On November 3, 1946, the 4th Congress of Nghe An Party Committee opened in Yen Dung village (now Hung Dung ward, Vinh city) with 45 delegates, representing 2,876 party members (not including those in the army) from 160 party cells in 268 communes of 13 districts and cities.
