implement all aspects of work. In particular, regarding the work of law making, the delegation seriously and effectively implemented the collection of opinions on draft laws according to the Resolution of the National Assembly on the Law and Ordinance Making Program in 2024; participated in activities of examining, giving opinions, and discussing draft laws and resolutions at the sessions of the National Assembly, the sessions of the Ethnic Council and the Committees of the National Assembly; proactively surveyed the practical contents related to draft laws submitted to the National Assembly sessions, especially draft laws directly related to the people.

Regarding monitoring and survey activities, the delegation will seriously implement the monitoring program of the National Assembly and the National Assembly Standing Committee on the contents of fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the Resolutions of the National Assembly on a number of important national projects until the end of 2023; supervise the implementation of policies and laws on real estate market management and social housing development; supervise the implementation of policies and laws on public service units; supervise the implementation of policies and laws on ensuring traffic order and safety; at the same time, effectively organize the implementation of monitoring and survey programs of the Provincial National Assembly Delegation.

Along with that, the Provincial National Assembly Deputies continue to perform well the work of receiving people, handling complaints and denunciations of citizens; contacting voters; propaganda; preparing and attending the National Assembly session; foreign affairs and coordination activities. In particular, the delegation determined to continue to coordinate with the Provincial People's Committee in connecting and working with central ministries and branches to inform about the socio-economic situation; recommend, propose, and remove difficulties and obstacles of the province, in which, focusing on implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

At the conference to summarize and set out directions and tasks for 2024, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation emphasized that the delegation needs to continue to promote the 4 outstanding achievements in 2023; at the same time, actively innovate voter contact activities such as:Contact with votersdifferent constituencies, majors, topics, and subjects, and it is recommended to build them right from the beginning of the year to reach more voters and classes.

In particular, in early 2024, it is necessary to sign a coordination charter with the Provincial People's Committee to strengthen connections, grasp the province's difficulties in order to promptly make recommendations and work with central agencies to contribute to resolving and accompanying the implementation of the province's political tasks; at the same time, strengthen coordination and work with a number of Committees and Ethnic Councils of the National Assembly, ministries and branches; especially in the immediate future, coordinate to have a voice, so that the National Assembly considers and issues a Resolution on new specific mechanisms and policies for Nghe An in the spirit of Resolution No. 39-NQ/TW of the Politburo.
